We don’t really cover this in our study, but it’s common knowledge that post 9-11 there has been a trend at noncommercial radio to move away from music programming towards talk and news. You were critical of this on your panel and said it was agenda driven. Why do you feel this way? I really don’t remember saying that. I think what I said was something about how the real limit on the diversity of the radio play lists at commercial radio is the small size of songs put into the testing pools which determine which songs can ultimately be added to the play list. What do you consider as past victories for FMC? Both of our radio studies have been very successful at articulat- ing the connection between bland, nationally programmed radio and the 1996 Telecommunication Act which allowed the whole- sale consolidation of the commercial radio band. Our data ex- plained Clear Channel’s role and stood up to flawed FCC studies that wrongly equated format diversity (the number of differently named formats) with true programming diversity (the diversity of songs played). This data, along with increased activism from the media reform movement, has meant that we have largely held the line against further radio consolidation. Radio has also be- come the “canary in the coal mine” for other forms of media con- solidation. FMC has done other work around payola, record contracts, health insurance for musicians and dozens of other issues you can read about this at the FMC web site www.futureofmusic.org What are some of FMC’s biggest concerns looking ahead in 2007? Our biggest concern above all is Net Neutrality. (www.savetheinternet.com) Without getting too deep in the weeds I can try to explain that the large inter- net providers are looking for a way to privilege certain communications across their lines over other communications. The historical practice of the internet providers has ensured that all communication across the network are treated in a NEUTRAL manor. Because of that neutrality ... you can get to my website as quickly as you can get to Clear Channel’s, or even Verizon’s. If the principle of Net Neutrality were to be abolished then we would see an internet that could look a lot like payola-controlled commercial radio. Those websites that have relationships with the internet provider due to partnerships or paid fees will get better service than the rest of us. This is really antithetical to innovation, merit, speech, democracy etc. Musicians have been promised a lot by the internet providers. We have been told about a frictionless, open marketplace where we can make our music avail- able and connect with fans and customers without the bottlenecks that plague the other forms of media. In a non-neutral net environment musicians who are not affiliated with major corporations, and artists who perform less commercial genres will be left out in the cold.
