Începuturile aeronauticii sunt marcate de nume ca Traian Vuia, Aurel Vlaicu sau Henri Coandă, care au dat României prestigiu și inovaţie. Aceștia, prin invenţiile create, au oferit o nouă viziune aeronauticii militare și au creat perspectivele Forţelor Aeriene Române. Istoria și faptele petrecute în trecut au dovedit deosebita importanţă a aeronauticii militare și a armelor conexe care alcătuiesc în prezent Forţele Aeriene Române, în conflagraţiile mondiale, în exerciţiile și misiunile multinaţionale și naţionale, atât în scopuri militare, cât și civile. Forţele Aeriene s-au dovedit a fi o entitate absolut necesară în procesul de evoluţie al armatei, iar eforturile depuse de militarii dedicaţi apărării spaţiului aerian naţional s-au ridicat la înălţimea așteptărilor acestui domeniu de elită, cu rol decisiv pe scena strategică mondială, în operaţii conduse de Alianţa Nord-Atlantică, Uniunea Europeană și Organizaţia Naţiunilor Unite. Militarii români s-au implicat nemijlocit în dezamorsarea zonelor fierbinţi de pe glob și au demonstrat că integritatea noastră în structurile euroatlantice nu a fost întâmplătoare, ci o consecinţă a muncii și a perseverenţei în timp. Datorită lor, România a devenit un aliat de încredere și un partener important al statelor membre NATO. Am convingerea că vor fi foarte mulţi tineri care se vor îndrepta către această carieră și care vor dori să facă parte din structurile forţelor aeriene.

Aici îl întâlnim, la conducere, pe maiorul inginer aviator Stefan Protopopescu, detinatorul primului brevet de pilot românesc. Tot aici, dupa proiectul realizat de acesta s-a construit avionul Proto, care urma sa fie în anul 1922 primul avion autohton construit într-o unitate industriala româneasca. Avionul era echipat cu un motor Hispano-Suiza ce dezvolta 180 CP, urcând la 4000 m în 29 min si având plafonul de 6000 m. În cadrul „Arsenalului Aeronautic “ s-au mai construit avioane Brandenburg si reparat diverse timpuri de avioane (Potez XV, Breguet, Spad etc.) dar si motoare ca Austro-Daimler (200 CP), Renault (300 CP) si altele. În 1924 a avut loc la arsenal, prima încercare statica a unei celule de avion, care consta în asezarea pe suprafetele portante a unor saci de nisip pâna la rupere, stabilindu-se astfel factorul de sarcina în exploatare.

Even the open cockpit approach of the PZL designs were retained for the prototype. Bythe first prototype was made available for flight, this aircraft sporting a IAR version of the French license-produced Gnome-Rhone 14K II Mistral Major engine - a powerplant brand that IAR had already achieved a good deal of experience constructing at their plant.
