Implementing departments are authorized to incur expenditure after observing codal formalities. During the year 2017-18, the achievements in construction of infrastructure under PWD were collected and the first edition of the annual report was published. The Annual Report 2017-18 & 2018-19 was circulated to all stake holders and made available in the official website www.arunachalpwd.org. The Annual Report 2018-19 was rated and ready reference source for important achieve- ments of PWD during 2018-19 and references for guidelines of CSS schemes being executed by PWD. In addition, while circulating the Annual Report 2018-19, it was requested that henceforth, the Annual Report shall be made an annual affair and to make it more befitting document for highlighting the achievements in each year, it was -re quested that the information may be submitted in time and as per the prescribed format, after the compilation of the financial and physical account of each preceding year.

During the second meeting of BRDB on 13 May 1960, late Pandit Jawaharlal Nehru, the then Prime Minister directed that the work on the construction of Road Bhalukpong- Tenga should commence on 01 Jun 1960. Accordingly, Project Tusker was raised on 07 May 1960. Thus Project Tusker was the first in Border Roads Organisation to commence road construction activity. 2. Project Tusker was also made responsible for the maintenance of road Missamari- Foothills-Chaku-Tenga, which had been constructed by PWD. Elephant Gate: Entry To Bomdila-Tawang Road 3. Work on the improvement of the Road Bhalukpong-Tenga-Bomdila was continued by 14 BRTF, which was raised in early 1962. The most difficult stretch on this high priority road was between Sessa and Bomdila. The task was completed in 6 months and the road was made trafficable by Oct 1962. Further improvements continued. Shri YB Chavan, the then Defence Minister formally opened the road in Apr 1963. 4. In 1962, a jeepable track Bomdila-Dirang-Sela-Tawang was also attempted. A Signals Task Force was raised for laying of telephone lines for Bomdila-Tawang, North Lakhimpur-Lekhabali-Along, Kimin-Ziro and Along-Daporijo sector. Initial Problems 5. During the initial induction of the Project, there were many teething problems. Maj Gen OM Mani, the first Chief Engineer (then Brigadier) of the Project later recalled:- “The Administrative Offices functioned under the cover of tarpaulins spread over bamboos.     GOVERNMENT OF ARUNACHAL PRADESH PLANNING DEPARTMENT ITANAGAR Minutes of the meeting taken by the Development Commissioner & Commissioner (Finance) on 22nd September, 2009 to review the progress of projects under One Time ACA/SPA implemented from Annual Plan 2005-06 to Annual Plan 2008-09. Shri V.K. Dev, the Development Commissioner & Commissioner (Finance) took a meeting on 22nd September, 2009 at 1500 hrs. in the Conference Hall of Chief Secretary with the concerned Commissioners, Secretaries and Heads of Department to review the progress of projects under One Time ACA/SPA implemented from Annual Plan 2005-06 to Annual Plan 2008-09. 2. The list of participates is appended. 3. After threadbare deliberations, following Specific and time bound decisions were emerged for follow up action: (i) The concerned Commissioners and Secretaries will take critical review on the progress of works on monthly basis. Such monitoring should be linked with the review and problem solving mechanism. (ii) Timeliness and adequacy of information are two important aspects of an effective monitoring system. Therefore, all concerned departments should expedite submission of project-wise expenditure reports, utilization certificates and photographs in the initial period of execution, during execution period and after completion of each project. (iii) The concerned executing departments/ nodal departments shall appoint nodal officer for liaisoning with Planning Department and Finance Department. (iv) In case of deposit works, the concerned client departments shall review with the concerned executing departments at a regular interval. A copy of any correspondence made with the executing departments shall be endorsed to Planning Department for follow-up action/ corrective measures.

MITRA AND A. K. MUKHERJEE Zoological Survey of India, Kolkata INTRODUCTION The state of Arunachal Pradesh is an important constituent of the 'Seven Sisters' of north-east India, one of the designated rich biodiversity zones in the World. The relative isolation of the region together with high rainfall, lush-green forests and less vigorous temperature extremities, makes it an ideal habitat for the land and freshwater mollusca. Approximately one third of the total Indian fauna is represented here with above 70% endemicity "(Ramakrishna & Mitra, 2002). Apart from its proximity to the Himalaya, surroundings of Arunachal Pradesh (being bordered by Bhutan, China and Myanmar on three sides) add to its Zoogeographical significance. Though a consolidated report on the mollusca as a whole is still not available, the rich malacofauna of the state has been thoroughly explored and worked out from time to time. Over 100 new species and genera have been described. Important works are from Dey et al., 1985, Ghosh, 1913, Godwin-Austen, 1876, 1876a; 1914--1918; Gude, 1915; and Preston, 1915. The present report is based on material collected from Itanagar Wildlife Sanctuary area by the Itanagar Field Station of Zoological Survey of India during 1986-1996.
