ABSTRACT Roads and Bridges ABSTRACT Roads and Bridges - Highways Department - Widening / Strengthening and Improvement of State Highways and Major District Roads and Construction of a Bridge across Vellar river at Thittakudi Town Panchayat Road under Comprehensive Road Infrastructure Development Programme for 2006-2007 - Administrative Sanction - Orders - Issued. Ms.No. 245 (Highways HN1) Department, dated 20.11.2006 Read again: 3. From the Chief Engineer (General) Highways Letter No. 23716 / Thittam2 / 2005, dated 11.10.2006. 4. From the Chief Engineer (General) Highways Letter No. 50785/ Thittam2/2006-1, dated 22.12.2006 ----- ORDER: It was announced in the Legislative Assembly on 30.05.2006, that a high level bridge will be constructed at Thittakudi in Mangalore Constituency. Accordingly, the Chief Engineer (General), Highways has submitted proposal for construction of a high level bridge across Vellar river at Km. 0/6 - 0/8 of Thittakudi Town Panchayat Road at a cost of Rs.3.15 Crores. 2. It was further announced in the Assembly that all the single lane on the State Highways and Major District Roads will be widened to two lane or inter mediate lane in a phased manner. Accordingly, as a first phase, orders were issued in the G.O. first read above for widening, strengthening and improvement of 1078.547 Kms of State Highways, 1390.310 Kms of Major District Roads and 1354.554 Kms of Other District Roads and Construction of 50 Bridges at a total cost of Rs.722.400 Crores under Comprehensive Road Infrastructure Development Programme for 2006-2007. Moreover in the G.O. second read above, Orders were issued for the improvement of 997.907 Kms of Other District Roads and Construction of 26 Bridges at a total cost of Rs.125.9775 Crores under Comprehensive Road Infrastructure Development Programme (Special Component Plan) for 2006-07. 3. Further the Chief Engineer (General), Highways has now submitted proposals for widening and strengthening of further 153 State Highways covering 439.43 Kms and 130 Major District Roads covering 471.63 Kms at a cost of Rs.229.51 Crores under Comprehensive Road Infrastructure Development Programme, 2006-2007. 4. The Government have examined the proposals of the Chief Engineer (General), Highways and have decided to approve the proposals. Accordingly, the Government accord administrative sanction for the construction of a high level bridge across Vellar river at Km. 0/6 - 0/8 of Thittakudi Town Panchayat Road at a cost of Rs.3.15 Crores (Rupees Three crores and fifteen lakhs only) and widening, strengthening and improvement of 153 State Highways and 130 Major District Roads at a cost of Rs.229.51 Crores (Rupees Two hundred and twenty nine crores and fifty one lakhs only) under Comprehensive Road Infrastructure Development Programme for 2006-2007 as per the outlay indicated below: Sl. The expenditure sanctioned in para 4 above shall be debited to the following heads of account: (i) State Highways 5054-Capital Outlay on Roads and Bridges-03 State Highways-337 Road works- Schemes- in the Tenth Five Year Plan-II. State Plan JI. Comprehensive Road Development Programme-State Highways-16 Major Works. (D.P. Code: 5054-03-337-JI-1602) (ii) Major District Roads 5054-Capital Outlay on Roads and Bridges-04 District and Other Roads-337 Road Works-Schemes in the Tenth Five Year Plan-II State Plan JT Comprehensive Road Development Programme-Major District Roads-16 Major Works. (D.P. Code: 5054-04-337-JT-1609) A token provision has been made for State Highways and Major District Road works separately in the first supplementary estimates, 2006-2007. (iii) Bridge at Thittakudi 5054 - Capital Outlay on Roads and Bridges - 04 District and Other Roads - 337. Road Works - Schemes in the Tenth Five Year Plan-II. State Plan - JU. Comprehensive Road Development Programme- Other District Roads-16 Major Works. (D.P. Code: 5054-04-337-JU-1607) 6. The expenditure to carry out the bridge work sanctioned in Para 4 above is an item of "New Service". The approval of Legislature will be obtained in due course. Pending approval of Legislature, the expenditure will be initially met by sanction of an advance from the contingency fund, orders regarding which will be issued by the Government in Finance (BG.1) Department, separately. The Chief Engineer (General), Highways Department is requested to send necessary proposals to Government in Finance (BG.1) Department in the prescribed format along with a copy of this order for sanction of an advance required from Contingency Fund. 7. He is also requested to send a draft explanatory note duly indicating the total cost of the scheme, the cost that would be required for the Implementation during the financial year etc. to Government in Finance (BG.1) Department for inclusion of the expenditure in the Supplementary Estimate and for bringing it to the notice of the legislature in due course. 8. The Chief Engineer (General) is directed to take up the works early and furnish monthly progress report to Government. He is also requested to ensure that the works sanctioned now are not included in any other schemes. 9. This order issues with the concurrence of Finance Department vide its U.O.     Vellore District Disaster Management Revised Goals (2017 -2030) The present goal on Disaster Risk Reduction framed and aligned with the Sendai Frame Work to prevent new disasters and reduce existing disaster risk through the implementation of integrated and inclusive developmental planning, reduce hazard exposure and vulnerability to disaster, increase preparedness for response and recovery, and thus strengthen resilience. The objectives and main goals are. a) To identify the areas vulnerable to major types of the hazards in the district. b) To adopt proactive measures at district level by all the govt. departments to prevent disaster and mitigate its effects. c) To define and assign the different tasks and responsibilities to stakeholders during the pre-disaster and post - disaster phases of the disaster. d) To enhance disaster resilience of the people in the district by way of capacity building. e) Promote public awareness; thereby reduce the loss of public and private property, especially critical facilities and infrastructure, through proper planning. f) Manage future development to mitigate the effect of natural hazards in the district. g) Emergency Operations Centre at the District level to function effectively in search, rescue, response. h) To develop the standardized mechanism to respond to disaster situation to manage the disaster efficiently. Understanding and Prioritise the Risk The preliminary hazard Risk Assessment of Vellore District is carried out to identify the areas vulnerable to major types of the hazards in the district based on the probability of occurrence and the severity. The details are presented in Table 1. As a first step, a list of Major and Minor disasters based on the severity is identified and presented in Table 2.

Frozen semen at Rs.10/- is been supplied at an economical price to the farmers and this is effective to produce cross breed heifer calves which improves the economic status of the farmer. To sustain the high production of milk from the cows, the animals had to be fed with ad libedum green fodder. The farmers with agricultural land are supplied with slips of fodder by this department. Moreover certified seeds are also supplied to them.
