Manifesto of the Party of the European Left, 2004 ABOUT THE PARTY OF THE EUROPEAN LEFT (EL) EXECUTIVE BOARD The Executive Board was elected at the 4th Congress of the Party of the European Left, which took place from 13 to 15 December 2013 in Madrid. The Executive Board consists of the President and the Vice-Presidents, the Treasurer and other Members elected by the Congress, on the basis of two persons of each member party, respecting the principle of gender balance. COUNCIL OF CHAIRPERSONS The Council of Chairpersons meets at least once a year. The members are the Presidents of all the member par- ties, the President of the EL and the Vice-Presidents. The Council of Chairpersons has, with regard to the Execu- tive Board, rights of initiative and objection on important political issues. The Council of Chairpersons adopts res- olutions and recommendations which are transmitted to the Executive Board, and it also decides on applications for EL membership.
