I am directed by the Secretary of State for Transport (“the Secretary of State”) to say that consideration has been given to the application made on 1 July 2020 by your client, London Luton Airport Limited (“the Applicant”), for the proposed London Luton Airport Passenger Transit System Order (“the Order”) to be made under sections 1 and 5 of the Transport and Works Act 1992 (“the TWA”) and the additional information provided to the Secretary of State on 17 February 2021 and 22 February 2021 by the Applicant. 2. The Order would confer on the Applicant powers to operate the passenger transit system (“the system”) that will provide a mode of transit for passengers between Luton Airport Parkway railway station and the Central Terminal at London Luton Airport. It will also make provision in connection with the operation of the system, provide for fares to be charged for the use of the system and for the issuing of penalty fares and to give effect to byelaws which regulate travel on the system. 3. The Order would not authorise the acquisition of land or any works powers.

Once you have booked your course and accommodation, our office will tell you the location of your accommodation so you can plan your journey there from the airport. Below are the main routes into Central London from the main airports and from the Eurostar terminal: Heathrow: Heathrow airport is on the Piccadilly Underground Line and tube trains run from here into Central London taking about 45-60 minutes depending on your final destination. You can buy a Zone 1-6 one day travelcard for this journey for approximately £8. You can also get the ‘Heathrow Express’. This is a fast train service to take you to Paddington Train Station, a central location, in just 15 minutes. It costs approx. £17. From there you can take an underground train or a bus to your final location, you can buy an underground travelcard for this part of your journey for approx. £8. Gatwick: The best way to get from Gatwick to London is using the ‘Gatwick Express’ train. This takes about 30 minutes from Gatwick to London Victoria Station in the centre of London. From there you can take a bus or tube train to your accommodation. This will cost approximately £25 in total. The introduction of SID procedures is necessary to reflect current CAA Policies and because of the introduction of controlled airspace in the vicinity of LSA which provides connectivity to the London Terminal Control Area (LTMA). SID procedures provide connectivity to the route structure within and beyond the LTMA.
