Introduction Muharram is the first month of the Islamic calendar. This month is one of the most sacred months because of many critical incidents happened during this month in the Islamic History including martyrdom Hazrat Imam Husain. The tenth of this month “Ashura” is the day of martyrdom of Hazrat Imam Husain, which is observed with grief and mourning by the Muslims. In Lahore, the day is observed by holding session of mourning and processions in different Imam Bargahs and designated areas of the city. The Lahore Waste Management Company (LWMC) has made special arrangements to maintain the cleanliness during this month, especially during the Ashura, the first ten days of the month of Muharram. 2. Objective To maintain overall cleanliness in the city by efficiently sweeping, collecting and transporting waste generated during the month of Muharam ul Haram, especially during first ten days with special focus on procession routes. 3. Duration of the Plan The plan will be executed during the month of Moharram with special focus during first 10 days of the month. 4. Establishment of Camps during Moharram-ul-Haraam LWMC has planned to establish four camps to coordinate cleanliness activities. Appropriate sites have been identified in the city where camps will be established. The information material about cleanliness will be provided in these camps. The complaints with respect to cleanliness will also be registered in these camps and subsequent appropriate actions will be coordinated to resolve the complaints. These camps will have close coordination with TMA concerned/ CDGL. Standard Operating Procedures (SOPs) In order to smoothly execute cleanliness operations, the LWMC has formulated SOPs to be followed during Moharam-ul-Haraam, especially during first ten days of the month. The cleanliness operations during the subsequent event in the month will be executed in the light of these SOPs. The detailed SOPs are given below: Action Description Responsibility o M/s. Albayrak & M/s. Sanitary Workers should wear complete Ozpak Uniform uniform. o Zonal Officer concerned o Sanitary Supervisor o Manager/ Asst. Manager Provision of ID Cards/ ID cards shall be provided to all drivers, (Admin) LWMC card sanitary workers and staff o Zonal Officer concerned o M/s. Albayrak & M/s. Cleanliness at route/ Sweeping, Liming and waste collection will be Ozpak Main Roads/ Containers ensured by the deployed staff on regular basis. o Sanitary Supervisor and Liming o ZOs concerned Sprinkling will be done to reduce dust particles. o M/s. Albayrak & M/s. Sprinkling of water on ZO will notify the route and timing for Ozpak main roads/ routes sprinkling. o Zonal Officers Sweeping will be done before the startup of o M/s. Albayrak & M/s. procession of designated routes and all waste Ozpak Sweeping and liming would be lifted o Sanitary Supervisor Lining of main route with lime if required o Zonal Officer o Manager Mechanical S/W Mechanical Sweeping of Mechanical Sweepers will be deployed o In-charge Mechanical Main Roads & Procession according to schedule. Duty Roster of Sanitary Supervisors/ Inspectors: The duty roster has been planned in the light of the activities to be held during this month in different parts of the city. The main focus will be on the route of processions’ and cleanliness around Imam barghas. The LWMC staff will also ensure cleanliness of the areas where Majaalis and Zoljanah processions are scheduled. The staff of LWMC will be deployed in the light of the timing of the processions’ and sessions (Majaalis in Imam Bargahs). The supervisory staff will be vigilant round the clock to address any cleanliness complaint during this month. The zone wise/UC wise list of supervisory staff along with their phone number is given at Annex 1. The routes of processions have also been depicted wherever information were available. 5 7. Resources required The resources required during these 10 days of Muharam-ul-Haram would be lime or phenyl. The complete details of resources are given in Annex 2. 8. Washing of Imam Bargahs The Imam bargahs in all zones will be washed before the Ashura starts as majalis will be held there.
