The Decision on Privatization Plan for 2012 Pursuant to the Article 3 of the Law on Privatization of Economy ( “Official Gazette of the Republic of Montenegro ”, no 23/96, 6/99, 59/00 and 42/04), The Government of Montenegro, at the session held on 1 March 2012, issued THE DECISION ON PRIVATIZATION PLAN FOR 2012 I. MAIN PRIVATIZATION OBJECTIVES This Decision establishes the main privatization objectives and other aspects of this process, methods and principles of privatization along with the list of companies and percentage of share capital to be privatized. The main privatization objectives are to increase competitiveness and efficiency of companies’ performance, encourage foreign investments and entrepreneurship in all fields, increase employment and improve standard of living. II. METHODS AND PRINCIPLES OF PRIVATIZATION Privatization in 2012 shall be based on privatization methods and principles adjusted to the free market requirements. 1. Sale of shares and assets by public tender 1.1. The implementation of the annou nced tender for the company NIG „Pobjeda“ AD – Podgorica shall continue. 1.2. Pursuant to the decisions passed by the Privatization and Capital Projects Council, the preparation of tenders for the following companies shall continue: 1.2.1. AD „Montecargo“ Podgorica, 1.2.2. „Montenegro airlines“ AD Podgorica, 1.2.3. AD „Kontejnerski terminal i generalni tereti “ Bar, /Container terminal and general cargo/ 1.2.4. „Jadransko brodogradilište“ AD Bijela, /Shipyard/ 1.2.5. AD "Zora" Berane, 1.2.6. HG „Budvanska rivijera“ AD Budva, 1.2.7. HTP „Ulcinjska rivijera“ AD Ulcinj, 1.2.8. „Institut crne metalurgije“ AD Nikšić, /Ferrous Metallurgy Institute/ 1.2.9. Fabrika elektroda „Piva“, Plužine /Electrode Plant/. Companies that are to be privatized by public tender are given in the Appendix 1, which forms an integral part of this Decision. 2. Sale of shares at the stock exchange The companies that are to be privatized through stock exchange sale are enclosed in the Appendix 2a, which forms an integral part of this Decision. Sale of shares shall cease for companies that become a subject to the bankruptcy procedures during the year. 3. Sale of shares and assets by public auction Parts of assets, shares, respectively, stakes in companies, shall be sold by the public auction pursuant to the previous decisions of owners. For companies where the state or state funds are majority owners, the Privatization and Capital Projects Council is to issue an approval to the decision on sale of assets whose value exceeds 50,000€. The companies that are to be privatized by the public auction are enclosed in the Appendix 2b, which forms an integral part of this Decision. 4. Valorization of tourism locations/ companies through public private partnership Pursuant to the decisions of the Privatization and Capital Projects Council, the relevant tender commissions shall through international public tenders conduct the procedure on selection of investor s for valuation of tourism locations / companies: Ada Bojana, Velika Plaza, Bjelasica-Komovi (Žarski, Cmilja ča, Torine, Kola šin 1600, Jelovica and Komovi) , location between Njivice and the river mouth Sutorine in Herceg Novi Municipality , bay Masline – “Utjeha” for cape Odrac in Bar, “Montepranzo –Bokaprodukt“ AD – Tivat, „Po šta Crne Gore“ AD – Po dgorica, army barracks „Orijenski bataljon“ – Kumbor and Island „Mamula“, „Valdanos“, Ulcinj, „Ostrvo cvije ća“ and land „Prevlaka“ - Tivat, "Bigovo“ Trašte, Kotor and others. The relevant tender commissions shall conduct public tender procedures for sale or valuation of the tourism locations/companies set forth in the Appendix 3, which forms an integral part of this Decision. 5. Privatization of public utility companies In accordance with the Law on Communal Utilities , a special s trategy shall define models for restructuring of this sector. The Privatization and Capital Projects Council shall appoint a Tender Commission to implement the previously defined model, in accordance with the Law on Communal Utilities. 6. Companies or assets not included in the Plan In the event that a company or asset is not included in this Plan or if there is a need for changing the privatization methods or principles, the Privatization and Capital Projects Council shall decide on the privatization method and principle pursuant to the Law on Privatization of Economy. III. SOCIAL ASPECTS OF PRIVATIZATION When privatizing companies by public tender, it is necessary to include the settlement of social issues as a contractual obligation as well as to provide credible guarantees and termination clauses in case of a failure to meet contractual obligations. With respect to other privatization methods and principles, it is also necessary to include the obligation on settlement of social issues, except for the stock exchange sale. IV. FINAL PROVISION This Decision shall enter into force on the eight day upon its publication in the “Official Gazette of Montenegro”. The Strategy is implemented through one-year action plans. The most significant result achieved in 2019 in the field of housing within the Regional Housing Program during 2019, is the completion of implementation of subproject MNE 4: "Construction of 94 housing units in the municipality of Berane" whose construction began in 2017, and the occupancy by beneficiaries was completed on 26 March 2019, including two families from the Roma and Egyptian population who obtained two housing units. When it comes to education, the number of Roma and Egyptian students at all levels of education has increased, and support has been provided to parents and children to raise their awareness of the importance of education. In the field of health care, according to a CEDEM survey in mid- 2018, over 95% of the Roma population is covered with health insurance.

The precedent and actual situation in transitional economies is displayed for comparison, especially between Serbia and Montenegro. The aim of this paper is to give an overview of the tourism industry in the former Yugoslavia and to explore how market transformation affected tourism in the post-socialistic economies. Several cases from Serbia and Montenegro has been studied in order to present current situation in these countries.

However, the area’s infrastructure poses serious problems. The increasing volume of tourist traffic coupled with the lack of a long-term vision for the development of the transport system has resulted in an unacceptable level of pressure. As stated in the National Strategy for Sustainable Development, Montenegro is strongly committed to achieving sustainable growth and developing healthy and liveable areas throughout its territory. This goal can be reached by reducing car dependency; supporting the development of alternative modes of transport; designing and developing a sustainable mobility system for the area based on limiting the use of private cars; and improving tourist services. Such interventions will enhance the accessibility of local tourist resources and natural beauties. With this goal in mind, the Ministry of Sustainable Development and Tourism of Montenegro, with the technical support of Italian experts and the Italian Ministry for the Environment, Land and Sea, developed a pilot project for the sustainable and environmentally friendly enhancement of Tivat municipality’s mobility system and public spaces, in order to protect both the natural environment and the area’s cultural and historical assets. This ambitious aim can be achieved by introducing a multimodal integrated transportation system. Another key aspect of the project is the redesign of the waterfront, which, from the north to the south of Tivat, will be transformed into a unique tourist attraction through the development and installation of a soft mobility system based on bike sharing and pedestrian paths.
