LEGISLATIVE BUSINESS 19. DR. DONYA AZIZ, to move that the Bill to prohibit certain practices leading to exploitation and discrimination against womenfolk [The Prevention of Anti-Women Practices (Criminal Law Amendment) Bill, 2008], as reported by the Standing Committee, be taken into consideration at once. 20. DR. DONYA AZIZ, to move that the Bill to prohibit certain practices leading to exploitation and discrimination against womenfolk [The Prevention of Anti-Women Practices (Criminal Law Amendment) Bill, 2008], be passed. - 3 - CONSIDERATION OF AMENDMENT TO THE RULES OF PROCEDURE AND CONDUCT OF BUSINESS IN THE NATIONAL ASSEMBLY, 2007. 21. MS. NIGHAT PARVEEN MIR to move that the following amendment in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, as reported by the Standing Committee, be taken into consideration at once:- AMENDMENT IN RULE 239.- In sub-rule (1) of rule 239 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007, the words “in consultation with the Minister concerned” occurring in the third and fourth lines shall be omitted. 22. MS. NIGHAT PARVEEN MIR, to move that the proposed amendment in the Rules of Procedure and Conduct of Business in the National Assembly, 2007, be adopted. RESOLUTIONS 23. MR. WASIM AKHTER SHEIKH to move the following resolution: - “This House is of the opinion that the Government should take immediate steps to decrease the Railways deficit.” 24. MS. BELUM HASNAIN to move the following resolution: - “This House is of the opinion that the Government should take immediate steps to import Liquefied Natural Gas (LNG) in order to rescue the industries of the country.” 25. MS. NISAR TANVEER to move the following resolution: - “This House is of the opinion that the Government should take steps to promote good governance and corruption free culture in all the Federal Government institutions.” 26. RANA MAHMOOD-UL-HASSAN to move the following resolution: - “This House is of the opinion that the Government should take steps to abolish all surcharges, duties and taxes being charged on electricity from the consumers in the country.” 27. MR. MOHAMMAD PERVAIZ MALIK to move the following resolution:- “This House is of the opinion that the Government should take steps for finding alternative energy sources to meet energy crisis in the country.” MOTIONS UNDER RULE 259 (COMMENCED BUSINESS) 28. It records incidents between 2017-2020, where legal action under existing laws has been taken against individuals on the basis of their social media posts, which includes issuance of summons, initiation of enquiries, registration of FIRs, detentions and arrests. Sr Date Law(s) Summons, Enquiries, FIRs, Detentions and Arrests No 1 2016 PECA Rawalpindi: Zahid Mumtaz, accused of spreading propaganda ​ against the Pakistan Army and state on social media, was convicted by an Additional Sessions Judge in Rawalpindi in ​ November 2019. He was awarded a four-year sentence and a fine of PKR 250,000/- was imposed. Arrested in 2016 by the FIA, Mumtaz was charged under Sections 9 and 10 of PECA. ​ ​ 2 17 March - Karachi: Lawyer Jibran Nasir tweeted a summon he received ​ ​ ​ 2017 from the the FIA U/S 160 of the CrPC, directing him to appear for an enquiry in Islamabad. 3 17 May - Islamabad: Salar Kakar, a member of the PTI’s social media ​ 2017 team, was summoned by the FIA U/S 160 of the CrPC in ​ Enquiry No. 23/2017. Kakar was detained by the Counter-Terrorism Wing of the FIA and asked to submit his ​ laptop and phone. 4 18 May - Islamabad: Journalist Taha Siddiqui received a phone call from ​ ​ 2017 an FIA officer instructing him to appear for questioning at the ​ FIA office in Islamabad.
