PILDAT REPORT Analysis of Assets Declarations for 2007-2008 & 2008-2009 FOREWORD n an effort to promote transparency, public access and understanding of the affairs of their elected Irepresentatives, PILDAT has been carrying out and presenting analyses of the declarations of assets by the Members of the National Assembly of Pakistan since 2002. The first PILDAT report of the series How Rich are Pakistani MNAs? was published in August 2007 and carried analysis of the declaration of assets by MNAs belonging to the 12th National Assembly of Pakistan for the years 2002-2003 to 2005-2006. The second report of this series How Rich are Pakistani MNAs? was published in December 2009 and carried comparative analysis of the assets declared by MNAs belonging to the 12th National Assembly and the 13th National Assembly of Pakistan for the years 2006-2007 and 2007-2008. This report, the third analytical report of the PILDAT series How Rich are Pakistani MNAs? is in your hands covering comparative analysis of the assets declared by MNAs belonging to the 13th National Assembly of Pakistan filed in 2007-2008 and 2008-2009. The sources of information for this report are the Gazettes published by the Election Commission of Pakistan on October 15 2008 and October 27 2009. According to the provisions of Section 42A of the Representation of the People Act 1976 and Section 25A of the Senate (Election) Act 1975, all elected representatives in the National and Provincial legislatures of Pakistan must submit detailed accounts of their assets and liabilities to the Election Commission of Pakistan on a prescribed proforma by the end of each financial year. Failure to submit a declaration may lead to disqualification of the elected member. The declared assets are compiled and published by the Election Commission in the form of a Gazette of the Federal Government for the information and use of general public. The PILDAT series of reports How Rich are Pakistani MNAs? aim to contribute to that process. It is important that these declarations of assets are made accessible to public in a comprehensible format. It is also important that the declarations are analysed to demonstrate and highlight underlying trends among parties, provinces and individual legislators. This report aims to translate the information from abstract figures to easily understood data, putting the information available to the public in perspective. This report has been compiled by the PILDAT team of researchers and analysts using mathematical, computer based analysis. However, it is important to note that the data used is provided by representatives themselves in their returns and published by the Election Commission of Pakistan. We have not attempted to verify the information provided by the legislators. The net worth of an MNA was calculated as being the total assets of each MNA, his/her spouse and children, deducting his/her and his/her immediate family's liabilities. In the one case of a married couple, both of whom are elected MNAs, their total declared assets as a family have been divided equally between them. Analysis of data has been hampered by the method of assets reporting/declaration by MNAs. For instance, a number of MNAs have listed their property, such as land or assets, but not its value. This clearly hampers proper analysis and hinders transparency. We hope that this presentation of the key findings of our analysis will enhance public understanding and will help promote facts-based political discourse within Pakistan. PILDAT REPORT Analysis of Assets Declarations for 2007-2008 & 2008-2009 EXECUTIVE SUMMAR SUMMARY Y his report attempts to present key findings of our analysis of the declarations of assets by Members of the 13th National Assembly of Pakistan, filed in 2007-2008 and 2008-2009. The sources of information for Tthis report are the Gazettes published by the Election Commission of Pakistan on October 15 2008 and October 27 2009. The report demonstrates that the current average value of assets held by an MNA stands at Rs. 80.89 million, based on the 2008-2009 declarations. This figure demonstrates an increase of 9.5% from the 2007-2008 figure of Rs. 73.92 million. The average value of assets owned by non-Muslim MNAs, Rs. 20.35 million, is 75% lower than the overall average of almost Rs. 81 million, based on 2008-2009 figures. In geographical terms, the differences in average wealth are significant. In 2008-2009, MNAs from Islamabad Capital Territory (ICT) have the highest average value of assets per MNA followed by those from Khyber Pakhtunkhwa (previously the North West Frontier Province-NWFP), Punjab, FATA, Sindh and Balochistan respectively. Similarly, in 2007-2008, MNAs from the ICT headed the list. In terms of the percentage share of the combined value of assets in the year 2008-2009, Punjab tops the list, with a share of 54 %, followed by Khyber Pakhtunkhwa (KP) 31 %, Sindh 10 %, FATA 3 %, ICT 1 % and Balochistan 1 %. In the previous year the figures were approximately the same. In terms of political party affiliation, the figures also vary widely. In 2008-2009, the PML-F is top of the list in terms of the average wealth of its MNAs (average assets per MNA: Rs. 239 million), followed by the NPP Rs.

It held 289 sittings in 32 sessions between June 1, 2013 and May 30, 2016. The attendance record of lawmakers was first made public on the National Assembly website in June 2015 at the outset of third parliamentary year. The Free and Fair Election Network (FAFEN) acquired the attendance record of the Members of the National Assembly (MNA) for the first two parliamentary years through an information request to the National Assembly Secretariat. This report is based on the official attendance record and does not include the attendance of the Joint Sittings of Parliament and sitting held on May 31, 2016. The Assembly held 99 sittings in the first parliamentary year, 92 in the second and 98 in the third year. The highest attendance of MNAs was recorded during the first session of the 14th National Assembly followed by the third and 19th sessions which were single-sitting sessions. The third sitting of the first session witnessed the highest attendance when the election of the Prime Minister took place in the presence of 318 lawmakers. The fourth sitting of 18th session was the least attended with only 87 members were present.
