Frankly, not much. But the IFC Central Asia Corporate Governance Project team felt like cycling champions after our success in raising awareness about corporate governance in Kazakhstan. The corporate governance “race” in Kazakhstan started in 2006 in Almaty when a team of 11 people got together to launch the project. Just as the Astana cycling team retains its first place in the world ranking, subsequently reinforced by the victory of Alberto Contador in the Tour de France, our project team came out winners in helping corporate governance become an important topic in Kazakhstan. Akio Takahara Professor of Contemporary Chinese Politics The Graduate School of Law and Politics, The University of Tokyo Abstract At the 19th Party Congress Xi Jinping proclaimed the advent of a new era. With the new line-up of the politburo and a new orthodox ideology enshrined under his name, he has successfully strengthened further his power and authority and virtually put an end to collective leadership. However, the essence of his new “thought” seems only to be an emphasis of party leadership and his authority, which is unlikely to deliver and meet the desires of the people and solve the contradiction in society that Xi himself acknowledged. Under Xi’s “one-man rule”, China’s external policy could become “soft” and “hard” at the same time. This is because he does not have to worry about internal criticisms for being weak-kneed and also because his assertive personality will hold sway. The CCP’s seven- member Politburo Standing Committee (PSC), headed by Xi Jinping in his role as the party’s general secretary, sets government and party policy in practice. Xi also holds the position of state president and serves as chairman of the state and party military commissions. Xi was awarded a second five-year term as general secretary at the 19th Party Congress in October 2017, and at the NPC session in March 2018 he was confirmed for a second five-year term as state president. Also at that session, the NPC approved amendments to China’s constitution that abolished the two-term limit for the state presidency and vice presidency.     Li, China Leadership Monitor, No.13 New Provincial Chiefs: Hu’s Groundwork for the 17th Party Congress Cheng Li Understanding the kinds of leaders Hu Jintao currently promotes also reveals the political and socioeconomic objectives he will most likely pursue in the future. Throughout 2004, especially after Hu consolidated his power at the Fourth Plenum of the 16th Central Committee in September, China’s provincial leadership underwent a major reshuffling. Most of the newly appointed provincial chiefs (party secretaries and governors) advanced their political careers primarily through the Chinese Communist Youth League (CCYL), received postgraduate education (usually in economics and management), and were leaders in less developed inland provinces. Their recent promotions are attributable not only to their political ties with Hu, but also to the fact that they share Hu’s populist vision for China’s development. Some of these provincial chiefs will be Hu’s nominees for Politburo seats at the next party congress. They will likely become part of Hu’s team to carry out political reform and socioeconomic policies in line with Hu’s perceived mandate. Deciphering Hu’s Leadership Ever since becoming general secretary of the Chinese Communist Party (CCP) at the 16th Party Congress, Hu Jintao has demonstrated his political wisdom and skill by making major policy moves while deliberately confusing potential critics both at home and abroad.1 Examples abound: • While he presents himself as a populist leader who represents the interests of the Chinese people, Hu’s main political agenda is to consolidate what the Chinese call inner-party democracy, which is “democracy” enjoyed only by party elites and not the general public.
