WATER SUPPLY AND SANITATION SERVICES INVESTMENT PROGRAM Tranche 1 Environmental Monitoring Report according to the project "Modernization of an interregional Damkhodzhinsky water supply system with connection to it regional centers of Navoiysky and Bukhara areas. Reconstruction of system of the sewerage Termez" on Navoiysky area I SECTION INTRODUCTION The project "Modernization of the Damkhodzhinsky interregional water supply system with connection to it regional centers of Navoiysky and Bukhara areas. Reconstruction of system of the sewerage Termez" is the first draft of the Investment program of multitranche financing of Asian Development Bank "Water supply and sanitation service". Implementation of the project is provided at the expense of borrowed funds of ABR in the sum of 60 million US dollars (tranche No. 1) and means of joint financing of the Republic of Uzbekistan in the sum equivalent to 15 million US dollars. Total cost of the project – 75 million US dollars. The structure of the project includes two subprojects: - Modernization of the Damkhodzhinsky interregional water supply system with connection to it regional centers of Navoiysky and Bukhara areas; - Reconstruction of system of the sewerage Termez. In this volume the description of the "Modernization of the Damkhodzhinsky Interregional Water Supply System with Connection to It Regional Centers of Navoiysky and Bukhara Areas" subproject is submitted. The description of the "Reconstruction of System of the Sewerage Termez" subproject is submitted in volume II (Books 1 – 6). 1 . Project purpose Development of the Feasibility study and implementation of the "Modernization of the Damkhodzhinsky Interregional Water Supply System in Connection to It Regional Centers of Navoiysky and Bukhara Areas" subproject are caused by need of the solution of problems of drinking water supply of the population of Navoiysky area. Designed systems of water supply are important for health of the population and improvement of its living conditions and, finally, strengthening of their social protection. Besides, the subproject will promote realization of policy of resource-saving and improvement of infrastructure of drinking water supply. Improvement of water supply will be reached by a way: • Reconstruction and modernizations of the Damkhodzhinsky interregional water supply system, construction and reconstruction of conduits connections of districts to an interregional water supply system, reconstruction and expansions as required knots of distribution of water and parting networks in districts of Navoiysky area; • Increases in coverage of the population of districts the centralized water supply; • Improvements of quality of given water and ensuring compliance to its standards of the Republic of Uzbekistan; • Strengthening of reliability of work of system of water supply; • Increases of efficiency of existing systems of water supply; • Realization of measures for resource-saving; • Strengthening of a financial position and stability of work of the Damkhodzhinsky water supply system and the water supplying organizations of districts of Navoiysky area. The subproject provides increase in the general coverage of the population by drinking water of 5 regional centers of Navoiysky area. 2 . Implementation of the project Under all construction contracts on Navoiysky area are developed design and budget and tender documentation. The tender auction is held and 4 contracts on SMR performance in the following 5 regional districts of Navoiysky area are signed, construction works are conducted: • Pocket; • Хатирчи; • Kanimekh; • Beshrabod; and • Kiziltep. 3 . Measures for protection surrounding environments Data on measures for environment protection are provided in this section in territories of 5 regional centers of Navoiysky area where construction works are already conducted. city of Kanimekh General information The Kanimekhsky area is located in Navoiysky an oasis of the delta of the river of Zaravshan. The main waterway of the area is the channel Kanimekh with a water fence from Zarafshan's river at the end of which there is the superficial Shorkulsky fall forming the lake and serving as a water intake for collectors. There is also a network of small sprinklers and collectors. In the Kanimekhsky area the main part of underground waters are characterized by a high mineralization (to 5ú/l), waters are unsuitable for economic and drinking water supply of the area. There are separate fresh lenses of small power, but their approved stocks are insignificant. The settlement of city type Kanimekh is the regional center of the Kanimekhsky area located on border with Bukhara area. In Kanimekh lives 7,2 thousand people, it is captured by drinking water supply of 3,68 thousand people or 51%. While coverage by a water supply system makes nearly 100%, coverage of the population receiving water makes of a network practically only a half from possible coverage. Besides, Kanimekh is connected to a water supply system Telemen's rural settlement in which lives 1,44 thousand people, from them is captured by water supply of 0,54 thousand people. PU "Suvokova" пгт. The Kanimekh buys water from the Damkhodzhinsky water supply system and uses water from a local water intake - the channel the Kanimekh which quality of water doesn't conform to the standard. Course of performance of construction works Reconstruction of water supply systems are provided after the contract No. 2564/ICB/3-11 "Reconstruction of system of water supply of Kanimekh" of November 12, 2011. Works on this contract are conducted by the JSC Sharkkurulishservice company The source of drinking water supply accepted Damkhodzhinsky an interregional water supply system. 35,4 km of water supply systems are laid. city of Beshrabat General information The district of the Novbakhorsky area is presented by flat, foothill and mountain complexes. The flat part of the territory is located in the south of the area, in the delta of the river of Zarafshan, in northeast and east part of the area the district raises and passes to spurs of ridge of Karatau (to 1000м above sea level). The main waterways of the area is the river of Zarafshan which passes on the southern border of the area, channels Kanimekh and Right-bank with a water fence from Zarafshan's river. From spurs of ridge of Karatau flow down саи - Sormich, Gurullyauksay. Карангульсай, Changla, there are also exits of underground waters - springs. In flat part of the Novbakhorsky area available underground waters are characterized by a high mineralization (to 5 g/l) and rigidity, waters are unsuitable for economic and drinking water supply of the area. In foothill part of the area there are lenses of fresh underground waters, but their approved stocks are insignificant. The settlement of city type Beshrabad is the regional center of the Novbakhorsky area located on border with Bukhara area. In Beshrabada lives 2,7 thousand people, it is captured by drinking water supply of 1,667 thousand people or 61,7%. Besides, the rural settlement Burkut in which lives 1,88 thousand people is connected to Beshrabad's networks, from them is captured by water supply of 0,513 thousand people or 27,2%. Source of water supply is the Damkhodzhinsky interregional water supply system. Conduit connection п.г.т. Beshrabad of 0 400 mm 9,9 km long and URV were constructed in 1997 On URV tanks with a pure volume of 1 000 m3 - 2 pieces chlorination and pump station, are located the equipped 5 pumps. The chlorination doesn't work, water isn't disinfected. From URV water on an intereconomic conduit moves to settlements Kizila, Ok-oltin, Chuyit, Yangiobod, Anarboki, Yukori Beshrabod, Kuyi Beshrabot, Kurama, Baykho, Kelachi, Arabkhon, Huniko, Garraye, Kukhron and Mekhcharagon with the total number of population of 17,5 thousand people. The settlement Beshrabad is connected to an intereconomic rural conduit in several points and for this reason water supply of rural settlements not stable. Course of performance of construction works According to the approved schedule diagram installation and construction works in the district Beshrabad of the Novbakhorsky area are carried out under the contract No. 2564/ICB/3-3 "Reconstruction of system of water supply of Beshrabad" of February 24, 2012. Works on this contract are conducted by the JSC Temur Malik company. Water supply of the settlement is carried out from knot of distribution of water reconstructed within this contract. Works on RChV, performance of 25% are begun. Works of pump station combined with the chlorination, performance of 40% are begun. All-construction works of the administrative and laboratory case are complete. Finishing works are conducted. Works on auxiliary buildings and constructions, performance of 50% are conducted. 9 km of water supply systems are laid. city of Yangirabat General information The district of the Hatyrchinsky area is presented by flat and foothill complexes. The most part of the territory is located in the alluvial plain of the delta of the river of Zarafshan, to the North the district raises and passes to the foothills of the ridge of Aktau. The main waterway of the area is the river of Zarafshan which passes on the southern border of the area, there are irrigation canals of Toss, Shavat with a water fence from Zarafshan's river. From spurs of the ridge of Aktau flow down саи - Koksaraysay, Lyangar, Maydon and others, are available also exits of underground waters - springs. In the Hatyrchinsky area underground waters in foothill part have a mineralization to 1,5 g/l, to the South their mineralization and rigidity raises. Underground waters can be used for economic and drinking water supply of the area on condition of application of desalination installation The city of Yangirabad is the regional center of the Hatyrchinsky area located on border with the Samarkand area. In the city lives 17,2 thousand people, it is captured by the centralized water supply of 7,96 thousand people or 46,3%.

These developments make it increasingly difficult for agricultural farms to produce according to the demand for food and other commodities, especially owing a rapid population growth. The present study aims to focus on scarce resource use in the agricultural production of the Zarafshan valley by means of the efficiency analysis. A DEA model is estimated to investigate the farm level efficiency levels with respect to the use of the limited resources available to the farmers. By the application of linear programming methods a ‘best practice frontier is estimated’, classifying farms on the frontier as efficient and others as inefficient with respect to different scales. Technical and allocative efficiencies are calculated relative to the frontier. Results shows input resources are not used efficiently and a great majority of farms could effectively reduce considerable amounts of input use by still producing the same output. It is known that today a "completely new system of rapid economic development of the regions of the republic, including the organization of the effective use of their natural, economic and human potential" has been introduced. This system is implemented on the principle of "neighborhood - district (city) - region - republic." It requires the development of targeted practical measures for the development of the region, taking into account the specifics of the regions and the level of development. This is because the location of the productive forces of the regions differs from each other by their natural and economic potential. In particular, research aimed at ensuring the sustainable development of Navoi region, which is of strategic importance in the country, improving the living standards of the population, increasing production and export potential, effective use of natural and economic potential is of great importance.

The article provides information about the history of the construction of the Raboti of Malik Sardoba, when sardobas actually appeared, and what are the main reasons, the historical appearance of Karman in the environment of that period, artificial water supply networks, sewerage, depending on the built sardobas. After gaining independence, in construction, attention was paid to preserving the appearance of artificial hydraulic structures, cisterns, repair, conservation, which reflects the state of the time.
