Agricultural Efficiency Under Resources Scarcity in Uzbekistan: a Data Envelopment Analysis | BEH, January 2011
Agricultural efficiency under resources scarcity in Uzbekistan: A Data Envelopment Analysis | BEH, January 2011 Peer-reviewed and Open access journal BEH - Business and Economic Horizons ISSN: 1804-1205 | www.pieb.cz Volume 4 | Issue 1 | January 2011 |pp. 81-87 Agricultural efficiency under resources scarcity in Uzbekistan: A Data Envelopment Analysis Shavkat Hasanov 1, Ahmed Mirza Nomman 2 1Agricultural economics and management department, Samarkand Agricultural Institute 2Agricultural Policy and Market Research Institute, Justus Liebig University of Giessen, Giessen, Germany. e-mails: [email protected]; [email protected] Water scarcity and land degradation increases led to a sharp rise in input resource’s costs. These developments make it increasingly difficult for agricultural farms to produce according to the demand for food and other commodities, especially owing a rapid population growth. The present study aims to focus on scarce resource use in the agricultural production of the Zarafshan valley by means of the efficiency analysis. A DEA model is estimated to investigate the farm level efficiency levels with respect to the use of the limited resources available to the farmers. By the application of linear programming methods a ‘best practice frontier is estimated’, classifying farms on the frontier as efficient and others as inefficient with respect to different scales. Technical and allocative efficiencies are calculated relative to the frontier. Results shows input resources are not used efficiently and a great majority of farms could effectively reduce considerable amounts of input use by still producing the same output. Reconstruction of system of the sewerage Termez" on Navoiysky area I SECTION INTRODUCTION The project "Modernization of the Damkhodzhinsky interregional water supply system with connection to it regional centers of Navoiysky and Bukhara areas. Reconstruction of system of the sewerage Termez" is the first draft of the Investment program of multitranche financing of Asian Development Bank "Water supply and sanitation service". Implementation of the project is provided at the expense of borrowed funds of ABR in the sum of 60 million US dollars (tranche No. 1) and means of joint financing of the Republic of Uzbekistan in the sum equivalent to 15 million US dollars. Total cost of the project – 75 million US dollars. The structure of the project includes two subprojects: - Modernization of the Damkhodzhinsky interregional water supply system with connection to it regional centers of Navoiysky and Bukhara areas; - Reconstruction of system of the sewerage Termez. In this volume the description of the "Modernization of the Damkhodzhinsky Interregional Water Supply System with Connection to It Regional Centers of Navoiysky and Bukhara Areas" subproject is submitted. The description of the "Reconstruction of System of the Sewerage Termez" subproject is submitted in volume II (Books 1 – 6). -

Introduction Interaction of all the levels of water use from the main canal to a field is very important at achieving productive water use. Reforms of water sector are aimed at ensuring water user’s (farmer) demand and fulfilling the crop physiological requirements. Improving of irrigation systems, their management and operation from river basins, large canals to the inter-farm level should be done taking into account a real conditions and requirements of the water consumer. The systems and structures should correspond to the real needs taking into account the own power and to be aimed at reception of the maximum water productivity and profit of the farmer. We have to notice that this project (WPI-PL) has emerged on the basis of IWRM-Fergana project; its main objective is searching the organizational forms of interrelation of science and practice concerning the organizing, introducing and disseminating the best practices of irrigated agriculture. -

This cooperative effort is sponsored by the Japan International Cooperation Agency. After concluding an initial project in the Fergana Valley, where environmental conditions are suitable for successful silkworm rearing, University staff and local Uzbek counterparts undertook follow-up research in some of the harshest climate conditions of Uzbekistan. This was done to ascertain the extent to which introduced sericulture technology might be adopted anywhere within Uzbekistan. In 2013, this follow-up project was launched in four communities of Shavat County in Uzbekistan’s Khorezm Province. The Japanese Kinshu × Showa autumn-breed and Shungetsu × Hosho spring-breed of silkworms (Bombyx mori) were distributed to cocoon producers, who received regular technical visits from the experts dispatched from Japan. All project participants were asked for their appraisal of the two introduced silkworm breeds, and associated rearing systems. They reported that they were satisfied with the increased cocoon harvests, and expressed their interest in acquisition of Japanese mulberry (Morus alba) cultivars, which they felt may better sustain the large appetites of the introduced silkworm breeds. -
