I AMBIENT AIR QUALITY & NOISE LEVEL REPORT 11 II WATER QUALITY REPORT – MINE WATER QUALITY 12-14 AND DRINKING WATER QUALITY III GROUNDWATER LEVEL REPORT 15 PLATES I LOCATION PLAN II PLAN SHOWING LOCATION OF MONITORING STATIONS 1 Environmental Statement (Form-V) Mohanpur OCP 2015-16 CHAPTER – I INTRODUCTION 1.1 GENESIS: The Gazette Notification vide G.S.R No. 329 (E) dated13th March, 1992 and subsequently renamed to ‘Environmental Statement’ vide Ministry of Environment & Forests (MOEF), Govt. of India gazette notification No. G.S.R No. 386 (E) Dtd.22nd April’93 reads as follows. “Every person carrying on an industry, operation or process requiring consent under section 25 of the Water Act, 1974 or under section 21 of the Air Act, 1981 or both or authorisation under the Hazardous Waste Rules, 1989 issued under the Environmental Protection Act, 1986 shall submit an Environmental Audit Report for the year ending 31st March in Form V to the concerned State Pollution Control Board on or before the 30th day of September every year.” In compliance with the above, the work of Environmental Statement in form – V for Mohanpur Opencast Project was entrusted to CMPDI by GM (Environment), Eastern Coalfields Limited. 1.2 PROJECT DESCRIPTION: Mohanpur OCP (1.0 MTY) has been approved by ECL board for Partial Outsourcing Option in June’ 2008. The OCP is under Salanpur Area of ECL. To facilitate the space for in-pit dumping the total mining area has been divided into two quarries e.g Quarry-1 and Quarry-2. Quarry-1, with mineable reserves of 5.69 Mt within the existing leasehold will be worked first. Quarry-2 with mineable reserves of 4.99 Mt beyond the leasehold will be worked after completion of Quarry-1. In the Quarry-1, the base of the mine has been fixed at the floor of Salanpur-A seam as Salanpur-Special seam is not developed/workable in this part. In Quarry-2 the mine-floor has been envisaged at the floor of Salanpur- Special seam. Mine parameter for the approved OCP is given below (as per PR prepared and approved in 2008): S.N. J-11015/1128/2007-IA.II(M) dated 10th December, 2009 for production capacity of 1.0 MTY and ML area of 164.91 Ha. 1.2.1 COMMUNICATION: It is located at a distance of 15 km northwards off G.T.Road from Burnpur road junction of Asansol town in Barddhaman district and is under administrative control of Salanpur Area of Eastern Coalfields Limited. The block is at a distance of about 9 km due east of Rupnarayanpur station of Eastern Railway main line (Howrah – New Delhi - Howrah) and about 11 km northwest of Asansol station of the same railway. The location map of the Mohanpur Opencast Project is given in Plate – I. 1.2.2 SALIENT FEATURES AS PER EMP: 1 Rated capacity per annum 1.00 MT 2 Total Area 164.91 Ha 4 Forest land required NIL 5 Life of mine 5 Years (Remaining) 1.3 ENVIRONMENTAL SCENARIO: The Environmental monitoring is carried out quarterly as per guidelines of Ministry of Environment and Forests (MOEF) by CMPDI, RI-I starting from Q/E Jan’2010. Accordingly, ambient air quality is monitored at four stations. Samples of mine water, drinking water and ground water are collected in each quarter and analysed for quality. Noise level is recorded at four locations. Groundwater level in the project area is monitored by taking measurements at five earmarked dugwells in the months of January / February, April / May, August / September and November / December every year. The water quality of these wells is analysed once during May every year. The environmental monitoring results for four quarters from Q/E June, 2015 to March’2016 are appended as Annexures – I, II and III. The environmental monitoring results for the year 2015-16 can be summarised as given below: AMBIENT AIR QUALITY The SPM concentration was found in the range of 143.9 to 316.3 µg/m3. The 3 PM10 concentration was found in the range of 59.5 to 171.3 µg/m . It is in the limit as per GSR 742 (E) standards stipulated by CPCB for old coalfields dated 25.09.2000. The PM2.5 concentration was found in the range of 26.1 to 36.4 3 3 µg/m . The SO2 concentration remained below 10.0 µg/m and NOX concentration was in the range of 14.2 to 24.5 µg/m3. 3 Environmental Statement (Form-V) Mohanpur OCP 2015-16 ENVIRONMENTAL STANDARDS: (I) Environmental standard for Raniganj Coalfield vide MOEF, Govt. of India, Gazette Notification No.GSR 742 (E) dated 25.09.2000 for 24 hourly samples at 500 meters from dust generating point: Station Pollutant Concentration (µg/m3) Category TSPM PM10 SO2 NOx Industrial 700.0 300.0 120.0 120.0 Residential 200.0 100.0 80.0 80.0 Limits for noise (Leq) dB(A) Station Day Time Night Time Category (6am-10pm) (10pm-6am) Industrial 75.0 70.0 Residential 55.0 45.0 WATER QUALITY Ground water percolates into working area from the surrounding aquifers which have been exposed due to opencast mining. The mine is dewatered regularly to maintain dry working conditions. This mine discharge water is partly utilized for dust suppression by sprinkling at coal faces and on haul roads and the remainder is discharged onto adjoining cultivable lands for irrigation purposes. Part-B of the Environmental Statement proforma contains the detailed break-up of water consumption. The analysis results reveal that most of the parameters are below permissible limits prescribed by Ministry of Environment & Forests (MOEF) as General Standards for Class-‘A’ effluent (Effluent discharged into inland surface water) and IS-10500 standards for drinking water & groundwater. Mine water, ground water and Drinking water analysis results are given in Annexure-II. Well water level results are given in Annexure – III. NOISE LEVEL The noise level was found in the range of 47.6 to 70.6 dB(A).     Ministry of Coal Sustainable Development Cell Status Report on Mine Water Utilization June, 2021 PREFACE Coal plays a crucial role in India’s energy consumption matrix and is expected to remain the bedrock of the energy supply for the country till 2030 and beyond. Coal India Limited (CIL), NLC India Limited (NLCIL) and Singareni Collieries Company Limited (SCCL) are key contributors towards coal production in India and have set ambitious targets to push up coal production in the coming years. Apart from coal production, emphasis is also placed on facilitating improvement in social and environmental scenario of coal mining areas through various forums / mechanisms; utilization of mine water is a stepping stone towards fulfilling this agenda. Mine water generation occurs where aquifers surrounding the coal seams get exposed during the mining operation – the result is an accumulation of groundwater in a sump within the mine. In order to continue safe mining operations, the accumulated mine water is dewatered to a separate sump within the mine lease area. Generally, these mine water sumps / pit lakes are retained even post closure of the mines and provide an excellent opportunity for storage of freshwater. Such accumulated mine water lakes are usually free from pollutants and can be utilized as a source of water with an aim towards enhancing environmental responsibility by coal producing companies.
