Calculation for estimated value as per based on latest SOR. Ref.No.: ECL/HQ/CMC/Transport/553 dated 21.10.2013. A. Coal Transportation: Sl. This may vary due to unavoidable circumstances beyond control of management for which no claim from the contractors will be admissible by the management. For detailed terms & conditions and information, SOR available with the department may be referred. For detailed BOQ refer in last pages. This bid is to be guided by detailed terms & conditions of the SOR effective from 1.4.2013. Eligibility Criteria:- (i) The bidder shall executed similar transportation work (Coal) during any of the preceding 7 (seven) years at least 25% of the work value tendered (job-wise) in Govt. / Public Sector / Joint Sector / Public Limited Company in Private Sector. (ii) Bidder shall ownership of a fleet of minimum 1/3rd of Tipping Trucks, with valid documents (as required for the bid in question for this work). In case of bidder is having higher capacity Tipping Trucks / Trucks the total capacity of such Tippers/Trucks shall match the required ownership capacity. The offer shall be in two parts, Part –I & Part-II shall also be in sealed covers clearly superscribed Part-I and Part-II on the respective covers giving reference of the Notice, date and route for which he is submitting the Tender. The two sealed covers shall be placed under one sealed cover. Part-I shall cover documents fulfilling eligibility criteria, photo-copy of proof of registration with ECL, Service Tax Registration proof and Earnest Money as detailed here-in-after. Valid Truck/Pay loader RC Book, Fitness, Road Tax, etc. Part-II shall cover price offer as notified. The rates offered should be valid for 120 days from the date of opening of Part-I of the Tender. Part-II envelops will be opened only in respect of such tenderers as found valid after scrutiny of Part-I. No clarification will be asked by the department and department will consider eligibility of bidder for opening of Part-II only based on documents submitted with the bids. No subsequent document for making the bid eligible if submitted by the bidder suomoto will be considered. Tender documents should be displayed in the web site. No rectification by the bidder will be allowed to make the bid valid/responsive. The bidders are advised to follow the conditions as referred herein that the Contractors should have regular employees and payment of Contractor workers by the Contractors through Bank, Information regarding registration of the bidders under MSMED Act. Earnest Money :- 1% of the estimated value rounded off to nearest hundred rupees as initial security money (job-wise) to be deposited in the form of Demand Draft drawn in favour of “Eastern Coalfields Ltd. A/c Salanpur Area”, payable at Asansol on any R.B.I. approved scheduled Bank. Earnest Money will be forfeited in case of failure of the party to start the work within 10 (ten) days of issue of L.O.I. / Work Order. (CIL), the details of illegal coal mining in Asansol-Raniganj- Jharia coal belt are as under: i) The areas of illegal coal mining activities within the leasehold of Eastern Coalfields Ltd. (ECL), but where the surface rights belong to others, are Sripur area, Sodepur area, Salanpur area, Satgram area, Kenda area, Kunustoria area, Bankola area and Kajora area. ii) In Jharia coal belt, areas of illegal mining activities are Barora, Govindpur, Katras, Sijua, Kusunda, Kustore, Bastacolla, Lodna, E.J. area, W.J. area and C.V. area. The following reasons are attributable to the menace of illegal coal mining: a) Socio-Economic−unemployment, poverty; b) Administrative−innumerable small pockets spread over vast coalfield area; c) Geological − easy access to coal with very low cover; d) Economic − demand from end-users, willing to pay good price; e) Legal action against offenders-time consuming; and f) Landlessness/marginal land holding.

Coal India Limited (CIL), NLC India Limited (NLCIL) and Singareni Collieries Company Limited (SCCL) are key contributors towards coal production in India and have set ambitious targets to push up coal production in the coming years. Apart from coal production, emphasis is also placed on facilitating improvement in social and environmental scenario of coal mining areas through various forums / mechanisms; utilization of mine water is a stepping stone towards fulfilling this agenda. Mine water generation occurs where aquifers surrounding the coal seams get exposed during the mining operation – the result is an accumulation of groundwater in a sump within the mine. In order to continue safe mining operations, the accumulated mine water is dewatered to a separate sump within the mine lease area. Generally, these mine water sumps / pit lakes are retained even post closure of the mines and provide an excellent opportunity for storage of freshwater. Such accumulated mine water lakes are usually free from pollutants and can be utilized as a source of water with an aim towards enhancing environmental responsibility by coal producing companies.
