Congreso del Estado, se ha servido dirigirme el siguiente DECRETO EL CONGRESO DE MICHOACÁN DE OCAMPO DECRETA: NÚMERO 218 LEY ORGÁNICA MUNICIPAL DEL ESTADO DE MICHOACÁN DE OCAMPO TÍTULO PRIMERO DEL MUNICIPIO Capítulo I Del Objeto de la Ley Artículo 1º. La presente Ley regula el ejercicio de las atribuciones que corresponden a los Municipios del Estado y establece las bases para su gobierno, integración, organización, funcionamiento, fusión y división y regula el ejercicio de las funciones de sus dependencias y entidades, de conformidad con las disposiciones de la Constitución Política de los Estados Unidos Mexicanos; la Constitución Política del Estado de Michoacán de Ocampo y las demás disposiciones aplicables. Artículo 2º. El Municipio Libre es una entidad política y social investida de personalidad jurídica, con libertad interior, patrimonio propio y autonomía para su 1 gobierno; se constituye por un conjunto de habitantes asentados en un territorio determinado, gobernado por un Ayuntamiento para satisfacer sus intereses comunes. Capítulo II De la División Política Municipal Artículo 3º. El Municipio es la base de la división territorial y de la organización política y administrativa del Estado de Michoacán de Ocampo. -

DOI: http://dx.doi.org/10.22201/iie.18703062e.2006.89.2220 VERÓNICA HERNÁNDEZ DÍAZ Los janamus grabados de Tzintzuntzan, Michoacán A mi siempre muy querida maestra, Beatriz de la Fuente Un arte prehispánico y virreinal n Tzintzuntzan, Michoacán, la antigua capital del imperio tarasco, se encuentra un caso excepcional de reutilización de piezas arquitectó- Enicas de origen prehispánico en construcciones virreinales. Se trata de losas, llamadas janamus —en purépecha—, que fueron empotradas tanto en las pirámides de la zona arqueológica como en el convento franciscano de la loca- lidad. Son piedras de basalto pulidas y cortadas con precisión en ángulos rectos y formas rectangulares, cuyas medidas promedio en centímetros son de kg× y el espesor aproximado es de }g. Algunos janamus tienen imágenes grabadas o en bajorrelieve y la mayoría son geométricas, como espirales de varios tipos y círculos combinados con líneas diversas. Apenas unos cuantos muestran diseños de apariencia humana; entre ellos hay uno que destaca especialmente, pues la losa donde se plasmó está colocada de manera horizontal, pero la composición de la imagen es vertical (fig. }). Vista así, la figura se aprecia sentada, con el cuerpo de perfil y encorvado, y las piernas dobladas hacia arriba; apoya sus codos sobre las rodillas, y con las manos sostiene un objeto alargado, que casi alcanza la boca; la cabeza de la figura está de frente, los ojos y la boca son formas circulares ahue- cadas, tiene apéndices o antenas largas que se curvan hacia abajo. FOREST FIRE RISK MODEL FOR MICHOACAN, MEXICO Abstract The incidence of fires in size, frequency and intensity has increased significantly around the world. Mexico, a mega diverse country, has recurring forest fires, especially on the El Niño years. However, the government efforts for fire prevention are still insufficient to reduce fire frequency and intensity. Moreover, the generation of fire risk maps is still lacking for the major part of the country. Mexico needs to develop, with high efficiency, fire prevention strategies, in order to avoid the loss of natural resources. As any other natural disaster, fires have always influenced ecosystems provoking important abiotic and biotic changes. -

Correo electrónico: [email protected] The agro-climatic variables of 22 municipalities are described in the present paper. The results indicate that 71% of orchards correspond to small property, 24% ejido and 5 % communal. The farm areas vary from less than 5 ha to more than 30 ha. The distribution of the area according to optimum conditions reaches 77% with regard to altitude; 76% to maximum temperature, and 60% to minimum temperature. The period with absence of cold temperatures corresponds to 17%, while 9% of these areas are under risk. In relation to heat units, 76% are under the optimum conditions. Regarding precipitation, evaporation and relative humidity, cultivation requirements are satisfied in 100% of the areas. As for soil, 86% of the orchards are in Andosols, considered as the best. In relation to the slope, 88% of the orchards are under good conditions (slopes below 15%). The agro-environmental conditions favor an excellent growth and yield of trees during the whole year. It is worth mentioning three types of weather: (A)C(w2)(w), semi- warm sub-humid, the most humid, in an altitude ranging from 1,600 to 1,800 masl; (A)C(w1)(w), semi-warm sub-humid, between 1,200 and 1600; and C(w2)(w), mild sub-humid climate between 1,900 to 2,300 masl. -

Múgica Avenue, University City, CP. 58030, Morelia, Michoacan, Mexico Abstract The productive use of remittances sent to Huandacareo by individuals who migrate to the United States has not contributed significantly to the economic growth of that city. However, it has benefited economically the families that have created microenterprises in the locality and that have employed a good number of workers other than those families. Study design: A count was made of the businesses located in the center of the city of Huandacareo, Michoacán, Mexico that used or use remittances for their establishment and operation. It was found that of 152 businesses only 4% use remittances and, therefore, life histories were taken as a research method. Result: We find that return migrants are more likely to be self-employed than nonmigrants, and that both return savings and the frequency of job changes during migration increase the likelihood for return migrants to become self-employed. These findings suggest that (a) return migration can help revitalize rural economies and alleviate poverty in less developed areas in Michoacan, and (b) repatriated capital is a key, stimulating factor in promoting entrepreneurial activities. -
