Urban metabolism studies h ighlight the consumption of input ISSN 1927 - 9566 resources, the process within the system together from the source, use phase Vol. 5 No. 2 , pp. 45 - 5 3 and recycling of wastes. The aim of this study was to assess urban metabolism in (2016) three cities in Malaysia; Kuala Lumpur, Ampang Jaya and Selayang by using Material Flow Analysis (MFA). The data that was analysed included electricity inputs, water inputs, food (rice, eggs and sugar) inputs, carbon dioxide outputs, wastewater outputs and solid waste outputs. The national data were down - scaled to prov ide regional data where deemed necessary. The electricity consump tion of 0.188 koe/cap/day in Klang Valley contributed to carbon dioxide of 0.455 kg/cap/day, while 95.32% of water consumption became wastewater. Consumption of 0.38 kg/cap/day of ‘rice, egg s and sugar’ contributed in the production of 4.5 kg/cap/day of solid wastes. The urban metabolism approach provides information on urban management at city level such as material cycling, energy efficiency and waste management and may also assist in decis ion making for future urban development planning as well as providing an informed and rapid assessment on the environmental performance of urban area.

Traffic congestion is a drain on our productivity, contributes to air pollution, is energy inefficient and reduces the quality of life. In the Klang Valley, traffic congestion has become a major problem due to the increasing number of vehicles and the urban sprawl. Over the past few decades, the expanding population in the Klang Valley has led to an urban sprawl - the KL metropolitan area has extended from the city centre to over a 20 km radius. It has expanded outwards from the city centre to the adjacent administrative areas of Petaling, Gombak, Ampang Jaya, Subang, Kajang, Hulu Langat and Putrajaya. This urban sprawl has serious impacts including long commuting distances to work, high car dependence and higher per capita infrastructure costs. The urban sprawl also puts a tremendous amount of strain on the city’s transportation infrastructure. The major highways and the ring road around the city are already congested. During peak hours, traffic is often reduced to a crawl and lengthy queues are not uncommon. The major road systems which have been constructed, under construction or committed are unlikely to be able to satisfy Klang Valley’s needs even to 2020.

Omar Faculty of Architecture, Planning and Surveying, Universiti Teknologi MARA 40450 Shah Alam, Malaysia Nazrul Hisham bin Osman City Council of Shah Alam 40000 Malaysia Abstract Malaysia has been undergoing rather rapid urbanisation since the beginning of the 20th century. The level of urbanisation increased from 55.1 per cent in 1995 to 61.8 per cent in 2000, 63 per cent in 2005 and is expected to increase to 63.8 by 2010. The total population of Malaysia was 26.75 million in 2005 and is expected to increase to 28.96 million by 2010. This increase leads to more solid waste. The Klang Valley is the most urbanised region with 45 per cent of Malaysian urban centres being located here. The city of Shah Alam is one of the major centres in the Klang Valley and is a developing new town. Solid waste management is a major problem in the city of Shah Alam and new strategies are needed which aim at involving all citizens and achieving a sustainable environment. The City Council of Shah Alam requires waste compositional information at the local level to plan, implement and monitor waste management schemes that will enable them to meet their contribution to the national targets. This paper will discuss the current situation in the city of Shah Alam and the National Strategic Plan for Solid Waste Management. Urbanisation and modernisation have inevitably led to profound social and economic changes. Economic growth not only has brought about a rapid increase in the number of towns and urban centres, but has also resulted in the expansion of major towns outwards to sprawl into the peripheries. This paper highlights the growth of towns in Malaysia based on the 1980, 1991, 2000 and 2010 Population and Housing Censuses. The data reveal a surge in the number of towns from 72 in 1980 to 228 in 2010. The sharp increase in the number of urban centres and the urbanisation process is the result of spatial re-distribution through migration, partly in response to various government measures to restructure society for a more balanced development. Introduction Over the past five decades (1970-2010), Malaysia has undergone rapid urbanisation, concomitant with social and economic transformation. Towns which emerged during British colonial rule (1887-1956) gradually increased in size, with some evolving into cities and metropolitan centres (Hamzah Sendut 1962; Yeoh and Hirschman 1980). Urbanisation is a continuous population concentration process in the city and metropolitan areas which acts as an important economic catalyst in the development and modernisation of the surrounding peripheries (United Nations 1982).

The legislations for property development that are in placed still could not ensure the sustainability of development pertinently on highland and steep slope areas. These areas need more detail consideration and approaches specifically in the development process, implementation as well as the monitoring aspect. In lieu of that, the current planning, development guidelines and regulations have been evaluated as to examine the effectiveness of the current development mechanism in ensuring sustainable highland and steep slope development. Evidences from the case study have shown that the weaknesses lie in the decision making process, implementation and enforcement aspect of the property development process which have high influence in the property development growth and values. Besides, the study also revealed that property legislation setting should provide the implementation mechanism. Recommendations to ensure the prospect and sustainability of high land and steep slope development are emphasis on the needs in continuation of legislations and implementation procedures, monitoring actions as well as the necessity for the development players to collaborate and understand the important of sustainable development.
