72/20 Welcome and Apologies for Absence:

The Chair welcomed members to the meeting. No apologies for absence had been received.

73/20 Declarations of Interest :

Members were reminded that they must declare the existence and nature of any personal and/or prejudicial interests. None were declared.

74/20 Minutes :

Resolved to approve and sign, as a correct record, the minutes of the last meeting, held on 25 th August 2020.

75/20 Matters arising from the Minutes:

a) Min 49/20: Rhos Promenade Works: (i) The Clerk submitted an email response from Will Roberts, Traffic Officer, Conwy CBC (previously circulated to all members) which was noted. (ii) Members were asked to consider a proposal from Cllr Baker that a Traffic Officer from Conwy CBC be invited to the next Council Meeting to discuss reducing the speed limit of 30mph to 20mph speed limit along the full length of the promenade, from Rhos on Sea to . Cllr Baker stated that a reduction in the limit from 30mph to 20mph would result not only in lower speed and greater safety but also will provide a safer/greener environment for road users, pedestrians and cyclists. The Chair informed the committee that in the last 10years, there had only been a total of 19 accidents recorded on the promenade, 2 of which were serious. He added that, as far as he was aware, there had been no requests from any residents for a reduction in the speed limit. Cllr Baker responded that two residents she had spoken too had expressed their support. Other comments were made both in support of and against the proposal.

Resolved, following a vote, to support the proposal to invite Will Roberts, Traffic Officer, Conwy CBC to attend the next full Council Meeting to discuss the speed limit on the promenade. (iii) The Clerk gave a brief verbal report on a conversation she had had with Cllr Roger Parry. Cllr Parry had concerns that no explanation had been given to local members / town councillors when the plans for the promenade widening/ improvement works differed from the original drawings; the width of the road had been reduced, causing the pinch point and recent traffic/safety issues and also the height of the sea wall had been reduced considerably to bring it level with the height of the cycle/footway. He will be taking these concerns up with the Leader of CCBC.

b) Min 54/20: BT Kiosk Abergele Road: The Clerk reported that Conwy CBC had been informed of ongoing discussions re: possible adoption and use of the phone kiosk for housing a defibrillator. Responses were awaited from OCRA (regarding their support) and BT (regarding the condition of the kiosk and power supply) . It was noted that the Clerk would provide an update at the next meeting.

76/20 Conwy CBC: a) The Clerk submitted: (i) TTR for Llanrwst Road from 26/10 to 28/10/01 (Gas Work)

b) Bus Shelters : An update from Conwy CBC regarding signage and cleaning of the shelters.

c) Disabled Bays : Notice of proposed disabled parking bays in the Town Council area.

Members received and noted the correspondence.

77/20 Planning:

a) The Clerk submitted, for consideration, the planning applications received from CCBC.

Resolved to submit observations on these applications, as detailed in Schedule A attached.

b) Resolved to receive a copy of the Planning Decisions issued by CCBC for the period 10/08/2020  06/09/2020.

c) Planning Aid Wales: (i) The Clerk submitted information about an online training course to be held on 30/09/20, which was noted by members. (ii) The Clerk submitted a survey about the value of community engagement in planning. She asked if any members had any examples where community engagement had influenced the planning decision, so a response could be sent to the survey. Members agreed that the recent application at Larkfield House was a good example of community engagement. A public meeting had taken place and advice had also been received from PAW and Cadw. Resolved to delegate to the Clerk to respond to the survey using the example of Larkfield House. Cllr G Baker was asked to provide the Clerk with more detail, as she had been involved with the application.

d) Planning Committee Procedure: The Clerk submitted the report on the current procedures relating to Conwy CBC Planning Committee site visits and meetings, which was noted by members.

The Town Councils previous concerns relating to the suitability of this site for residential dwellings still stand  reducing to three properties does not alter these. We also support the objections raised by the residents of Victoria Gardens and others and object to this application on the grounds that:  The proposed access road to the dwellings is deemed to be unsuitable, both as an access road to the site and for emergency vehicles, due to the steepness of the gradient (1:8) and its narrowness and proxmity to the gable end of 29 Pen y Bryn Road (and subsequent impact on this property).  The proposed bin store for the dwellings would be visible from Pen y Bryn Road. Due to the gradient of the road and the distance to the dwellings, this would undoubtedly become a permanent bin store and is unlikely to be used solely on bin collection days. Adequate security and screening would therefore be required and there is concern about impact on a protected tree to provide this.  The proposed backfill development is detrimental to the general character and amenity of the local area.  Pen y Bryn Road is unadopted at the point of access to the site and there is a risk of damage to the road due to additional vehicles, construction traffic and surface water drainage which is unacceptable to those responsible for the upkeep of the road.  There is evidence of badgers on the land and the impact on these has not been addressed by the applicant.

c) Wales Coronavirus Firebreak FAQs published 19th October: https://gov.wales/coronavirus-firebreak-frequently-asked- questions#section-53267 5. The Group then discussed and agreed the following arrangements to mark Remembrance Sunday and Armistice Day 2020:

a. It was noted that the Firebreak FAQs infer it will not be permitted to hold a small / restricted attendance church service on Sunday 8th November, followed by socially distance/timed slots for wreath laying. Church services are only able to take place for weddings or funerals during the Firebreak period.

b. Concern was expressed about arranging a small service at the war memorial, either prior to 10:15am on Sunday 8th November, or on an earlier date (to include the Vicar, RBL representative, Mayor and invited reps only to lay wreaths). It was agreed that it would be very difficult to restrict numbers to 30 only, given the number of organisations/ representatives that are usually involved and the likelihood of local veterans/members of the public wanting to visit the war memorial during the period of remembrance.

Tom (Woody's Lodge) reported that the RBL were very much in the dark, with lots of uncertainty. The usual RBL/poppies table in Bay View Centre is not certain either this year. There are many veterans who would like to attend a service, but appreciate this is difficult with the current restrictions. There is general acceptance that it is likely to move to an online service this year.

c. Proposed arrangements for Remembrance 2020: i. Church to arrange an online Zoom service of remembrance at 10:30am on Sunday 8th November, which will end with the 2 min silence. CO to share the Zoom link with TE for sending out in letters to the usual invitees. Jeff P - suggested that Bayside Radio (with assistance from Pete W / Rydal) could then follow with a service played on local radio from 11-12am. - Jeff P, Rev'd CO, SS and PW to work together organise the service(s). Town Mayor / MP to be invited to participate (readings?).

ii. Clerk to arrange for separate/socially distanced wreath laying only at the war memorial, by invitation letter (after Mayor has laid first wreath). Mayor to also lay wreath at Old Colwyn war memorial.

d. Clerk to send letter to all of the organisations/individuals who are usually involved in the service to let them know the revised arrangements (see list). i. <>

5. The Group then considered the main points for joint press release: a. Needs to use a positive tone - This year's services will be  we will , you are invited  etc, to include the Zoom link for the Church Service and the Bayside radio FM and DAB information. b. Needs to include encouragement for families/children to get involved - poppy pictures for windows and 2 min silence on the doorstep etc

6. AOB: a. Promote 2 mins silence on the doorstep? - yes, for both dates - 8th , 11th

b. Consider encouraging painted poppies on pebbles to be laid by memorial? (or for 2021?)- it was noted it would need CCBC permission to lay these in Queens Gardens and we may need to provide help to clear/dispose of these afterwards. It was also queried whether this should be encouraged during the firebreak lockdown, when people are being advised not to leave their homes. - ask CCBC if they would support us with this, (suggest any pebbles are laid from 9th - 11th only, when restrictions have been eased again) - poppy pictures displayed in windows of people's homes c. RBL site has info for schools on painting poppies (share information in press release, as schools have now closed)

The process for adopting a kiosk is one which BT undertake following my notifying them of the Town Councils wish.

They will forward to you the formal adoption paperwork and a contract.

The closing date for my notifying BT of the observations and decisions of the Town & Community Councils re the kiosk on the list in this round is the 16 th of October and Bay of Colwyns wish to seek adoption of the kiosk will go via that list as per the command of BT.

In the last round, earlier this year, BT responded within a couple of weeks.

Dear Haf,

Kiosks are sold as seen as part of the adoption programme and this is written into the contract. However, I can see from a photo taken by our contractors when they posted the notice in the kiosk that indeed it is very shabby. Therefore, the most I can promise is that we will replace any missing panes of glass in the kiosk and we will also supply the adoptee with a free paint kit.

Along with this of course is that if the kiosk is going to be used for a defibrillator, then we do guarantee to retain responsibility and costs for power supply for a period of 7 years, if we are informed once fitted.

If the above is acceptable and the Town Council wishes to proceed then please do mention this on your final notification, as promised by me.

This agreement is made this day of 2020

Background

The Buyer wishes to buy the Goods from the Seller and the Seller has agreed to sell the Goods to the Buyer upon the terms and conditions set out in this agreement.

1 Definitions In this agreement, unless the context requires otherwise:

the Purpose means ( )

'Buyer' means COLWYN TOWN COUNCIL

Conditions' means the terms and conditions of sale set out in this agreement.

Decommissioning means (i) the disconnection of the Goods from the Sellers telecommunications network and (ii) the removal of the payphone, ancillary equipment and wiring from within the kiosk. Decommission, Decommissioning and Decommissioned shall be construed accordingly.

'Goods' means the telephone kiosk or kiosks as more fully described in the schedule to this agreement, which the Buyer agrees to buy from the Seller but excluding any telephony and ancillary apparatus.

IP Rights means all intellectual property rights in any part of the world, including but not limited to patents, copyright, design rights, trade marks, database rights, registered design rights and community design rights and shall include pending applications for any intellectual property rights.

Notice to Complete means a notice in writing by the Seller to the Buyer stating that in the Sellers reasonable opinion the Goods have been satisfactorily Decommissioned and are ready for delivery to the Buyer.

07/09/2018 RG Ofcom means the regulatory body whose duties are set out in the Communications Act 2003 and includes any replacement body or entity under equivalent or replacement legislation.

Planning Acts means any relevant planning legislation in force at the date of this agreement, including the Town and Country Planning Act 1990, the Planning (Listed Buildings and Conservation Areas) Act 1990 and the Town and Country Planning (General Permitted Development) Order (England) 2015 (and similar regulations in other regions), and any statutory replacement or modification of any of them.

'Price' means the price for the Goods excluding any carriage, packing and insurance.

'Seller' means British Telecommunications plc (company registration number 1800000 whose registered office is at 81 Newgate Street, London EC1A 7AJ).

Universal Service Obligation means the obligations imposed upon BT by Ofcom in accordance with the EU Universal Services Directive.

2 Conditions applicable 2.1 These Conditions shall apply to this agreement to the exclusion of all other terms and conditions. 2.2 Any order for Goods shall be deemed to be an offer by the Buyer to purchase Goods pursuant to these Conditions. 2.3 Any variation to these Conditions (including any special terms and conditions agreed between the parties) shall be inapplicable unless agreed in writing by the Seller. 2.4 Where appropriate this agreement is entered into following written confirmation from the Buyer that an application for planning consent has been submitted for the Purpose.

3 Agreement, price and payment 3.1 The Seller shall sell to the Buyer the Goods and the Buyer shall purchase the Goods. 3.2 The Price shall be ONE POUND (£1.00) inclusive of VAT which shall be payable on the date of this agreement. 3.3 The Seller agrees that following the date of this agreement it shall Decommission the Goods. 3.4 The Seller shall be under no obligation to the Buyer to re-site, re-position, restore or repair the Goods. The Buyer acknowledges that it purchases the Goods in no better condition than they are at todays date, or than described in the schedule hereto.

07/09/2018 RG 3.5 For the avoidance of doubt the Seller is not selling the land beneath the Kiosk or any interest in it, nor shall the Buyer acquire that land or any interest in it under this agreement.

4. Decommissioning, delivery and acceptance 4.1 The Seller shall serve the Notice to Complete on the Buyer on or before the completion of the Decommissioning works in respect of the Goods 4.2 Delivery of the Goods shall be deemed to have taken place five working days after the day upon which the Seller sends the Notice to Complete to the Buyer. No further intimation is required. 4.3 The Buyer shall make all necessary arrangements to take delivery of the Goods following receipt of the Notice to Complete. 4.4 The Buyer shall be deemed to have accepted the Goods upon delivery. 4.5 After acceptance the Buyer shall not be entitled to reject the Goods due to their physical condition or due to any financial or statutory obligations (whether foreseen or not) imposed upon the Buyer as a result of this agreement or otherwise related to the Goods. 4.6 The Seller shall not be liable to the Buyer for late delivery of the Goods.

5 Post acceptance obligations 5.1 The Buyer shall own the Goods following acceptance and shall be responsible for all maintenance and repair of the Goods, which it shall do in accordance with: 5.1.1 Any industry or statutory guidelines and regulations relevant to the Goods in circulation or in force from time to time. 5.1.2 Any requirements, directions, rules or recommendations of Ofcom. 5.1.3 The Planning Acts. 5.1.4 Any planning consents relating to the Goods so far as they remain applicable. 5.1.5 Where the Buyer is a Registered Charity or Charitable Organisation, the Seller retains the right to re-claim ownership of the Goods if the Buyer loses its charitable status.

5.1.6 If planning for the Purpose is not granted within 12 months of the date of this agreement, the Buyer and Seller shall agree an extension of time of no more than 12 months to enable the Buyer to prepare and submit an appeal to the Department of Environment. In the event that the planning approval is not granted following submission of an appeal, or the expiry of time allowed to make an appeal without an appeal being made, then the Buyer shall at its own cost and expense:

(i) In the case of listed Goods:

07/09/2018 RG a. Clean, lock and maintain the goods in accordance with the requirements of this paragraph 5; or b. Apply to de-list the Goods

(ii) In the case of non-listed Goods arrange for permanent removal of them at their own cost

5.2 The Buyer acknowledges that the Goods may have been painted with paint containing lead and accepts the health and safety risks which may be associated with its removal or maintenance. The Buyer also acknowledges that leaden paint may require specific maintenance procedures.

5.3 (a) Without affecting clause 6.3, the Buyer acknowledges that the kiosk may have a Class I light fitting and fuse spur(s) which do not meet current IP (ingress protection) rating requirements of BS7671 regulations for exterior electrical fittings. The Buyer accepts any health and safety risk with their ongoing use. The Buyer waives any claim against the Seller in respect of such matters. The Buyer also acknowledges that an upgrade to the light fitting and fuse spur(s) may be required which will be the sole responsibility of the Buyer. The Buyer may want to obtain an assessment from a qualified electrician. (b) The Buyer agrees that the Goods are not intended to be used in any way by any person in the course of or in relation to their work. However, it agrees that, should a person at work do anything in relation to the Goods, it will take steps sufficient to ensure, so far as is reasonably practicable, that the Goods will be safe and without risks to health at all such times when it is being set, used, cleaned or maintained or otherwise interacted with by a person at work. In particular, the Buyer will ensure: (i) that the light is upgraded to a luminaire meeting Class 2 with IP rating of IP54 (or better). (ii) that the electrical supply housing is upgraded by replacing the spur units with IP66 type (or better). The Buyer will employ an NICEIC registered electrician to review the installation, for the use it intends for the adopted kiosk, and carry out any required works in accordance with the then applicable regulations and standards. The Buyer shall employ an NICEIC registered electrician to review the Goods for the use the Buyer intends, and for any required works. In addition, the Buyer will employ an NICEIC registered electrician for regular inspection and testing.

5.4 The Buyer shall indemnify the Seller in respect of any loss or damage it suffers in respect of any act or omission on the part of the Buyer or persons or entities authorised by it under or in relation to the

07/09/2018 RG matters referred to in sub-paragraphs 5.1, 5.2 and 5.3 or in respect of any claim by a third party in respect of such matters. 5.5(i) The Seller shall be under no obligation to the Buyer to maintain, repaint, repair or manage the Goods nor shall it be under any obligation to the Buyer to maintain or provide Call Box Services (as defined in the Universal Service Obligations) or telephony services from the Goods SAVE that where the Buyer has requested the Seller, and the Seller has agreed, to supply electricity, then the Seller shall supply that electricity (at the Sellers cost) to the REC (regional electricity company) fusebox sufficient for the operation of an 8 watt lightbulb or similar. The Seller may discontinue to provide that supply (and payment) of electricity at any time by giving the Buyer notice in writing.

5.5(ii) The Buyer is not permitted to connect any equipment to the power supply provided by the Seller without first obtaining the Sellers written agreement.

5.5(iii) If written permission is given by the Seller to the Buyer, in accordance with paragraph 5.5(ii) to connect defibrillator equipment to the electricity supply, the equipment must meet all appropriate safety standards as amended from time to time including, but not limited to, the requirements as set out at paragraph (a)-(d) below.

The Defibrillator Cabinet must be: (a) Class 2 IP rating 54; (b) Compliant to BS7671-416/417 in its construction; (c) Manufactured by a ISO 9001/2 certified manufacturer; (d) Protected by an RCD

5.5(iv) The Seller does not actively monitor the electricity supply to the Goods. Responsibility for ensuring a continuous electricity supply required to power any equipment installed within the Goods remains with the Buyer at all times.

5.5(v) The Buyer shall remain, at all times, responsible for the monitoring, maintenance and repair of any equipment installed within the Goods.

5.5(vi) The Buyer indemnifies the Seller in respect of all damages or losses which the Seller may incur, or any third party claims received by the Seller as a result of any breach by the Buyer of its obligations as set out in this paragraph 5. . 5.6 From acceptance of the Goods the Buyer shall:

07/09/2018 RG 5.6.1 At all times display a sign in or on the Goods (clearly visible to anyone viewing or inspecting the Goods) that the Goods are the responsibility of the Buyer, do not contain a Seller payphone and are not connected to the Sellers electronic communications network. 5.6.2 Take reasonable steps to inform the local public in the region or city in which the goods are situated that the payphone, ancillary equipment and wiring has been removed and that the Goods are the responsibility of the Buyer. 5.6.3 Apply to the relevant authority or authorities for all necessary consents, licences, waivers, restrictions or determinations (if any) required for the Goods (including but not limited to consents granted under the Planning Acts and consents and licences under the Communications Act 2003 and any statutory replacement or modification thereof) and shall fully and without delay comply with any conditions or recommendations imposed by them made in respect of the Goods. 5.6.4 Not sell, lease or license the Goods to a competitor to the Seller nor permit a competitor to install electronic communications apparatus (as defined in the Electronic Communications Code, in Schedule 3A of the Communications Act 2003 as amended from time to time) within the Goods and itself (as the Buyer) shall not install, provide or operate any form of electronic communications apparatus within the Goods. 5.6.5 Release the Seller, insofar as it can do, from any obligation under the Town and Country Planning (Permitted Development) Order 1995 in respect of the Goods. 5.6.6 Notify the emergency services that the Goods are no longer owned or maintained by the Seller and are now the property and responsibility of the Buyer. 5.6.7 Indemnify the Seller in respect of any damages or losses which the Seller may incur as a result of any breach of the Buyers obligations in this sub-paragraph 5.6 and in respect of any obligations imposed upon the Buyer under the Highways Act 1980 and the New Roads and Street Works Act 1991 in respect of the Goods.

5.7 The Buyer waives any rights it may have against the Seller in respect of the Goods under the Communications Act 2003.

5.8 The Seller reserves the right and the Buyer grants such right, at any time from the date of acceptance of the Goods by the Buyer, to enter into or onto the Goods and any neighbouring land of the Buyer (but only to the extent necessary) to undertake works or to procure the undertaking of works to disconnect or cap-off the electricity supply to the Goods described above in paragraph 5.5, at the cost of the Seller and making good any damage caused to the Goods and the Buyers neighbouring land as aforesaid to the reasonable satisfaction of the Buyer. 5.9 Not connect any equipment to the electricity supply referred to in Clause 5.5 without the express written agreement of the Seller.

07/09/2018 RG 6 Warranties and liability 6.1 All warranties, conditions or terms relating to fitness for purpose, quality or condition of the Goods, whether express or implied by statute or common law or otherwise are excluded to the fullest extent permitted by law. 6.2 The Buyer acknowledges that the Seller is not in the business of selling the Goods and the Buyer will assume full responsibility to ensure compliance with any English Heritage requirements from the date of transfer of the goods. 6.3 The Seller makes no representations to the Buyer as to the Goods quality, state of repair, safety, performance and fitness for purpose nor as to any apparent or latent defects. The Buyer shall take the Goods subject to any such defects and dilapidations (if any). 6.4 The Buyer agrees to the Decommissioning and, insofar as it is able, relieves the Seller of its obligations under Ofcoms Universal Services Obligations in respect of the Goods. The Buyer agrees not to object to Ofcom or any tier of local government to the Decommissioning of the Goods. 6.5 The Seller may supply the Buyer with a kiosk maintenance manual or other documents. Any recommendations or guidance therein shall not form warranties nor obligations of any nature upon the Seller.

7 Title and risk 7.1 Title shall pass on delivery of the Goods. 7.2 Risk shall pass on delivery of the Goods.

8 Limitation of Liability 8.1 When the Buyer accepts the Goods then the Seller shall have no liability whatsoever to the Buyer in respect of those Goods. 8.2 The Seller shall not be liable to the Buyer for late delivery of the Goods. 8.3 Except in respect of death any personal injury resulting from a negligent act or omission on the part of the Seller or anyone authorised by it, the Sellers liability to the Buyer for tortious and contractual damages shall not exceed the Price. The Buyer shall at all times use its best endeavours to minimise and mitigate its losses. 8.4 The Seller shall not be liable to the Buyer for any economic loss suffered by the Buyer as a result of it entering into this agreement.

07/09/2018 RG 8.5 The Buyer acknowledges that it has taken or has considered taking legal advice from a solicitor or counsel before entering into this agreement.

9 Intellectual property No assignment or licensing of any IP Right is granted or made under this agreement.

10 General 10.1 This contract is subject to the law of England and Wales and the non-exclusive jurisdiction of the courts of England and Wales. 10.2 The invalidity or unenforceability of any provision in this agreement, for whatever reason, shall not prejudice or affect the validity or enforceability of its other provisions. 10.3 The headings of this agreement are for reference only. No delay, neglect, forbearance by either party in enforcing any provision in this agreement shall be deemed to be a waiver or compromise of any right or rights unless made in writing. 10.4 In relation to the Goods, this agreement constitutes the entire agreement between the parties. 10.5 A person who is not a party to this agreement may not enforce any of its terms under the Contracts (Rights of Third Parties) Act 1999. 10.6 The Buyer shall not, disclose the existence of the Agreement in any journal magazine or publication or any other publicly available media or otherwise use the Seller's name or logos (including any trade marks) in any of its advertising or publicity material without the sellers prior written consent, which may be withheld or given in the Seller's absolute discretion.

Introduction to RWE In the UK RWE o perate s across: offshore wind, onshore wind, hydro , b iomass and gas (CCGT ), with a keen interest in more nascent technologies such as floating wind and hydrogen . Aberthaw coal -fired power station is due to be decommissioned. RWE currently ow ns and/or operates 9 offshore wind farms including: Gwynt y Môr , Flats, North H oyle, Galloper, Greater Gabbard, Rampion, Robin Rigg, London Array and Humber Gateway and is d eveloping 4 extension projects to existing windfarms: Gwynt y Môr, Galloper, Greater Gabbard and Rampion. In addition the company own s: 36 onshore wind farms and 25 hydro sites . RWE in Wales RWE is Wales’ single biggest operator of renewable energy assets with 300+ permanent employees across our offices in Wales , producing over one third of all renewable electricity generated from :

• 3 existing offshore wind farms off the coast of North Wales : o Gwynt y Môr (576MW) o Rhyl Flats (90MW) o North Hoyle (60MW) • 3 onshore wind farms: Forest (96MW); Brechfa Forest West (57.4MW); and Mynydd y Gwair (32.8MW) and; • 6 hydro projects (up to 4MW each )

Awel y Môr Offshore Wind Farm RWE Renewables is proud to be leading development of the extension to Gwynt y Môr Offshore Wind Farm. This ‘ sister project ’ is called Awel y Môr mean ing ‘sea breeze’ . The project is in the early stages of consent and development and is due to be the larges t renewable energy investment in Wales over the next decade .

www.awelymor.cymru 0800 1978232 [email protected] Background to Awel y Môr & Timelines • In October 2019 The Crown Estate offered an Agreement for Lease (AfL) for the Gwynt y Môr extension - one of seven successful UK extension sites • Initial consenting work started in April 2019 and the AfL was successfully signed in June 2020 • RWE Renewables is leading the project’s development on behalf of its partners • The project is progressing but is still at a relatively early stage, with exact size and capacity yet to be determined. • The project is a Nationally Significant Infrastructure Project (NSIP) and requires a Development Consent Order (DCO) via UK Government . Being in Welsh waters, it will also require a Marine Licence via Natural Resources Wales. • The project has now been offered a grid connection into , . Although Awel y Môr is described as an extension, it is a new project in its own right and therefore requires its own grid connection and supporting infrastructure. Work to assess site selection options for the project ’s transmission system is underway.

As one of the cleanest forms of energy generation, offshore wind has a central role to play in reducing carbon emissions. The existing Gwynt y Môr Offshore Wind Farm is capable of generating enough energy for up to 400,000 average UK households each year. During construction, £660m was spent with companies based in the UK with over £90 million being spent within Wales. Around 700 jobs were created in Wales during the two-year construction period and since then 100 new long term, skilled engineering jobs have been created at the Port of Mostyn in Flintshire, the operations and maintenance base for Gwynt y Môr.

In addition to job creation and GVA, Awel y Môr provides a valuable opportunity to contribute to both Wales’ net zero targets.

www.awelymor.cymru 0800 1978232 [email protected] The Offshore Wind Sector Deal In March 2019, the Offshore Wind Sector Deal was signed, committing the UK Government and industry to delivering 30GW by 2030. This was soon afterwards increased to 40GW by 2030. Key targets include:

• 27,000 skilled jobs • An increase in UK content to 60% • Increased export opportunities • Investment and advances in Research & Development • The creation of Regional Supply Chain Clusters to support local business and help coastal communities to prosper • Increased equality & diversity in the industry from 16% to 33%

The Offshore Energy Alliance As part of delivering on Offshore Wind Sector Deal commitments, RWE Renewables has become a champion for the development of a brand new supply chain cluster in the North Wales and the North West of England . The cluster aims to raise awareness of upcoming opportunities in the offshore wind and broader low carbon sectors for the benefit of local businesses. This valuable work is carried out under a ‘virtual umbrella organisation ’ called The Offshore Energy Alliance . The Alliance is a collaboration involving many organisations across the region, including Welsh Government, The North Wales Economic Ambition Board, Menter Môn, CBI Wales, Mersey Maritime, Cumbria Local Enterprise Partnership and others – promoting cross-sectoral and cross-regional dialogue. The cluster not only adds benefits for business opportunities and export potential but also delivers benefits in the areas of innovation, skills and diversity too.

Skills Activities RWE (previously innogy) has had a valuable historic relationship in skills development in the North Wales region, particularly via our partnership with Coleg Llandrillo Menai. To date, 30 wind turbine apprentices have been trained at the College and earlier in 2020 we announced that our UK-wide training hub would be now based at the North Wales campus. More than 700 people applied for this year’s intake which really highlighte d the huge appetite to work in the industry. In addition, via the Offshore Energy Alliance, the Awel y Môr project is engaging with the skills agenda and investigating opportunities to add further value.

As a key representative of your community, I am contacting you in relation to forthcoming plans for a virtual consultation on the Awel y Môr Offshore Wind Farm which RWE is looking to develop off the coast of North Wales. Offshore wind is already one of the cleanest and cheapest forms of energy generation and the proposed Awel y Môr Offshore Wind Farm could play a key role in further reducing carbon emissions, helping Wales to meet its target of generating 70 per cent of electricity consumption from renewable energy by 2030. Please see attached for your information a short briefing document outlining the project details available so far.

During the month of November, the Awel y Môr team will be hosting its first round of informal Public Engagement Days. Due to the ongoing Covid-19 situation, these sessions will be hosted via an online virtual platform on our dedicated website ( www.awelymor.cymru ) between 3 - 30 November. Please see the poster attached with information regarding the events so far. Further information will be circulated closer to the time. We welcome attendance from both you and your constituents.

Given the challenges of carrying out public engagement and consultation exercises under the current circumstances, we would very much appreciate your support and advice in helping us engage with those who perhaps are not able to access the consultation virtually, or as easily as others. Do you have local flyers or newsletters, advertising boards or other channels that you would be willing for us to make beneficial use of, to ensure we are raising awareness and reaching out as broadly as possible? We welcome any thoughts or suggestions you may have on this.

In terms of what to expect from the online consultation events themselves  these will be seeking feedback on the different options being assessed for the projects transmission assets (offshore and onshore cable routes, landfall locations i.e. where the offshore cables meet the land and substation locations). A range of information will be available to view including maps and diagrams, with members of the team on hand to answer questions. However, most importantly, we will be seeking feedback on our plans at this early stage from a wide range of consultees including of course, residents within your community. The responses and information we receive will be really important to the development of the Awel y Môr project. The consultation portal will be available via smart phone, tablet, laptop or computer. Should you require a hard copy of the information or of the feedback forms that will be shown online, please let us know and we can look to provide these wherever possible closer to the time.

Please also note that a further round of Public Engagement Days will take place next year when we hope the situation will have changed for the better. Wrth drafod gyda HGC a LlC, maer ACGCC wedi cytuno codi arwyddion Dim Gadael Ysbwriel a Rhybuddio am Berygl yn wahanol lleoliadau ar bentir Pont Enfys, yn ogystal â chynnal gwaith gwelliant ir ffens gyfredol yn y lleoliad, iw gweithredu fel ataliaeth ir ymddygiad gwrthgymdeithasol. Bydd y gwaith yma yn cael ei gynnal yn yr wythnosau iw ddod.

Wrth ymweld âr safle, fe adnabuwyd fod yr adeilad anghyfannedd sydd wedi ei leoli ar bentir Pont Enfys yn cael ei ddefnyddio gan unigolion fel lleoliad i adael ysbwriel, yn ogystal â defnyddior adeilad fel toiled. Fe wnaeth yr ACGCC cyfarwyddo ein Hawdurdod Partner, Cyngor Bwrdeistrefol Sirol Conwy (CBSC) i lanhaur adeilad a chasglur ysbwriel, a chaur adeilad i fynnu er mwyn cyfyngu mynediad ir adeilad, gydar gwaith yma eisoes wedi cael ei wneud.

Dear Sir/Madam Abandoned Outbuilding at Rainbow Bridge Headland

North Wales Police (NWP) have recently contacted the North and Mid Wales Trunk Road Agent (NMWTRA), who work on behalf of the Welsh Government (WG) about concerns regarding anti-social behaviour taking place on Rainbow Bridge headland, Old Colwyn,

LL57 4BN Tel 01286 685186 Having liaised with NWP and WG, NMWTRA have agreed to erect new No Littering and Hazard Warning signs at various locations on Rainbow Bridge headland, as well as carry out some improvements to the current fencing in place at the location, to act as a deterrent to the anti-social behaviour. These works are due to take place in the coming weeks.

Whilst visiting the site, it was identified the current abandoned outbuilding located on Rainbow Bridge headland was being used by individuals to leave litter at the location, as well as being used as a toilet. NMWTRA instructed our Partner Authority Conwy County Borough Council (CCBC) to clean the outbuilding and remove the litter, and board up the outbuilding entrance to restricted access, with this work having already been carried out.

NMWTRA on behalf of WG are looking into the possibility of demolishing this abandoned outbuilding to try and avoid littering and anti-social behaviour in the area in future. I would be grateful if you could contact me if you have any enquiries or comments in NMWTRA arranging the demolition of this outbuilding, or if you are aware of any historical value the outbuilding may have which restricts NMWTRA in carrying out the demolition work.

Thank you all for your prompt replies and observations. They are very much appreciated. WG/NMWTRA were responding to concerns raised by about dangerous antisocial behaviour and wanted to gauge opinion.

Following further discussions between NMWTRA and WG, WG/NMWTRA are happy/content to take on board your observations.

The entrance to the outbuilding has already been boarded to restrict access, and we will also be erecting further No Littering and Hazard Warning signs in the area in the near future.

We will not be pursuing the matter of demolishing the outbuilding any further.

That is good news, we should try to make more of a feature of this building and its history without it reverting to its previous nefarious activities. I can certainly understand the position of the police in this matter. Well see what can be done. Another product of the virus is the difficulty in getting together to discuss a solution. The whole area could be a great rest area for walkers and cyclists if we get it right.

Thank you all for your replies and comments. I can confirm that no demolition works have been arranged, with the demolition works only a proposal subject to the feedback provided by yourselves as representatives for the local community.

I will feed back your comments and the reluctance to see the outbuilding be demolished due to its historical value back to Welsh Government.

For info, I can confirm the building has already been cleared of litter, with the entrance boarded up to restricted access (please see attached photo taken on Friday).

Feel free to contact me back should you wish to discuss your suggestion of erecting a plaque noting the outbuildings history further.

I would agree with my colleague. This building is something of a landmark and is the last surviving building from the quarry that was on this site. The quarry provided the jobs for the men of Old Colwyn.

We understand the reason for removing the building as it has always been used for various purposes other than those it was designed for. Is there not a cheaper solution in that it could be cleared out and then the entrance blocked up. A plaque explaining its history could be placed on the blocked up doorway explaining why it has been left. That way everyone would be content. Dear Mr Davies,

Thank you for getting in touch with us about this landmark building in our Ward. We would urge you to reconsider demolition, as this is part of the history of Old Colwyn and Penmaenhead, and is the last surviving building from the original quarry on this site. The Ammo Hut as it is known, is beloved by generations of Colwyn residents, and is a landmark on the Coastal Path.

We would welcome a meeting to discuss this unwarranted proposal as soon as possible please, and I know my fellow Councillors and local historians will wish to preserve this piece of Old Colwyn history.

Parks and green spaces are not simply nice to have; they are a necessity for healthy, happy communities; protection with Fields in Trust is a practical way to contribute to the wellbeing of future generations. Fields in Trusts research Revaluing Parks and Green Spaces calculates direct wellbeing benefits of £1.6 billion in Wales. This is the result of greater life satisfaction, including both improved physical and mental health, for people who regularly use parks and green spaces. The research finds that regular use of green spaces results in a saving to the National Health Service in Wales of at least £5.2 million per year solely on prevented GP visits. Access to the health and wellbeing benefits that green spaces provide however is not equally distributed and it is up to all of us to stem this cycle of disappearance and decline and protect these precious community resources.

Fields in Trust partners with landowners including Town and Community Councils to protect land through a Deed of Dedication a binding legal commitment which protects land in perpetuity for future generations to enjoy.

Our team work closely with landowners throughout the process to achieve protection. We also work with residential and commercial developers to embed legally protected parks and green spaces into new housing or retail schemes and to improve or increase green space provision as part of the process.

The Coronavirus pandemic has brought home just how much our local parks and green spaces mean to us. During the height of lockdown, they were vital, to get outdoors and stay active; our green gyms and open-air leisure centres. As restrictions began to lift , they were the places where we could meet safely with friends and loved ones and reconnect with our community.

Data on park usage backs up the important role that parks have played over recent months. Google's Community Mobility Data from May to September,shows that in general mobility trends were 40% below their 2019 baseline, but for parks the average day was 56.4% higher.

Fields in Trusts own research shows that regular use of parks and green spaces in Wales contributes over £1.6 billion in wellbeing benefits each year. Yet these precious green spaces remain vulnerable to loss from building development.
