ROCCO DEROSE, COMMUNITY MEMBER. 4 10-14-20 Meeting 1B 1 FACILITATOR BARANKEWICZ: Good 2 evening, everybody. Thanks for coming. 3 This is meeting number four. I'm going to 4 go through the agenda very quickly. And 5 then we're going to get started. So really 6 the first item on the agenda tonight is 7 Commissioner Moran is going to kick off with 8 a few words, a few clarifying points, etc. 9 And I'll let him really go into that detail. 10 Chief Dan will also then provide a 11 bit of a summary around that data booklet 12 that you're thumbing through or thumb 13 through or received via e-mail. To give you 14 a little bit more context. Try to give 15 maybe a little bit more detail behind some 16 of the numbers. Because I think starting 17 that way will then just make the discussion 18 more focused and on point. 19 I'll lead the discussion. And I'll 20 get to the kind of the four points. This 21 was down in an e-mail. Kind of the 22 questions for thought. Basically that's the 23 format we're going to follow except we're 24 going to start off with, what are your 25 clarifying questions? Where's the areas of 5 10-14-20 Meeting 1B 1 information that you need more, to hear more 2 about? That you need some data points being 3 broken down. Because once we clarify the 4 data in front of you, it'll be easier to 5 then continue with some discussions around 6 concerns and risks, anything that you see 7 that's positive, and any areas of 8 opportunities. And then we'll end the 9 meeting tonight with some actionable items. 10 Actionable items for you guys. All right? 11 So with that, I'm going to 12 introduce Commissioner Moran. 13 CHAIRMAN CARLOS MORAN: Good 14 evening, everyone. Everybody. 15 So, I just want to start with glad 16 to be in this room. It's been difficult 17 trying to try to plan meeting rooms and 18 auditoriums for the public to come because 19 of Covid 19 and guidelines that are set in 20 terms of social distancing and amount of 21 people that can be in a room. 22 So, for example, we know that, we 23 talked to the State this morning just to 24 make sure that we understand what the 25 guidelines are. And our understanding is 6 10-14-20 Meeting 1B 1 that you can have up to 25 percent of 2 capacity. So, for example, this room's 3 capacity, usually, when we don't have these 4 circumstances, it's 175 people. So, 25 5 percent of that is about 43. But in reality 6 I also have to apply the six feet of 7 distancing between people. So in the end, 8 it comes to about 30 individuals in a room. 9 That's why once we start planning, we have 10 people coming in, we have to be mindful of 11 that and make sure that I have a room large 12 enough to accommodate that. The library 13 downstairs only accommodates 50 people. 14 Outside in the atrium, it's 50 people. So, 15 just to give you some information on that. 16 Also, I'd like to talk about the 17 Committee. We started with 21 members. And 18 because of input from the Committee, we have 19 now added four youths to close out our group 20 at 25. This will now stand as is. We will 21 not add anymore members. So, that's where 22 we stand now at 25. 23 I want to introduce, and maybe they 24 can just stand up, and just say, hello, 25 wave, and we'll catch up with you guys 7 10-14-20 Meeting 1B 1 later. But let me introduce Akeem Jamal. 2 Joshua Heron, again. Jonathan Alvarez. 3 Thank You, Jonathan. Rocco DeRose. 4 Welcome. 5 So a few statistics or a few data 6 points and information from the last -- 7 from the meeting in the library, the public 8 forum. Just to let you know there were four 9 -- so far there's been 4,000 views of the 10 Facebook Live session that we had of that 11 forum. That's a lot of people. I can't 12 imagine having 4,000 people in one facility. 13 Out of that, we had 200 comments that were 14 connected to that Facebook Live session. 15 And I had my staff review. And it's kind of 16 subjective, but I'll give an opportunity, if 17 you want, I can send you the electronic 18 message with all the comments. There were 19 200 comments. Out of 200, there are 42 that 20 were -- we considered positive. 36 that 21 were negative. And the rest was really 22 interaction between the people that were 23 commenting, you know, updating other people 24 what was said, who was the person, and 25 exchanging information. In that forum we 8 10-14-20 Meeting 1B 1 had 88 people that attended in person. 21 2 individuals spoke. We gave out 30 to 40 3 cards for individuals that could not stay 4 and did not want to wait. Out of those 30, 5 40 we gave out, there was only one that 6 completed a comment which we eventually read 7 -- or do we have on the side? 8 TRACEY KUZEMCZAK: We have on the 9 side. 10 CHAIRMAN CARLOS MORAN: We have on 11 the side still and we'll give out. Everyone 12 that was in the waiting area, we eventually 13 ushered into the auditorium. No one was 14 turned away. 15 We put up about 104 posters 16 throughout Yonkers. The ones that I gave -- 17 actually, after the meeting I had them 18 outside for you to pick up if you wanted to 19 take them. So we put up 104 installed 20 locations throughout Yonkers. We still have 21 some, but they're mostly Spanish signs. So 22 if we need more signs, I can give out more 23 signs, I can produce some more to distribute 24 to the public. 25 Schedule. In order to meet the 9 10-14-20 Meeting 1B 1 needs of the Committee as a whole, we have 2 adjusted the schedule to divide the 3 remaining Wednesdays. There was six 4 Wednesdays that we have on schedule. There 5 was some concern over the six Wednesdays as 6 to some of the individuals that couldn't 7 make it. So we compromised. And we split 8 that in half to switch them to a less 9 impactful day which appear to be Thursdays. 10 And we contacted those people that were on 11 Thursday to see what their concerns were. 12 For the most part everybody accepted the 13 change to Thursday. Except for maybe one or 14 two people. 15 So, so, basically the way it stands 16 now is that we have three Wednesdays, three 17 Thursdays, two Tuesdays and one Monday in 18 terms of the following meeting schedule. 19 There are two public forums that will happen 20 on Wednesdays that I cannot change. 21 I just want to re-emphasize the 22 role of the Committee Members. 23 The primary responsibility of the 24 Committee Members are: 25 Identify key issues or areas of 10 10-14-20 Meeting 1B 1 interest to the community. Communicate with 2 your constituency the key areas and issues, 3 in other words bring back information to the 4 community by outreach. Obtain feedback and 5 discuss with the whole Committee. And 6 develop strategies and realistic attainable 7 goals in the form of recommendations of what 8 will be our plan.
