“The Past and Future of the Internet” presented by Dr Glenn Ricart – Ph.D Synopsis: Glenn Ricart will share some of his first-hand stories about how the ARPAnet grew into an international commercial Internet during the 1980s. Then, looking forward, Dr. Ricart will turn to the developments which he believes will need to take place in technology, economics, and politics in order to allow the Internet to continue to grow. Glitches and weaknesses which are tolerable for an entertainment medium will not be acceptable as Internets become more integral to the economy, health and safety, and national defense. Curriculum Vitae: Dr. Glenn Ricart is an Internet pioneer and entrepreneur with a broad range of technology and business leadership experience in large corporations, startups, academia, the U.S. military, and government research. His positions have included President and CEO of National LambdaRail, Managing Director at PricewaterhouseCoopers, Co-founder and Chief Technology Officer of CenterBeam, and Executive Vice President and Chief Technology Officer for Novell. He is known for his pioneering work in bringing the ARPAnet protocols into academic and commercial use. In the mid-1980s, while academic CIO at the University of Maryland College Park, his teams created the first implementation of TCP/IP for the IBM PC; created the first campus-wide TCP/IP network, shipped and managed the software that powered the first non-military TCP/IP national network, the NSFnet; created the first open Internet interchange point (the FIX and later MAE-EAST); and proposed and created the first operating NSFnet regional network, SURAnet. From 1995-1999 he was Novell's EVP and Chief Technology Officer responsible for its technology. -

Grounded in classical sociological theories of inequality, as well as empirical evidence, this book defines “the digital divide” as the unequal access and utility of internet communications technologies and explores how it has the potential to replicate existing social inequalities, as well as create new forms of stratification. The Digital Divide examines how various demographic and socio-economic factors including income, education, age and gender, as well as infrastructure, products and services affect how the internet is used and accessed. Comprised of six parts, the first section examines theories of the digital divide, and then looks in turn at: • Highly developed nations and regions (including the USA, the EU and Japan); • Emerging large powers (Brazil, Russia, India, China); • Eastern European countries (Estonia, Romania, Serbia); • Arab and Middle Eastern nations (Egypt, Iran, Israel); • Under-studied areas (East and Central Asia, Latin America, and sub-Saharan Africa). -

Glenn Ricart Founder, US Ignite Adjunct Professor, University of Utah Brief Bio Glenn Ricart is the Founder and Chief Technology Officer of US Ignite, a nonprofit organization with a mission to create an ecosystem of innovative applications in smart and connected communities leveraging emerging technologies. Technologies of special interest include wired and wireless gigabit to the end user, software-defined locavore infrastructure, software-defined performance engineering, and privacy and security through virtual infrastructure slicing. Dr. Ricart is also Adjunct Professor in the School of Computing at U. of Utah. Previously, Ricart was CEO of National LambdaRail, Managing Director of PricewaterhouseCoopers, Executive Vice President and CTO of Novell during its heyday in the 1990s, Assistant Vice Chancellor and academic CIO of the University of Maryland, and Program Manager at DARPA. He has also founded or co-founded five startups. His early work on the Internet has led to his induction into the Pioneer’s Circle of the Internet Hall of Fame. INTRODUCTION 1. This is the Commission’s third annual International Broadband Data Report (IBDR or Report). The IBDR is required by the Broadband Data Improvement Act (BDIA) and provides comparative international information on broadband services.1 Through the presentation of this data, we have the opportunity to evaluate the United States’ rates of broadband adoption, speeds, and prices in comparison to the international community. International data can serve as useful benchmarks for progress in fixed and mobile broadband accessibility. 2. In the past year, both fixed and mobile broadband providers have made significant progress in their efforts to expand broadband networks and improve service quality. As noted in the Eighth 706 Report released today, the market is responding to the needs of Americans for increased broadband capabilities.2 In 2011, U.S. investment in wired and wireless network infrastructure rose 24%.3 Some recent trends show that providers are offering higher speeds, more data under their usage limits, and more advanced technology in both fixed and mobile broadband. For example, cable operators have increased their deployment of DOCSIS 3.0-based data networks, which are capable of providing 100 megabits per second or faster (Mbps) speeds. In the last three years, the percentage of households passed by DOCSIS 3.0 broadband infrastructure has risen from 20% to 82%.4 Advances in broadband technology and initiatives to promote greater deployment and adoption of broadband services have led to broadband- enabled innovation in other fields such as health care, education, and energy efficiency. -

This report aims to present an assessment of the current status of internet freedoms in the Palestinian Territories, through mapping recent developments in restrictions or violations of Palestinian rights on the internet by governments and private tech companies. In order to achieve this aim, the report reviews cases reported and documented by media outlets and civil society organisations. The report has no defined timeframe. However, the majority of the cases reviewed date between 2015 and 2017, a period that witnessed an escalation of attacks on Palestinians’ freedom of expression, media freedoms and privacy online. The category of ‘Palestinians’ used in this report refers to Palestinian citizens of Israel and Palestinians living in the Occupied Palestinian Territories, i.e. the West Bank, the Gaza Strip and illegally annexed East Jerusalem. The first part of the report provides a general introduction to the definition of digital rights and what they entail, and surveys key UN resolutions that recognise the impact of the internet on human rights. -
