The Chair of the Security Council Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning ISIL (Da’esh), Al-Qaida and associated individuals, groups, undertakings and entities presents his compliments to the Permanent Representatives and Observers to the United Nations and wishes to convey the following:

On 23 August 2018, the Committee approved the addition of the entries specified below to its Sanctions List of individuals and entities subject to the assets freeze, travel ban and arms embargo set out in paragraph 1 of Security Council resolution 2368 (2017) and adopted under Chapter VII of the Charter of the United Nations.

Narrative Summaries

QDi.416 Mohammed Yusip Karim

Mohammed Yusip Karim was listed on 23 August 2018 pursuant to paragraphs 2 and 4 of resolution 2368 (2017) as being associated with ISIL or Al-Qaida for “participating in the financing, planning, facilitating, preparing, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of”, “recruiting for” and “other acts or activities indicating association with” Islamic State in Iraq and the Levant (ISIL), listed as Al-Qaida in Iraq (QDe.115).

Additional information:

Indonesian national Mohammed Yusip Karim is a senior ISIL member and has appeared in an ISIL propaganda video designed to recruit individuals to ISIL and to instruct individuals to perpetrate terrorist acts in ISIL’s name.

Karim was arrested in Zamboanga, the Philippines in December 2004 for bringing in funds with the intent of establishing a new training site for militant operations in Mindanao. Karim was arrested carrying $21,000 to the Philippines on behalf of an operational commander in (QDe.092). The money was reportedly to be given to foreign terrorist fighters around the Liguasan Marsh region.

Karim then spent nine years in prison in the Philippines for illegal possession of weapons and explosives. He was later acquitted in December 2013 and deported to Indonesia on 26 March 2015. Soon after, Karim travelled to Syrian Arab Republic to join ISIL and reportedly assumed a senior role in ISIL.

Karim appeared in an ISIL video “the Solid Structure” produced by ISIL’s “the Philippines” media office and distributed on social media on 21 June 2016. Karim’s appearance, testimony and actions in the video intends to recruit individuals to ISIL as well to show his participation in terrorist acts, namely the beheading of a prisoner on behalf of ISIL.

In the video, Karim states “to all of the groups and factions, and especially in the areas of the [Indonesian] archipelago, the Philippines, Malaysia, and what surrounds them: come together to pledge allegiance to the caliph, the emir of the believers [a reference to Abu Bakr al-Baghdadi, listed as Ibrahim Awwad Ibrahim Ali al-Badri al-Samarrai (QDi.299)], and join the ranks of the caliphate”. Addressing the “factions in the Philippines” Karim states “You have known that an emir [a reference to Isnilon Hapilon (QDi.204)] for the shura council was selected, and he was accepted by the caliph, and thus you must listen and obey, to be united under one banner”.

Additional information:

Mohamad Rafi Bin Udin is a senior ISIL member and has appeared in an ISIL propaganda video designed to recruit individuals to ISIL and to instruct individuals to perpetrate terrorist acts in ISIL’s name.

Mohamad Rafi Bin Udin has been involved in militant activities since 1998. Rafi Bin Udin was sought by Malaysian Police in 2001 for his alleged involvement in a bank robbery in Petaling Jaya, Malaysia in May 2001, in connection with his association with a Malaysian extremist organization.

In 2000, Rafi Bin Udin was reportedly sent by Nurjaman Riduan Isamuddin (QDi.087), former head of Jemaah Islamiyah (JI) (QDe.092) in Malaysia, to fight in the communal conflict in Ambon, Maluku, Indonesia. He stayed in Ambon until after the 2002 Bali bombing, before he returned to Palu, Central Sulawesi, where he was arrested on 22 April 2003 by Indonesian Police with a number of other senior JI operatives. He was later deported to Malaysia and detained until his release in 2006. Rafi Bin Udin left Malaysia in February 2014 to travel to Syrian Arab Republic.

Mohamad Rafi Bin Udin appeared in an ISIL video “the Solid Structure” produced by ISIL’s “the Philippines” media office and distributed on social media on 21 June 2016. Rafi Bin Udin’s appearance, testimony and actions in the video intends to recruit individuals to ISIL as well to show his participation in terrorist acts, namely the beheading of a prisoner on behalf of ISIL.

In the video, Rafi Bin Udin calls for individuals to “unite and pledge to the caliph Abu Bakr al-Baghdadi [listed as Ibrahim Awwad Ibrahim Ali al-Badri al-Samarrai (QDi.299)]”. Rafi Bin Udin states “to my brothers in my country, you must join your brothers in the Philippines under the command of the mujahid Abu Abdullah al-Filipini [a reference to Isnilon Hapilon (QDi.204)], who was assigned by the Islamic State to lead the soldiers of the caliphate in the Philippines”. In speaking to those who have pledged allegiance to ISIL, Rafi Bin Udin also states “kill the polytheists and apostates wherever you find them.” Rafi Bin Udin encourages individuals unable travel to Syrian Arab Republic to “join the in the Philippines.” Lastly, Rafi Bin Udin states “if you are unable to send your sons, then send your money to help the mujahideen.”.

Philippino national Muhammed Reza Lahaman Kiram is a senior ISIL member and has appeared in an ISIL propaganda video designed to recruit individuals to ISIL and to instruct individuals to perpetrate terrorist acts in ISIL’s name.

Kiram was a member of Ansar Khalifa Philippines, a Philippine-based militant group evolved from a sub-group of Jemaah Islamiyah (QDe.092) and has pledged allegiance to ISIL. Philippine police believed he was responsible for the Zamboanga (Philippines) bus bombing in 2012. Kiram was seen training recruits of Ansar Khalifa Philippines in 2014, before travelling to Syrian Arab Republic with his wife in 2015.

Kiram appeared in an ISIL video “the Solid Structure” produced by ISIL’s “the Philippines” media office and distributed on social media on 21 June 2016. Kiram’s appearance, testimony and actions in the video intends to recruit individuals to ISIL as well to show his participation in terrorist acts, namely the beheading of a prisoner on behalf of ISIL.

In the video, Kiram calls for ISIL supporters that are unable to travel to Syrian Arab Republic to instead travel to the Philippines as an alternative. In the video, Kiram calls on supporters to “unite and join under the command of the emir of the soldiers of the caliphate in the Philippines, Abdallah al-Filipini [a reference to Isnilon Hapilon (QDi.204)].” Kiram also states “my brothers, do not hesitate to blow up their towns. Kill the disbelievers wherever you find them and do not have mercy on them.”
