Allen Christine Anderson Dr. John R. Allen serves as the Program Executive for Crew Health Christine Anderson is the Executive Director of the New Mexico and Safety at NASA Headquarters, Washington DC, where he Spaceport Authority. Anderson was the founding Director of the Space from Baylor College of Medicine (1996). By establishing government-industry partnerships, the Commercial Orbital Transportation Services (COTS) program marked a change from the traditional way NASA had worked. Inset photos, right: The COTS program supported two U.S. companies in their efforts to design and build transportation systems to carry cargo to low-Earth orbit. (Top photo—Credit: SpaceX) SpaceX launched its Falcon 9 rocket on May 22, 2012, from Cape Canaveral, Florida. (Second photo) Three days later, the company successfully completed the mission that sent its Dragon spacecraft to the Station. (Third photo—Credit: NASA/Bill Ingalls) Orbital Sciences Corp. sent its Antares rocket on its test flight on April 21, 2013, from a new launchpad on Virginia’s eastern shore. Later that year, the second Antares lifted off with Orbital’s cargo capsule, (Fourth photo) the Cygnus, that berthed with the ISS on September 29, 2013. Both companies successfully proved the capability to deliver cargo to the International Space Station by U.S. commercial companies and began a new era of spaceflight. Federal Aviation Administration Commercial Space Transportation Advisory Committee COMSTAC October 30, 2008 Meeting Minutes COMSTAC Chairman Will Trafton convened the 48h meeting of the Commercial Space Transportation Advisory Committee (COMSTAC), at 8:31 a.m. The meeting was held at Federal Aviation Administration Headquarters in Washington, DC. He welcomed members and guests and acknowledged FAA Associate Administrator for Commercial Space Transportation Dr. George C. Nield, in the Office of Commercial Space Transportation (AST). He congratulated James Van Laak as the newly-selected FAA Deputy Associate Administrator for Commercial Space Transportation and acknowledged Hank Krakowski, Chief Operating Officer for the FAA Air Traffic Organization (ATO). Chairman Trafton announced the resignation of COMSTAC member Dr. John Logsdon in connection with his retirement from George Washington University. He acknowledged Dr. Logsdon’s outstanding contribution to the Committee during his 10- year membership. The Chairman also welcomed and introduced five new COMSTAC members, appointed by U.S. Secretary of Transportation Mary Peters on August 26th: Michael Lounge, Director of Business Development, Space Exploration Division, The Boeing Company; Brett Alexander, President, Personal Space Flight Federation; Michael Gold, Corporate Counsel and Director, Washington, D.C. NASA and the Commercial Space Industry Remarks on the Occasion of the X-Prize Cup Summit Michael D. Griffin Administrator National Aeronautics and Space Administration 19 October 2006 Thank you for inviting me to speak to you at this X-Prize Cup Summit. I want to congratulate Peter Diamandis and the other organizers of this event for bringing together this eclectic group. An insightful, and often all too apt, observation goes: “There are three types of people in the world. People who make things happen, people who watch things happen, and people who wonder what happened.” The group assembled here clearly fits into the first category, and so for my part, I’d like to spend some time with you this morning wondering what happened… More seriously, I believe this observation needs a fourth category, ahead of the three given above; first there must be the people who think about what ought to happen. These are the visionaries, and none of us would be here at this event today without them. So, I want to spend some time with you thinking about what needs to happen next. All of you here will be familiar with our new Commercial Orbital Transportation Services (COTS) demonstrations, being conducted under the framework of NASA Space Act Agreements. These landmark agreements are, truly, NASA’s most significant investment to date in attempting to spur the development of the commercial space industry. But let me say this at the outset: NASA can do even better in partnering with the commercial and entrepreneurial space sector in carrying out our nation’s Vision for Space Exploration. -

Section 2: Benefits to Respondent The X PRIZE Cup is designed to create an environment within which the public spaceflight industry can thrive. Our intent is to attract strong financial and public relations support to our spaceport partner to enable the development of a nucleus of commercial activity that will sustain rapid growth of this new sector. Examples of the benefits that our spaceport partner may gain include: 1. Worldwide Media Attention: Even prior to the first piloted X PRIZE Competition flights the X PRIZE has realized over 1.5 billion media impressions. The excitement surrounding the X PRIZE Cup is likely to generate even bigger public relations returns as multiple X PRIZE teams converge on a single site. The X PRIZE Foundation will bring to the competition its extensive relationships with the media, as well as a television partner who will promote and televise the competition. 2. Brand Building for Site and Facilities: Each year, the X PRIZE Cup and related events will increase the strength of the spaceport’s brand image as the premier site for public spaceflight. Just as Oshkosh is known worldwide for its air show, and Daytona and Indianapolis are known for auto racing, so too, the winning spaceport will gain global brand recognition as the place for public spaceflight. 3. High-tech Reputation: The site chosen for the X PRIZE Cup will become the world’s foremost experimental site for public spaceflight. These activities will enhance the site’s high-technology reputation and serve as a magnet for other high-technology industries. 4. Economic Impact: The area surrounding the X PRIZE Cup venue will see substantial economic impact as a result of the event. -

Environmental Assessment for Experimental Permits at 2007 X Prize Cup Department of Transportation Federal Aviation Administration Finding of No Significant Impact AGENCY: Federal Aviation Administration (FAA), Department of Transportation (DOT) ACTION: Finding of No Significant Impact SUMMARY: The Federal Aviation Administration (FAA) prepared an Environmental Assessment (EA) to evaluate the issuance of experimental permits to applicants proposing to participate in the Lunar Lander Challenge at the October 2007 X Prize Cup, which is to be held during the Holloman Air and Space Show at Holloman Air Force Base, New Mexico. The EA evaluated the potential environmental impacts associated with the proposed action and the alternatives to make an informed decision on whether to issue experimental permits. The scope of the proposed action is defined by activities associated with the issuance of the experimental permits regulated by the FAA under Title 49, United States Code (U.S.C.), Subtitle IX, Sections 70101-70121. After reviewing and analyzing currently available data and information on existing conditions and project impacts, the FAA has determined that issuing experimental permits to the applicants would not significantly affect the quality of the human environment within the meaning of the National Environmental Policy Act. Therefore, the preparation of an Environmental Impact Statement is not required, and the FAA is issuing a Finding of No Significant Impact. The FAA made this determination in accordance with all applicable environmental laws.
