Executive Summary

The Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP-AF) financed by Asian Development Bank (ADB) Ministry of Water Resources formally started on 1st July 2015 with the strategic objective to achieve sustainable O&M of the project through sharing the management of the water infrastructure with the stakeholders for improving economic growth and reducing poverty. The project will be completed by 30 June 2022 as per approved DPP.

The South-West Project-AF (Phase-2) contains total eleven (11) Sub-Projects among them nine (9) Sub-Projects for rehabilitation namely, i) Beel Sukunia, ii &iii) Daduria – Kandor Beel, iv) Alfadanga-Boalmari, v) Chatler-Fakurhat, vi) Kalidaskhali-Arpara, vii) Horai-River, viii) Bamankhali-Barnali, ix) Purulia-Charbhatpara and after care activities (WMO organizational support) for two(2) Sub-Projects (Narail sub-project & Cenchuri Beel sub-project) completed under South-West Project-Phase-1. An Integrated Water Management Plan (IWMP) for Arol Beel Sub-Project under Jashore district will be prepared under this project but will not be implemented under this project. Previously two IWMP of two sub-projects, namely Bamonkhali-barnali subproject under Magura and Narail district and Purulia Charbhatpara subproject under Gopalgonj district planned to be implemented under this project have been completed. The project aims at developing Integrated Water Resources Management (IWRM) system based on the strategy adopted for the additional sub-region in the Southwest areas of Bangladesh that covers 18 in six Districts of Mid-west (Faridpur) BWDB Zone. The Districts are Faridpur, Rajbari, Magura, Jashore, Narail and Gopalganj with a total envisaged coverage of 83,996 ha gross area to be implemented as per DPP. The area may be reduced due to omission of another sub-project namely Sonamukhi Banmandar, for which IWMP was planned because it was found during planning stage that actually the area is about 48,000 ha against 9070 ha listed in PAM and DPP, whereas the selection criteria suggest that the area of subproject is more than 14,000 ha as per selection criteria, and may not be possible to be included under the project

The sub-projects of SAIWRPMP (Phase-1 and Phase-2) may have some small and localized adverse environmental impact only during construction period which can be mitigated by adoption of appropriate mitigation measures proposed in the environmental management plan (EMP).

The sub-project areas under SAIWRPMP fall in the “Red category” according to the Environmental Conservation Act of 1995, and the Environmental Conservation Rule of 1997 of the Government of Bangladesh. Therefore, EIA/EMP studies of the sub-project areas have been completed and submitted to GoB authority (DoE) for endorsement.

This report covers major developments and achievements during the period July-December 2020.

1. Introduction

1.1 Background

The Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP) aims at the improvement of the performance of existing flood control and drainage/ irrigation (FCD/I) systems and to enhance the livelihoods of the affected rural people through (i) preparing participatory integrated water management plans (IWMPs) for the selected systems; (ii) delivering improved water management infrastructure and support services for agriculture, fishery development and gender & livelihood enhancement support activities; and (iii) strengthening institutions for sustainable O&M. The overall objective is to achieve sustainable O&M of the FCD/I scheme by sharing the management of the water control infrastructure with the stakeholders for better management and improved economic growth and reduced poverty in the area.

The South-West Project-AF(Phase-2) contains total eleven (11) Sub-Projects among them nine (9) Sub-Projects for rehabilitation namely, I) Beel Sukunia, ii & iii) Daduria – Kandor Beel, iv) Alfadanga-Boalmar,i v) Chatler-Fakurhat, vi) Kalidaskhali-Arpara, vii) Horai-River, viii) Bamankhali-Barnali (After completing IWMP) and ix) Purulia-Charbhatpara (after completing IWMP) alongwith after care activities (WMO organizational support) for two(2) Sub-Projects (Narail Beel & Chenchury completed under South-West Project-Phase-1. An Integrated Water Management Plan (IWMP) for Arol Beel Sub-Project under Jashore District will also be prepared under this project. The plan to prepare IWMP for Sonamukhi Banmandar is kept in abeyance because of its large area that would not fall under selection criteria for its actual very large size.

The project aims at developing Integrated Water Resources Management (IWRM) systems based on the strategy adopted for the additional sub-region in the Southwest areas of Bangladesh that covers 19 Upazilas in six districts, namely, Faridpur, Rajbari, Magura, Jashore, Narail and Gopalganj with a total envisaged coverage of 108,636 ha of cultivable land (gross area) (to be changed to 82,274 ha for possible replacing Sonamukhi-Banmandar sub-project if agreed by ADB and GOB). 1.2 Subproject areas

The project entails implementation of seven IWRM plans outlined in Feasibility Studies that have been prepared in 2013. The total gross area of seven subprojects is 63,058 ha (net 49,425 ha). These seven FCD/I schemes are:

i. Beel Sukunia Subproject is located in Faridpur Sadar and Nagarkanda under ; ii. Daduria Beel Subproject is located in Boalmari Upazila under Faridpur District; iii. Kandor Beel Subproject is located in Boalmari Upazila under Faridpur District; iv. Alfadanga-Boalmari Subproject is located in under Faridpur District; v. Chatler-Fakurhat Sub-project is located in Sadarpur and under Faridpur District; vi. Kalidaskhali-Arpara Sub-project is located in Shalikha Upazila under Magura District; vii. Horai River Subproject is located in Rajbari Sadar, Baliakandi and under ;

In addition to the above seven subprojects, IWM studies are foreseen in four subproject areas covering a gross area of 45,578 ha (Net 32,849 ha cultivable area), [which will be changed] that will involve simple interventions like repair work of some structures and re-excavation of khals. These four subprojects are: i. Purulia-Charbhatpara Subproject, located in under Gopalganj District; ii. Bamankhali-Barnali Subproject, located in Narail Sadar Upazila under Narail District, and Shalikha and Magura Sadar Upazila under Magura District; iii. Arol Beel Subproject, located in Chougacha, Jessore Sadar and Jhikorgacha Upazila under Jessore District; iv. Sunamukhi-Banmander sub-project, located in Sarsha and Jhikorgachha Upazila under Jashore District (which may be replaced by other subprojects if agreed by ADB and GOB due to its large area 48,000 ha against the selection criteria of Maximum 14,000 ha net, deviating from selection criteria).

The IWM plans of only two of these sub-project areas will be implemented under Southwest-AF. Those are Purulia-Charbhatpara and Bamankhali-Barnali. The other two (Arol Beel and Sunamukhi-Banmander) will not be implemented under the ongoing project but may be implemented when funds are available from other Project.

The sub-projects of SAIWRPMP-AF may have some small and localized adverse environmental impact during construction period which can be mitigated by appropriate mitigation measures, to be proposed in the environmental management plan (EMP). The construction of new embankment and repair/renovation of existing embankments, as well as construction of new structures/regulators and repair/renovation of existing structures/regulators, have its associated environmental impacts that require due considerations during project design and implementation.

Furthermore, the project will formulate the TOR of Feasibility Study of Gopalganj project located in and of Gopalganj District suffering from drainage congestion mainly. The Feasibility Study of this sub-project has been completed. The gross area being 72,000 ha.

Lastly, the project will support the formation and activities of Water Management Organizations that have been established in Narail and Chenchuri Beel sub-projects during SW-Phase-1. A map of the subproject areas under Southwest Area Integrated Water Resources Planning and Management Project (SAIWRPMP) is shown in Figure 1 .

1.3 Environmental Category as per ADB Safeguard Policy Statement 2009

Project implementation has been progressing in compliance with the environmental requirements of ADB and national laws and regulations of Bangladesh. The project falls under Category B as per ADB Safeguard Policy Statement 2009. 1.4 Environmental Category of each subproject as per National Laws and Regulations

The project falls under Category ‘Red’ according to the Environmental Conservation Act of 1995 and the Environmental Conservation Rule of 1997 of Government of Bangladesh. In compliance, the project has already procured Environmental Clearance Certificate (ECC) from Department of Environment, Government of Bangladesh. 1.5 Project Safeguard Team

Project Implementation has started functioning in June 2017 after deployment of consultant team and all Civil Works are now in the implementation stage. The respective WB Divisions have been charged with monitoring the implementation of the Environment Management Plan (EMP). 1.6 Reporting Period

This report covers major developments and achievements during the period July– December, 2020. 1.7 Brief description of subprojects

The project has different categories of subproject areas. These are briefly described below.

1.7.1 Phase-1 subproject areas of Narail and Chenchuri Beel

The subproject areas of Narail (NSP) and Chenchuri beel (CBSP) and their interventions are briefly described below: The current project does not foresee any substantial construction works and focuses on capacity development of the WMOs established during phase-1 of the project. Hence, environmental monitoring does not apply to these areas. Narail subproject area Location and The area covers 31,600 ha (NSP) gross spread over the District of description Narail and Jashore (Final area 20,000 ha by reducting the area already taken up by LGED). Chenchuri Beel Subproject Location and The area covers 25,400 ha gross spread over the District of Narail . description (By deducting the area already taken up by LGED, the area comes to 20,000 ha). 1.7.2 Rehabilitation of water infrastructure and WMO development for Additional Financing Substantial civil works and formation, formation and development of WMOs and Subunit implementation plans (SIPs) have been prepared for these areas. Out of 23 SIPs formed, 19 nos. have been presented to the stakeholders for their endorsement. The remaining 4 are (i) Bamonkhali, (ii) Barnali (iii) Shahbad & (iv) Purulia –Charbhatpara. The concerned subproject areas and their planned interventions are briefly described below:

Environmental monitoring will focus on these sub-project areas.

Alfadanga-Boalmari Sub-Project

Location and The Alfadanga-Boalmari sub-project covers a gross area of 8,011 ha, of which description 6,632 ha is cultivated and the area is bounded by the Modhumoti River on the West & Chandana-Barasia river on the East. Administratively the sub-project is part of the Alfadanga and Boalmari Upazilas of the Faridpur district. The sub- project area is covered by (7) seven unions namely Alfadanga, Banai, Buraich, Gopalpur, Pachuria, Togorbandh of Alfadanga Upazila and Gunabahar union of Boalmari Upazila. FCD Project first 1972 completed Main Civil works  Rehabilitation of 5 regulators+1 new regulator planned  Rehabilitation of 6 inlet-outlet + 3 new inlet-outlet  Foot bridge/culvert new 2 nos  WMO building new 3 nos + 3 Arsenic free Tube-wells  Excavation of khals: 21.00 km  Re -sectioning embankment: 2.42 km + Retired Embankment 1.45km WMOs have to be 3 WMAs; 32 WMGs formed and their development is in progress. formed & developed Overall present  Civil works are going on and average progress Rehabilitation of regulator (5)- status of 100%, New regulator (1) -85%, Khal (16.51 km)-100%, New khal- 4.50 km implementation will start soon.  Fund for Land Acquisition already deposited to office of the DC,Faridpur and is being disbursed to the land owner phase by phase by DC office.  Resettlement plan has been prepared, payment by DC has partially complete (full payment could not be done because of legal issue like mutation problem). Cheques have been handed over to 57 nos. of the squatters on 15.12.2020  3 WMAs & 32 WMGs are formed, development process is going on.

Beel-Sukunia Sub-Project

Location and The Beel-Sukunia sub-project covers a gross area of 9,681 ha, of which 7,933 ha description is cultivated and the area is almost bounded by the Kumar river. Administratively the sub-project is part of the Faridpur Sadar and Nagarkanda Upazilas of the Faridpur district. The sub-project area is covered by (6) six unions namely Kaijuri,Greda,Gotti,Kanaipur, Atghar and Talma under Faridpur district. FCD Project first Late 1980s completed Main Civil Works  Rehabilitation of 2 regulators and 1 new regulator planned  Excavation of khals: 20 km  WMO building new 2 Nos + 2 nos. Arsenic free Tube-wells. WMOs have to be 2 WMAs; 40 WMGs formed and development is in progress formed & developed Overall present  2 WMAs; 37 WMGs are formed and, WMO development process is going on. status of  Civil Works progress of new regulator (1) 90%, khal (15.53 km) -100%, new implementation khal-2.275 km will start soon. WMG bldg. 2-100%. 30 nos. of Arsenic free drinking water Tube well installed.

Chatler-Fakurhat Sub-Project Location and The Chatler-Fakurhat sub-project covers a gross area of 10,268 ha, of description which 8,092 ha is cultivated and the area is bounded by the Kumar,Arial Khan & Bhubaneswar rivers. Administratively the sub-project is part of the Sadarpur & Bhanga Upazilas of the Faridpur district. The sub-project area is covered by (11) eleven unions namely Nurulgonj, Kaulibera, Tujarpur, Chandra, Gharua, Nasirabad, Manikdaha, Krishnapur, Hamirdi, Sadarpur & Dheukhali. Daduria-Kandor Beel Sub-Project Location and The Daduria Beel and Kandor Beel sub-project covers a gross area of description 3,301 ha, of which 2,388 ha is cultivated and the area is bounded by the Kumar river on the East and Chandana-Barasia river on the West. Administratively the sub-project is part of the Boalmari Upazila of the Faridpur district. The sub-project area is covered by three unions namely Boalmari, Chatul and Shekar. Horai River Sub-Project Location and The Horai River Scheme covers a gross area of 21,100 ha. Within this area there description are 4(four) LGED sub-projects namely Khordadapur WC sub-project (500 ha), Sub-project 4114 (600 ha). Sub-project 4121 (1000 ha) & Koldanga Bethulia WC sub-project (400 ha). In total LGED project covers 2500 ha. Hence, the net command area under present Horai River Sub-project is (21,100- 2,500) =18,600 ha, of which 13,764 ha is cultivable and the area is bounded by the on the north and Chandana –Barasia river on the West, local metal road in the South and East. Administratively the sub-project is part of the Rajabari Sadar, Baliakandi & Kalukhali Upazilas of the Rajbari district. The sub- project area is covered by (14) fourteen unions namely Khangonj, Chandoni, Mirzanpur, Banibaha, Alipur, Mulghar, Bashantapur & Ramkantapur unions of , Jamalpur, Baharpur, Islampur of , Ratandia & Modhupur unions of Kalukhali Upazila and Gazna union of Modhukhali Upazila. FCD Project first 1990s introduced Main Civil Works  Rehabilitation of 4 regulators and construction of 1 new regulator planned  Check structures: 1 new  Foot Bridge new 2 Nos  WMO Building new 4 Nos + 4 nos. Arsenic free Tube-well.  Bituminous carpeting road 0.707 km  Re-excavation of Khals: 56.69 km WMOs have to be  4 WMAs; 53 WMGs formed & developed Overall present status  52 WMGs are formed, and are in development process. WMA formation is of implementation going on.  Civil Works: WMG bldg. 2-100%, khal (9.77 km)-100%, 45.119 km-80% and 1.80 km and LCS khal (22.50km) starts soon.

Kalidaskhali-Arpara Sub-Project Location and description The Kalidaskhali-Arpara sub-project covers a gross area of 13,197 ha, of which 10,616 ha is cultivated and the area is almost bounded by the Fatki river on the North-East and on the East-West sides. Administratively the sub-project is part of the Salikha Upazila of the Magura district. The sub-project area is covered by (5) five unions namely Talkhari, Dhaneshworgati, Arpara, Shatokhali, Bunagati of Salikha Upazila. FCD Project first introduced 1993 Main Civil Works planned  Rehabilitation of 6 regulators and 1 new regulator  Inlet-outlet structures: rehabilitation 2 and 2 new  Check structures: 1  WMO building new 4 nos + 4 nos. Arsenic free Tube-well.  Excavation of khals: 46 km  Re-sectioning embankment: 13 km+13 km Bituminous carpeting road WMOs have to be formed & 4 WMAs; 37 WMGs developed Overall present status of  4 WMAs; 37 WMGs are formed and development process is going implementation on.  Civil Works: Regulator-80%, Rehab of regulator 6-100%, 3 work going on. Khal (37.93 km) – 100%, khal(8.14m) -80%

Bamonkhali - Barnali Sub-Project Location and The Bamonkhali-Barnali sub-project covers a gross area of 16,800 ha, of which description 13,500 ha is cultivated and the project area bounded by the Fatki & Chitra river on the West and in the East. Administratively the sub-project is part of the Magura Sadar and Salikha Upazila of the Magura district also part of Narail Sadar upazila of Narail District. The sub-project area is covered by Ten (10) unions among them 7(seven) unions are from Biroil-Palita,Chaulia,Gopalgram,Jagdal,Kuchiamora and Satrajitpur under Magura Sadar Upazila , Gangarampur union under Shalikha Upazila and all are in Magura District lastly Three (3) unions Viz Habakhali, Maijpara & Shahabad union under Narail District. 1.7.3 IWM/ Feasibility studies The Project already prepared IWM Plan for the subproject areas of Purulia-Charbhatpara, and Bamankhali-Barnali. According to that IWM plan civil works and formation of WMOs are going on in the field. The project will also prepare IWM Plan for Arol Beel through arranging public consultation meeting concerning 8 Unins and which will not be implemented under the project. Lastly, a drainage study covering two Upazilas namely Tungipara and Kotalipara under Gopalganj District for which Feasibility study reports have been prepared. Implementation is not foreseen under the project. It is therefore, premature to include this sub-project areas in the present report. 1.8 Monitoring Requirements

The subprojects of SAIWRPMP-AF are classified as “category B” for environmental project classifications as per ADB guidelines, and ‘Red’ as per Department of Environment, Government of Bangladesh. So, following ADB categorization, implementation of the subprojects required Initial Environmental Examination (IEE) including Environmental Management Plan (EMP) which has been prepared. Results of these IEEs/EIA/EMPs concluded that, some Civil Works will have some minor and localized adverse environmental impacts during implementation. However, all efforts will be undertaken for maintaining the Environment, Health and Safety (EHS) standards for workers and work sites. The assessed impacts are insignificant, and temporary in nature, and these can be mitigated to an acceptable level by proper implementation and monitoring of the proposed EMPs. According to monitoring requirements, Environmental Monitoring Reports (EMR) shall be submitted on semi-annual and annual basis. 1.9 Changes in project scope

There is no change in project scope or adjusted environmental safeguard measures for the project. So far, no adverse environmental scenario did arise or has been observed in any of the sub- project construction sites that would need any correction in the proposed environmental management plan or formulation of a changed and/or revised management plan. Neither, any failure in the time frame of preparation and completion of EMP implementation is likely. However, corrective action plan/s will be adopted in case of any unexpected scenario would develop.

2. Compliance with National Statutory Environmental equirements

The approval of DOE of the EIA for the project is given as Appendix A. The Project Environmental Clearance Certificate (ECC) procured from Department of Environment of Government of Bangladesh. Documents are presented in Appendix B.

4.2 Major Environmental Activities During the period July-December, 2020

The Following major environment-related activities have been carried out during the period from July-December, 2020: 4.2.1 Environmental Field Level Monitoring, Training and motivation During the reporting period field visits were conducted to various working sites of Kalidashkhali-Arpara and Beel Sukunia sub-projects for monitoring the Environmental, Health and Safety (EHS) qualities along with COVID-19 issues. During these field visits discussions were carried out at work sites with workers, Contractors’ representatives and BWDB Engineers (XEN, SDE/AE and SO) for enhancement of EHS requirements/qualities and thus aware and motivate them accordingly. Discussions were also made with all concerned for enhancement of awareness for COVID-19 along with adoption of the steps to be undertaken against Infection of COVID-19 at all work sites Registers for recording EHS compliance/non-compliance were maintained (and signed by responsible agencies) at work sites and for monitoring the gradual improvement of EHS qualities. It was observed that there was gradual improvement of EHS qualities at all work sites with time in general. Actually, limited training on environmental issues has been carried out during the reporting period (July-December, 2020) mainly due to outbreak and continuation of COVID-19 pandemic, a total of 15 batches “Environmental Sub Committee members of WMG” were imparted training. The number of participants were 375 nos., among them 216 were male and 159 were female. They were trained on “Good agricultural practices for safe fruits and vegetables”. The training contributes to impact positively. In the training insecticides were discouraged in production process which help reduce environmental pollution created by the pesticides. Integrated Pest Management (IPM) is the main tool for protection of crops. Thus, this training creates positive impact to the environment. They were also taught how to produce organic fruits and vegetables using no chemical fertilizer. 4.2.2 Preparation of IEE Report of Arol Beel Work for preparation of Initial Environment Examination (IEE) report has been submitted after finalization by collection of all primary data/information from field and secondary data/information from concerned Upazila and union level offices included in the sub-project area. 4.2.3 Preparation of Semi-annual Environmental Monitoring Report The Semi-annual Environmental Monitoring Report for the period July-December, 2020 has been prepared that included various activities related to environment during the period from July to December, 2020.

4.2.4 Establishing Fish Sanctuary in South-West Area Integrated Water Resource Planning and Management Project-Additional Finance (SAIWRPMP-AF) SAIWRPMP-AF has started to establish Fish sanctuary in order to protect local fish and increase fish production. This will also serve the purpose of local fishing safeguarding the fisher’ interest. Establishing fish sanctuary in SAIWRPMP-AF includes the participation of WMA and WMG members for enhancing their livelihood condition in addition to saving the threatened fish species and thus enriching the bio-diversity. For establishing a fish sanctuary, a pollution -free perennial water body (river or deeper part of beel/canal) needs to be selected, where current/water flow is less and which will not interfere any navigation route. The minimum area of a fish sanctuary should be 400-500 square meter in case of beel and canal, where fishing will remain restricted for 3-4 years. 4 nos. of fish sanctuary planned to be established in the areas under SAIWRPMP-AF as proposed till now. Details of the proposed sanctuaries are briefed below: Fish Sanctuary in Narapati khal The fish sanctuary of Narapati khal is located in the Kalidaskhali-Arpara sub-project, has an area of 2-2.5 hectares. It is a perennial undisturbed water body. It is a suitable shelter for breeding of indigenous fish species e.g. Shole, Gazagr, Taki, Shing, Magur, Shorputi, Koi, Guchi baine, Tara baine, Boal, Kholisha, Tengra, Puti etc. The Narapati khal has connection with River Fatki in one side and with vast Narapati beel in the other side. The depth of water in the Narapati khal during dry season is about 5 feet (1.5 meters). Fish Sanctuary in Boyra khal The fish sanctuary jn Boyra khal is located in villages Boyra and Hazradi within the area of Kalidaskhali- Arpara sub-project. It has an area of 2.00 hectares. The khal is breeding, feeding, rearing location and shelter of indigenous fish species including Koi, Khalisha, Taki, Shole, Punti, Tengra, Boal, Meni, Baine, Chingri, Shing, Magur etc. The Boyra khal has connection with River Chitra and the vast Boyra floodplain. The khal has perennial depth of 4-5 feet (1.2-1.5m). Fish Sanctuary in Chapai beel

The fish sanctuary in Chapai beel is located in Beel Sokunia sub-project having an area of 2 to 3 hectares. It will be established for conservation of the threatened indigenous mother fish species. The species include Shole, Gozar, Taki, Shing, Punti, Tengra, Koi, Kholisha, Baem, Rui, Catla, Chingri etc. Capai beel is perennially inundated having a depth of 4-5 feet (1.2-1.5 meters) during dry season. Horai beel is perennially inundated having a depth of 4-5 feet (1.2-1.5 meters) during dry season. It is connected with the Joyjhap khal which is connected with River Kumar, although during rainy season the beel becomes connected with a vast area of Beel Sukunia. Out of 4 sanctuary areas, only in 2 sanctuary places (Chapai beel and Horai beel), fingerlings have been released by the project to increase the capture fish production as well as increase the income of the local WMG members. Stocking committee were also formed to maintain the activities properly as well as to avoid the social conflict. It may be noted that establishing sanctuary will be helpful to protect aquatic flora and fauna specially the endangered and threatened fish species.

For the purpose, the Community Facilitators (CFs) have been trained (2 days’ duration) by an experienced NGO namely Environment and Population Research Center (EPRC) on technology to carry out the test of Arsenic of HTW water. Renewal of DOE’s ECC and Status on relevant GOB permits (such as NOC from different line departments, local authorities DOE has issued the Environmental clearance certificate (ECC) for SAIWRPMP-AF. It has also been renewed upto 27.7.2019 (Letter annexed below) . For renewal of DOE’s ECC for the years 2019-2020 and 2020-2021 application has been made, which is delayed due to non-deposition of renewal fee as caused by non-availability of Project Director in place. Moreover, Memorandum of understanding has been signed with Department of Agriculture Extension and Local Government Engineering Department for rendering their assistance and cooperation in proper implementation of the project. APPENDIX-D

Procedures for Environmental Monitoring Activities related to Environmental Compliance Monitoring in Southwest Area Integrated Water Resources Planning and Management Project, Additional Funding (SAIWRPMP-AF)  In order to ensure environmental compliance in the work sites, the Contractor shall complete the respective environmental checklists (see attachment) through observation of Environment, Health and Safety (EHS) levels at worksite, and submit them to concerned SDE/ AE of BWDB on monthly basis. He (SDE/ AE) will scrutinize the checklists and add his observations/ comments. He will follow-up with the Contractor as/when required.

 The SDE/AE will file the completed and commented checklists, as evidence of environmental compliance and for clearance of final payment of the contractor.

 Environmental/Safeguard specialist, ISPMC, will check whether the contracts have an environmental clause, and scrutinize the filled-in checklists for assessment of the status of environmental compliance level of various work sites.

 Regularly, and on sample basis, Environmental/Safeguard specialist will visit various worksites (particularly for new constructions and bigger repairs) to monitor and cross check the environmental compliance level of the contractors and workers. He will also advise on any improvement of EHS qualities during field visit as/ when required.

 The Environmental/ Safeguards Specialist will report any major deficiencies in EHS compliance to the concerned SDE/AE and DTL of ISPMC. Minor issues will be discussed with the concerned SDE/AE only.

 The Environmental/Safeguard specialist will prepare the Semi-annual environmental monitoring report that will pertain to compliance with EHS requirements in the SAIWRPMP-AF.
