Modify Toy Road TIF Boundaries VILLAGE OF OBETZ RECORD OF ORDINANCES ORDINANCE: 12-16 PASSED: AN ORDINANCE AUTHORIZING THE VILLAGE TO ENTER INTO A LEASE AGREEMENT WITH N.A. RUGBY UNION, LLC ON BEHALF OF THE OHIO PRO RUGBY TEAM AND DECLARING AN EMERGENCY WHEREAS, professional rugby is starting in the United States; and, WHEREAS, N.A. Rugby Union LLC desires to locate the Ohio Pro Rugby Team in Obetz; and, WHEREAS, home games will be played in Memorial Park on the existing fields; and, NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF OBETZ, OHIO, THAT: Section 1: Council authorizes the Village Administrator to enter into a lease agreement, in a form approved by the Law Director, with N.A. Rugby Union LLC for the use of Obetz’ facilities. Section 2. This Ordinance is hereby declared to be an emergency measure, necessary for the preservation of the public health, safety and welfare, such emergency arising from the need to execute the contract prior to the start of the rugby season; WHEREFORE, this Ordinance shall take effect and be in force from and after its passage. CEO Report (Nigel Melville) Q1 Activities included: • National Development Summit - kicked off the year with an excellent summit bringing together multiple stakeholders for a weekends meetings, presentations and a dinner for 500 on the Saturday evening. • RWC site meetings and World Rugby visit – Philippe Boudarias from World Rugby met with USAR, Giants Enterprises and visited the stadiums, hotels etc..Monthly calls and meetings planned for later in the year. • Americas Rugby Championship – This was a major initiative driven by USA Rugby and a significant success across the Region. 15 international games in 5 weeks across the region, good crowds, media and broadcast. Something to build on for 2017. ARC will meet in June to discuss the 2016 tournament and finaliZe 2017. Added positives, America’s referees and match officials. All games were broadcast/live-streamed on ESPN 3 or local channels. • Las Vegas Sevens – a good event once again, attendance stable, approx. 70,000 over the 3 days of competition. World Rugby report rated the tournament as a 7.5/10, about average for the Series. The greatest concern remains the width of the field and the Reg 22 surface. The turf will be re- tested to assess how it can be improved for next year’s event. • Eagles XV’s Men (5 games) – ARC placed second with 2 home wins and a draw followed by 2 losses on the road in South America (BraZil and Uruguay).

ABSTRACT This thesis explores the influence of foreign players on the transformation of Japanese rugby over the last three decades. Foreign players first had an impact in company league teams and, more latterly, have also played with distinction in the Japanese national team. Using historical materials and interview data with players, coaches and administrators, I show how the game of rugby in Japan has developed, and consider aspects of the relationship between migrant players and the Japanese game. I follow the actors through the shift from the amateur to the professional period, and describe the impact on Japanese rugby of foreign players and coaches. In the first chapter, I describe the establishment and historical development path of rugby in Japan. The game has incorporated aspects of Japanese styles of organisation, playing techniques and philosophies. Until the 1980s, high school and university rugby was the most popular form of the game, but after then, rapidly-developing company rugby became the predominant domestic form of the game. The company game's latest iteration, launched in 2003, is the Top League, and in it, labour relations have become more professional. Chapter Two describes the influence of foreign players in company teams, looking in particular at migration trends, eligibility rules and labour relations.
