1. RADNOR HIGH SCHOOL WRESTLER TOM MEYERS SETS NEW SCHOOL RECORD FOR ALL-TIME CAREER WINS

FOR INFORMATION:

Radnor High School senior wrestler Tom Meyers is now the all-time career wins leader for Radnor's wrestling team. He earned his record- breaking 109th win on Jan. 28 with a 3-1 victory against Springfield's Joey Sciarrino.

As of Feb. 14, Tom was 33-0 with a career win-loss mark of 114-15. The top seed in the Central League Wrestling Tournament earlier this month, Tom took home gold in the 170-pound weight class. He swept through the tournament’s three rounds, pinning his first round opponent in just 50 seconds.

Tom has finished first in each of the last four Radnor Holiday Wrestling Tournaments, joining older brothers John (Class of 2009) and Bob (Class of 2011) for a total of 10 first-place finishes in 10 appearances in the BOARD MEETING AGENDA FEBRUARY 24, 2015

Radnor tournament. Combining Tom's career record with Bob’s (104-14) and John’s (80-13), the three Meyers brothers are 298-42 at Radnor.

The record for all-time wrestling wins at RHS was previously held by Randall Braunfield, who wrestled for the University of Pennsylvania following his tenure at RHS more than 20 years ago.

The Superintendent, along with the Board and the Radnor community, congratulates Tom, his parents and his coaches, on this outstanding accomplishment.

2. RADNOR HIGH SCHOOL BOYS’ AND GIRLS’ SWIMMING/DIVING TEAMS FINISH SEASONS UNDEFEATED TO WIN CENTRAL LEAGUE CROWNS; BOYS’ COACH TOM ROBINSON EARNS 300TH CAREER WIN

FOR INFORMATION:

The Radnor High School boys’ and girls’ swimming/diving teams each completed their respective seasons with an 11-0 record to earn first place finishes in the Central League. The undefeated seasons included both teams beating in the same season for the first time since 1990.

Tom Robinson, the coach of the boys’ swimming team since 1984, also earned his 300th win on January 28 with a 97-80 decision over Penncrest. During Mr. Robinson’s tenure, Radnor won a state championship in 2002, ten District 1 championships and six Central League championships. The team also placed second in states in 2003 and 2006.

The teams continued their success on February 13 and 14 in the Central League Championships, with swimmers and divers on both squads winning or placing in individual and team events.

6. REQUEST APPROVAL OF TAX ASSESSMENT APPEAL

The District Solicitor recommends the settlement of the Tax Assessment Appeal of Folio Number 36-03-01629-00 at an assessed value of $1,491,600 for all applicable tax years.

RECOMMENDATION:

That the Board approve the settlement of the foregoing Tax Assessment Appeal as recommended by the solicitor.

7. REQUEST TO AUTHORIZE SUBMITTAL OF PLANCON PART K – PROJECT REFINANCING – SERIES B of 2014

In November of 2014 the District undertook the issuance of Series B 2014 in order to refund the District’s General Obligation Bond Series A 2007. It is necessary to submit PlanCon Part K – Project Refinancing to the Pennsylvania Department of Education (Attachment #1).

RECOMMENDATION:

That the Board authorize the District to submit PlanCon Part K – Project Refinancing to the Pennsylvania Department of Education in order to continue reimbursement on a project previously approved.

8. REQUEST TO APPROVE A LETTER OF ENGAGEMENT FOR LEGAL SERVICES

Attorney Michael Hanlon of the firm Buchanan Ingersoll & Rooney PC has been selected to represent the District in connection with labor negotiations.

RECOMMENDATION:

That the Board approve Administration engaging Buchanan Ingersoll & Rooney PC for the purpose of collective bargaining negotiations. Hours billed by Michael Hanlon, or other attorneys working with the District from Buchanan Ingersoll & Rooney PC, as recommended by Mr. Hanlon and as approved by Administration, will be at $325 per hour.

9. ACCEPTANCE OF GRANTS AND DONATIONS

Pursuant to Board Policy #702 on GIFTS, GRANTS, DONATIONS, the Board of School Directors appreciates grants offered by individuals, businesses and community organizations that enhance or extend the programs in the schools. The Board has the authority to accept grants, gifts and donations made to

10. REQUEST TO DISPOSE OF OBSOLETE EQUIPMENT

The Administration requests that the Board approve the disposal of obsolete equipment in accordance with Board Policy #706.1, “Disposal of Books, Equipment, and Supplies” as follows:

11. SOLICITOR REQUEST FOR RATE REVISION

At the January 27, 2015 Board Business Meeting the Board approved the reappointment of Mr. Kenneth A. Roos, Esquire and the firm of Wisler Pearlstine, LLP of Blue Bell, PA to serve as District Solicitor effective February 1, 2015 through January 31, 2016 under the same terms as currently exist with no increase in retainer or hourly rate. The Solicitor is requesting a revision to the approved rates to include a law clerk at $100/hour. The law clerks are current or graduated law students who have not yet passed the bar and are used only for research and writing in lieu of using a junior associate at $155/hour.

That the Board approve additional rate for law clerk at the hourly rate of $100.

Board Policy #121, Student Trips, requires that the Board of School Directors approve all overnight trips. Final authorization for the trip is reserved for the Superintendent or Superintendent’s designee, and the Business Administrator who have determined that all conditions of Policy #121 have been met. 17. REQUEST TO RECOGNIZE AND HONOR VETERANS, ACTIVE MEMBERS OF THE MILITARY AND SENIOR CITIZENS BY ENCOURAGING THEIR ATTENDANCE AT DISTRICT EVENTS AND WAIVING ADMISSION FEES

The RTSD Board of School Directors, employees of the school district, and the greater Radnor Township community members recognize and appreciate the benefits to our students and the entire community by having veterans, active members of the military, and senior citizens attend school district events. Veterans and active members of the military are essential to maintaining the safety, well-being and freedoms enjoyed by our community and throughout the United States. Additionally, we all benefit from the immeasurable and too-often tragic sacrifices made on our individual and collective behalf. Also, senior citizens have made countless and varied contributions to our students, community and country during the course of their lives and their presence at school events is a source of inspiration for students and adults alike. The presence of these valued individuals at district events enriches the experience for our students and all other attendees and strengthens our school district and the Radnor community in general.

RECOMMENDATION:

That the RTSD Board of School Directors approve and direct that administration revise the Schedule of Fees, as required by School Board Policy No 904, Public Conduct at School Events, and develop any procedures as necessary to allow for and encourage veterans, active members of our military and senior citizens to attend school events with no admission fee.

18. APPROVAL OF AGREEMENT WITH COMMUNITY YOUTH SPORTS GROUPS

At the December 16, 2014 School Board business meeting, the Board approved action item #19 to resurface and extend Encke Field at Radnor High School, based upon a use agreement being developed with the youth sports group representatives. The approval was also contingent upon the Board finding no environmental reason that would preclude extension of the field. Subsequent to that meeting, the administration and the youth sports group have come to a mutually acceptable agreement based upon the Board’s authorization. The District Administration has found no environmental findings that would be prohibitive to extension, and has asked the Radnor Township Environmental Advisory Committee (EAC) to review its 2008 findings made when Prevost Field was converted to artificial turf, in this regard, to consider whether the extension would alter the findings made at that time.

RECOMMENDATION:

That, at the recommendation of the Facilities Committee, the Board approve the agreement with the community youth sports groups, contingent upon the assent of the EAC at its February 26, 2015 meeting.
