No part of this case can be reproduced, stored or used without the written permission of the author and the Asia Pacific Economic Cooperation. © 2007 APEC Secretariat 174 Case Study: Peru 1 Executive Summary The case is based on a Peruvian company called FORZA S.A. which offers Corporate Security Services and its inclusion program for people with disabilities. This program which is focused on the thematic area of human development of people with disabilities, is one of several CSR activities undertaken by the FORZA Social Responsibility Association and consists of offering positions as operators in the Information and Control Center (CIC). Because FORZA is a service company, its employees (or “collaborators”) are an important part of the supply chain since they are the suppliers of the services that FORZA offers its clients. Thus through its “Different Abilities” program FORZA applies CSR concepts in its supply chain by encouraging people with disabilities to become part of the company, and offering them the opportunity to develop themselves and to grow professionally. -

Capacidad y estrategia en la reforma del régimen pensionario en el Perú 47 Capacidad y estrategia en la reforma del régimen pensionario del Decreto Ley N° 20530 o «cédula viva» en el Perú Carlos Alza Barco y Henry Dyer Cruzado* Pontificia Universidad Católica del Perú, Lima Resumen El régimen pensionario de servidores públicos denominado «20530» o «cédula viva» causaba severos daños fiscales al Estado peruano hasta su reforma en el año 2004. Dicha reforma cobraba especial dificultad debido a que un conjunto de altos funcionarios y ex funcionarios del Estado se encontraba como beneficiario de élite de dicho régimen. En el presente artículo, exploramos el proceso de aprobación de esta reforma, liderado por una agencia del Poder Ejecutivo, identificando como factores clave de éxito la capacidad que ella demostró y la puesta en práctica de una estrategia de visibilización. FORMER PERUVIAN PRESIDENT ALBERTO FUJIMORI'S EXTRADITION PROCESS Patricio Noboa* I. INTRODUCTION "gAlguna duda, ingeniero? ZMe van a enmarrocar?... No, eso no ocurrird" ATURDAY, September 22 of 2007, 5:12 p.m., Peruvian time. After seven years of exile, Alberto Fujimori, Peru's strongman president from 1990 to 2000, returns to Peru. 2 This historical event takes place one day after the Chilean Supreme Court's long-anticipated deci- sion granting the Peruvian government's request to extradite Mr. Fujimori so that he can be prosecuted in Peru for claims of crimes against humanity and corruption, which allegedly took place during his time in office.3 Former President Fujimori's controversial career is an issue that has divided the Peruvian opinion. To his supporters, Mr. Fujimori is the man who saved Peru "from the twin evils of terrorism and economic col- lapse."'4 Thus, he is remembered with gratitude by some of the Peruvian population for "crush[ing] the Shining Path guerrillas, stabili[zing] the economy' 5 by overcoming hyperinflation, and "buil[ding] schools and *Patricio Noboa received his Bachelor in Law from the School of Law and Political Science at the University of Lima in Lima, Peru, and his Masters of Law in Com- parative and International Law from the Dedman School of Law at Southern Methodist University. -

The Secretary-General has the honour to circulate to the Council and Members of the League the following communication, dated January 20th, which he has received from the Government •f Peru, Sir, You have brought to the notice of my Government, and to the Members of the Council of the League of Nations, the letter sent you by the Colombian Government on January 2nd concerning the situation at LETICIA. In conformity with instructions just received, I have the honour to transmit to you the requisite details concerning the events which occurred in this town and the present divergencies between Peru and Colombia. The occupation of LETICIA by a group of Peruvians on September 1st, 1932» and the expulsion of the Colombian authorities is the origin of the present dispute. LETICIA, a port on the river Amazon, was founded by Peruvians more than a century ago. It has always been inhabited by Peruvians, but was ceded to Colombia under the Salamon-Lozano Treaty which, in I9 2 8 , fixed the frontier between the two countries. The accusations brought by the Colombian Government against the assailants are absolutely unfounded. LADB Article Id: 51166 ISSN: 1060-4189 Peruvian Campesino Protets Against U.S. Trade Agreement Turn Fatal by LADB Staff Category/Department: Peru Published: 2008-03-14 Campesino protests in Peru resulted in at least four deaths and hundreds of arrests in February as agrarian groups called for the government of President Alan Garcia to mitigate the effects of the recently passed free-trade agreement (FTA) with the US. Peruvian farmers calling for state subsidies, lower prices for fertilizers, and a halt to bank seizures of farms clashed with police, leading the government to declare a state of emergency in eight coastal departments. Garcia's Interior Minister Luis Alva Castro testified before Congress that the Policia Nacional de Peru (PNP) were responsible for the deaths, and he rejected opposition demands that he resign. The protests overshadowed the meeting of the Asia Pacific Economic Cooperation (APEC) forum then underway and led the Peruvian government to strike the city of Cuzco from the list of APEC "subseats," or cities designated as meeting sites for the group. -

OSAC encourages travelers to use this report to gain baseline knowledge of security conditions in Peru. For more in-depth information, review OSAC’s country-specific page for original OSAC reporting, consular messages, and contact information, some of which may be available only to private-sector representatives with an OSAC password. Travel Advisory The current U.S. Department of State Travel Advisory at the date of this report’s publication assesses Peru at Level 2, indicating travelers should exercise increased caution. Do not travel to the Colombian border area in the Loreto Region due to crime, or the area in central Peru known as the Valley of the Rivers Apurimac, Ene, and Mantaro (VRAEM) due to crime and terrorism. Overall Crime and Safety Situation Crime Threats The U.S. Department of State has assessed Lima as being a CRITICAL-threat location for crime directed at or affecting official U.S. government interests. According to the Peruvian National Police (PNP), crime increased 13% in 2019. Foreign residents and visitors may be more vulnerable to crime, as criminals perceive them to be wealthier and more likely to carry large amounts of cash and other valuables on their person. However, this uptick in crime has affected Peruvians and foreigners alike. The most common types of crime in Lima and many parts of the country include armed robbery, assault, burglary, and petty theft. Crimes can turn violent quickly, and often escalate when a victim attempts to resist. -

It argues that the industrial bourgeoisie has been undergoing a rapid and dynamic process of economic development and political formation in the period since the reforms of 1968 which reduced the power of the landed oligarchy. The experience of the Garcia government (1985-1990) is used as a case study to illustrate the changing role of industrialists in the Peruvian development process. The Garcia government, a populist government with reformist tendencies and redistributive objectives, nonetheless attempted to forge an alliance with the industrial bourgeoisie as part of its heterodox economic strategy. -
