The mission of the Agency is to safeguard the health, welfare, and value of American agriculture and natural resources. Together with its stakeholders, APHIS promotes the health of animal and plant resources to facilitate their movement in the global marketplace and to ensure abundant agricultural products and services for U.S. customers. APHIS strives to assure its stakeholders that it is on guard against the introduction or re-emergence of animal and plant pests and diseases that could limit agricultural production and damage export markets. At the same time, APHIS also monitors and responds to potential acts of agricultural bio-terrorism, invasive species, diseases of wildlife and livestock, and conflicts between humans and wildlife. The Agency also manages and resolves sanitary (animal) and phytosanitary (plant) trade barriers and addresses certain issues relating to the humane treatment of animals. Finally, APHIS ensures that biotechnology-derived agricultural products are safe for release in the environment. APHIS’ mission is carried out using three major areas of activity, as follows: Safeguarding and Emergency Preparedness/Response In addition to APHIS’ domestic monitoring, APHIS monitors animal and plant health throughout the world and uses the information to set effective agricultural import policies to prevent the introduction of foreign animal and plant pests and diseases. APHIS and the Department of Homeland Security cooperate to ensure that these policies are enforced at U.S. ports of entry. These policies prevent the entry of many invasive pests, including crop, pollinator, woodland, and livestock pests. APHIS also develops and conducts pre-clearance programs to ensure that foreign agricultural products destined for the United States do not present a risk to U.S. agriculture. The Agency engages in cooperative programs to control pests of imminent concern to the United States and to strengthen foreign plant protection and quarantine organizations. APHIS certifies plants and plant products for export to other countries and regulates imports and exports of designated endangered plant species. Should a pest or disease enter the United States, APHIS works cooperatively with other Federal, State, and industry partners to conduct animal and plant health monitoring programs to rapidly determine if there is a need to establish new pest or disease management programs. APHIS, in conjunction with States, industry, and other stakeholders, protects American agriculture by eradicating harmful pests and diseases or, where eradication is not feasible, by minimizing their economic impact. The Agency monitors endemic pests and diseases through surveys to detect their location and through inspection to prevent their spread into non-infested parts of the country. The Agency maintains a cadre of trained professionals prepared to respond immediately to potential animal and plant health emergencies. Program personnel investigate reports of suspected exotic pests and diseases and take emergency action if necessary. To facilitate these efforts, APHIS develops pathway studies and thoroughly investigates outbreaks to determine the origin of animal and plant pests and diseases and the most appropriate response actions to take. APHIS also actively engages State, Tribal, and local governments, and industries to advance their emergency preparedness and response capabilities. Through its Wildlife Services program, APHIS protects agriculture from detrimental animals through identification and demonstration of the most appropriate methods of control. APHIS also develops methods to control animals and pests that are detrimental to agriculture, wildlife, and public safety. The Agency’s regulatory structure brings the benefits of genetic research to the marketplace, while protecting against the release of potentially harmful organisms into the environment. APHIS also conducts diagnostic laboratory activities that support the Agency’s veterinary disease prevention, detection, control, and eradication programs. The Agency also provides and directs technology development in coordination with other groups in APHIS to support plant protection programs of the Agency and its cooperators at the State, national, and international levels. 20-1 Safe Trade and International Technical Assistance Sanitary (animal) and phytosanitary (plant) (SPS) measures implemented by U.S. trading partners can have a significant impact on market access for the United States as an exporter of agricultural products. APHIS plays a central role in resolving technical trade issues to ensure the smooth and safe movement of agricultural commodities into and out of the United States. This is done through negotiating access to new markets, preserving existing markets, and expanding existing markets. APHIS’ role is to negotiate animal and plant health certification requirements, assist U.S. exporters in meeting foreign regulatory requirements, ensure requirements are proportional to risk without being excessively restrictive, and provide any necessary technical information to support the safety of U.S. agricultural products destined for foreign markets. APHIS helps to protect the United States from emerging animal and plant pests and diseases while meeting obligations under the World Trade Organizations SPS agreement by assisting developing countries in improving their safeguarding systems. APHIS collaborates with other Federal agencies including the Foreign Agricultural Service, the U.S. Agency for International Development, the State Department, and the Office of the U.S. Trade Representative, to implement technical and regulatory capacity building projects with shared resources. APHIS develops and implements programs designed to identify and reduce agricultural pest and disease threats while still outside of U.S. borders, to enhance safe agricultural trade, and to strengthen emergency response preparedness. The bark beetle fauna of the Maltese Islands is reviewed, based on literature records and examination of collected material. A total of twenty-one species have been recorded of which seventeen species represent new records from the Maltese archipelago. These include Hylurgus micklitzi, Kissophagus hederae, Phloeosinus thujae, Liparthrum mori, Scolytus amygdali, Scolytus rugulosus, Scolytus sulcifrons, Pityogenes calcaratus, Orthotomicus erosus, Thamnurgus characiae, Coccotrypes dactyliperda, Crypturgus cylindricollis, Crypturgus numidicus, Xyleborinus saxesenii, Hypocryphalus scabricollis comb. nov., Hypothenemus eruditus and Hypothenemus leprieuri. The earlier citation of Scolytus scolytus is incorrect and should refer to S. sulcifrons whereas the citation of Cryphalus piceae is definitely incorrect due to the absence of its host-plants in Malta. Additionally, two species, Xyleborus ferrugineus and X. volvulus were collected alive on logs originating from Tropical Africa and intended for the timber industry. INTRODUCTION The Scolytidae, commonly referred to as bark beetles comprise some 6,000 described species world-wide (BRIGHT & SKIDMORE, 2002; KNÍŽEK & BEAVER, 2004). Most species breed in woody plants where they feed most commonly on the phloem, however few species are known from other plant parts, such as seeds, cones, fruit and the central pith of fallen leaves. Most species prefer dying or dead host material but some species are known to cause primary attacks on healthy host plants, often leading to mortality of the attacked host plant.

Pityogenes irkutensis irkutensis Eggers, 1910, Trypophloeus dejevi (Stark, 1936), Carphoborus cholodkovskyi Spessivtsev, 1916 and Cyclorhipidion bodoanus (Reitter, 1913) are added to the Norwegian part of the Palaearctic list. Ips amitinus (Eichhoff, 1872) should be listed as intercepted to Norway, since it is recorded in imported timber but not documented as established in Norway. Seven species are deleted from the Norwegian part of the Palaearctic list of bark beetles: Hylastes ater (Paykull, 1800), Hylurgus ligniperda (Fabricius, 1787), Phloeotribus rhododactylus (Marsham, 1802), Ernoporicus fagi (Fabricius, 1798), Pityogenes saalasi Eggers, 1914, Scolytus mali (Bechstein & Scharfenberg, 1805) and Scolytus multistriatus (Marsham, 1802). Their faunistic history in Norway is presented, which shows that they are listed as Norwegian due to historically inherited mistakes. Scolytus triarmatus (Eggers, 1912) and Orthotomicus longicollis (Gyllenhal, 1827) are known from one single specimen respectively. Their faunistic history in Norway is presented and discussed. It is an unanswered question if these species have populations in Norway. Scolytus scolytus (Fabricius, 1775) is not listed as Norwegian in the Palaearctic catalogue. However, it is a part of the historical confusion and was earlier mentioned as recorded in Norway. The faunistic history is presented and discussed together with S. triarmatus. Trypophloeus Fairmaire, 1864 is a taxonomic and nomenclatorial problematic genus, which is strongly in need of a modern revision.

    SUBCORTICAL BEETLE COMMUNITIES OF GEORGIA by KAYLA AMBER BROWNELL (Under the Direction of Kamal JK Gandhi) ABSTRACT I studied the population and community ecology of bark and woodboring beetles (Coleoptera: Buprestidae, Cerambycidae, and Curculionidae) and their predators (Coleoptera: Cleridae and Trogossitidae) in the Piedmont region of Georgia. Specifically, I assessed the responses of these beetle taxa to prescribed burning, their seasonal phenology, responses to semiochemicals, and species composition in forested and urban areas. A total of 112,949 Ips spp. and 6,200 predatory beetles were trapped over a year. The effects of immediate or short-term prescribed burning on these beetle populations were negligible indicating resilience to low-intensity disturbances. Around nurseries and warehouses, 4,093 adults representing 103 species of bark and woodboring beetles were trapped. Exotic species dominated these sites (comprising 60% of catches and 13% of species richness). Greater numbers and species of bark beetles were trapped at nurseries than warehouses, and their communities were distinct. Responses of beetles to semiochemical lures and their phenology patterns were highly species-specific.
