The site lies immediately adjacent to the settlement RI6KHU¿HOGRQ/RGGRQLQWKH/RGGRQDQG/\GH Valley character area. This character area covers a broad tract of landscape extending from Old Basing, Chineham and Basingstoke eastwards and northwards to the District boundary. Loddon and Lyde Valley’s key characteristics and other relevant extracts are provided below:

The existing residential areas adjoining the site off Goddards Close and Goddards Lane include a range of 20th century dwellings of varying typologies with common themes including red brick and render; roofs of slate; and red clay tiles. The historic core of the village contains a conservation area with many listed buildings of varying vernacular forms and styles. The site is sustainably located with good access to the village centre and existing community amenities. The plan and key below show a range of existing local services and facilities that are within 400m, 800m and 1200m, 1600m and 2000m (5, 10, 15, 20 & 25 minute walking distance) of the site. There are bus services that call at Basingstoke, Lychpit, Chineham, Bradford Abbas, Bramley, Silchester and Tadley. A bus stop is located in close proximity to the site along Goddards Lane. The introduction of this scheme will increase traffic and cause major congestion and traffic problems. Large vehicles including buses already have difficulty navigating the area and the proposed scheme will make this intolerable. I obtained a rented property in one of the relatively newly built houses (20 years old) at the entrance of the village, which is part of a group of small houses and apartments which should already be considered “affordable”. I have now purchased my own property along Bow Drive where I have been living for one year. I purchased this 3 bed property for 225,000 in December 2014. This is a big three-bedroom ex-council house and should already be considered “affordable”. Similar properties in Sherfield Park (brand-new development nearby) are far more expensive with less space and smaller gardens. I do not understand how new developments can call themselves “affordable housing” when existing housing is less expensive and better value. There are many ex-council houses in Sherfield on Loddon – we make up the majority of the dwellings here. The prices of these houses at this time range from around 250,000 to 300,000 for the larger houses. We also have a good supply of bungalows and there are the original buildings which are, of course, large and expensive. I will now detail my issues with the information provided in the leaflet. New high quality housing – I would hope that all new buildings are high quality although I have seen many examples of this not being the case. This cannot be considered a benefit to existing residents. Affordable housing – as discussed, we already have affordable houses in the village by virtue of previous new-builds in unobtrusive locations and ex-council houses making up a large percentage of dwellings. There is also a huge amount of new development taking place in and around Basingstoke. The majority of Basingstoke is made of new developments already. Why start impacting one of the very few villages remaining in this area? 37.5% formal and informal public space – we have two sports fields, two meadows and a children’s play area. We also have a group of allotments and are surrounded by farms. We already have sufficient public space and adding a housing development will not add to this. Walking and cycle links – there are no additional walking and cycle links in that direction. There is an army base between Sherfield on Loddon and Bramley so it is not possible to walk through that direction to the other village. The only walking and cycle link will be along the new road into Sherfield on Loddon which can hardly be called a link as they will be part of the village! The statement of new walking and cycling links is not true at all. Increased spending and customers to support local business – The businesses in the village do very well and are always busy. Increased spending and customers would, of course, be good for them. This is the only point in the list I actually agree with. Increased customers for local schools – Local schools are completely full. I am genuinely worried about where my future children will attend school and simply paying the LEA money will not solve that problem. The issue of school places exists already and I simply cannot believe the developers will provide sufficient money to build a whole new school or even an extension to resolve the existing issue and an increase in children through 95 homes. Access to the development will be provided off Bow Drive with footpath/cycle paths leading to and from 1 the existing village – This is simply not a benefit. This is just saying there will be a road. Why is this even listed here? I will now detail my issues and concerns regarding the Frequently Asked Topics section of the leaflet. Highways and Traffic – There is a planned development in Bramley that will increase traffic along the Bramley Road quite considerably. It is already difficult and sometimes dangerous to exit Bow Drive onto Bramley Road. The new houses will probably go down to Old Reading Road and left to the roundabout but this is going to increase traffic quite a lot and will inevitably cause difficulties. Another aspect is that the 30mph limit through the village is often not observed. I think the village should have a 20mph limit and speed cameras should be placed along Bramley Road and Old Reading Road, especially if there are more children in the village who will be walking to the local shop. There is also an existing dangerous corner along Bow Drive, exactly at the point where the new road is proposed through the garages. This is due to people parking in the road and there is no way to stop this. An increased traffic flow on this particular section of the road will definitely lead to accidents. Regarding construction traffic, it will be simply a nightmare if the only road into the development area is through the road indicated on Bow Drive. As stated above, this is a dangerous bit of road which is only a minor issue due to minimal traffic on the road. If this is the route you will be taking trucks and heavy machinery then this will definitely lead to difficulties and accidents. Please consider this very closely. Bus Service – Our bus service is well attended and the idea that to “redress the balance towards the national demographic profile” would improve the bus service is simply false. Incidentally, if every area in Britain represented the national demographic profile then we would lose the personality of individual areas. That is not desirable for anyone. Increase in commuting – There is an inevitable increase in commuting as we are close by to Reading and Basingstoke. The idea that we will have a high proportion of entrepreneurs will have no effect on the increased traffic, that statement is, again, false. See Highways and Traffic section for details. Schools and Education – This is a huge issue. Existing residents have difficulties with school places and the variety of schools in the area is simply insufficient. Giving money to the LEA is not going to help. I believe a whole new primary school is required, especially with the new Bramley development. I do not have children but I worry about where my future children will gain their education. The Bramley School is improving in Ofsted reports (from poor to good) but it is still not an outstanding primary school. The schools in Chineham seem acceptable but Chineham itself is a very busy residential area and I imagine they also have difficulties with providing enough places. Flooding – Chosing a development site which is not on a flood plain is just common sense. I would hope this is guaranteed that all new developments do not impose a flood risk on existing dwellings. GP Capacity – There may be spaced in Bramley GP or Chineham GP services but these are theoretical as it is sometimes very difficult to obtain a doctors appointment. I would also ask you to review dentistry services in the area as these are over subscribed. Ecology – I understand the principle that there is minimal wildlife in this field due to the farming. This is a fact, however the village already has two duck ponds, two sports fields, two meadows, and a lot of green space in between. I do not think Sherfield on Loddon has a lack of biodiversity and as such do not think it can be considered a benefit of a new housing estate. You cannot ignore the fact that 95 houses will have a negative impact on the environment. Facilities in the village – As stated, we have everything we could ever want in the village except perhaps a heath provider or pharmacy, and we are very unlikely to get these additional services even with 95 extra homes. We even have two tennis courts that can be booked. We have a shop, butchers, salon, garage, sports facilities, post office, coffee shop, 3 pubs, children’s play area and allotments. What else could we want? Jobs and local economy – The new residents would not be working in the village, they would be working in Basingstoke, Reading, or somewhere along the M3 or M4 motorways. This is not very local. Also, there is only so much you can “enjoy” a low unemployment rate when there are new houses added around Basingstoke at an alarming rate. Affordable houses – Please see details in previous section. There is already “affordable” housing in the village and around Basingstoke. New builds are just as expensive, often more expensive, than existing homes. Another view is that there is plenty of affordable housing in Basingstoke itself. I do not believe the community would benefit from changing the local demographic; quite the opposite. Open market housing – In 2016 most children go to university. It is no longer true that children want to live 2 in the exact same place as their parents. It is a fact of life that as you get older you earn more money and are able to buy more desirable houses. It is inevitable that young adult children will need smaller, cheaper houses than their parents at the beginning of their adult life but it is not essential that these are in exactly the same place, especially as many will live away from their parents. The argument put forward in the leaflet is an argument for ensuring varied housing over districts but not in a single village – that is untenable. Housing growth in our settlement – Our village will not “decline” as it is such a desirable place to live. There are plenty of younger people and plenty of families living here. It will not be a desirable place to live if new development allows it to merge with the nearby villages and Basingstoke, which is my fear. Of course we have a higher percentage of older people in the village but this is because they are often the most affluent and can chose where they want to live without restrictions based on their work place. This is also not a bad thing. Everyone needs to be able to choose where they live and there must be a variety of options for all, not just young adults or those with families. The idea that we will resemble a retirement community is absurd and rude. The idea that we do not already have all age groups in the village is stereotypical and judgemental. The idea that all settlements in the UK must represent national demographics is frightening. Potential residents – Please see above Foul and storm sewers – Please see statements under flooding Personally, I have only been living in my new house for a year and I feel that this development would simply ruin the life I have planned for me and my family in this village. I am surrounded by houses, but out my bedroom window I can see a field, trees and a little bit of nature. If this development goes ahead I will be living in the middle of a housing estate, which is what I spent so much time and effort trying to avoid when we bought our home last year. The village will be forever changed by adding more houses and this will open the flood gates to further development around the back of Bow Drive and we will eventually merge with Bramley. The UK is full of villages, towns and cities with individual personality and these must be protected. If all brilliant colours were required to be representing all possible colours, everything would turn grey. I must defend my right to choose where I live and how I live. This is one of the only villages where there are already affordable houses in Hampshire! Please don’t ruin it for us. This is where I want to bring up my children – in my village. Would you like to suggest any changes to improve the proposals?: Please don't build here. It will change a residential road into a housing estate and this is not what existing residents chose when they moved here. I agree variety of housing is necessary but there are so many new developments in and around Basingstoke I do not believe 95 houses in the village will make any substantial contribution. There may be some affluent people in the village but they do not represent the entire community and we should all have options to chose where we live. If you start turning this village into a town, I simply will not be able to afford to move to another village as other villages are far more expensive than Sherfield on Loddon. Stop stereotyping the people who live here and stop insulting our intelligence by giving ridiculous arguments in leaflets like this. Put a poster and leaflets in the local shop to ensure everyone is aware. This proposed policy was support by 259 resident in Sherfield on Loddon Parish, together with both Borough Councillors representing Sherfield on Loddon and our Local MP Ranil Jayawardena The size of the development is totally out of keeping with the environment of the village and the housing needs identified from the Neighbourhood Development Plan Questionnaire undertaken. There is no evidence that a development of this size is required within Sherfield on Loddon. And within the NDP questionnaire the preferred approach was small scale infill development and the use of “Brown Field Sites”. The infrastructure for main access into the proposed site is through a high density residential area already developed and of long standing. The area is prone to flooding and has knock on implications on the drainage systems currently installed in that area of the village. The "Tree Planting" would not be substantial and mature to screen the development. Are there any other comments you would like us to consider?: Gladman Developments are unable to make commitments as specified in their leaflet on this development as they will be selling this proposed "development" on to a third party who can decide not to uphold any outline planning commitments. Much is made of walking and cycle links however this is within the proposed development not linking with other such amenities. The traffic that this site will generate in a high car density location will increase the already congested area and the re-occurrence of near fatal accidents. The 20 min commute time to some 8348 office jobs and a further 1287 production jobs is not correct as at peak time the journey on the A33 from Sherfield on Loddon Roundabout on the A33 to the Chineham Traffic Lights takes 20 mins. I would like to see the data to support this claim. Affordable housing requirement of 40% can be appealed on revised planning permission so this is not a cast iron assurance. The comment within regard to a “retirement community” is not substantiated and is pure conjecture. This coupled with the already scheduled through the BSBC Local Plan for 150 homes at Redland which is the emerging Local Plan together with inclusion of omission sites such as Sherfield Hill Farm for a further 200 homes these fall within the Sherfield On Loddon Parish and just 1.5 miles from the heart of the village. Are there any other comments you would like us to consider?: My main concern relates to the highway safety surrounding the site and the availability of parking for the new houses. New housing developments tend to offer very little parking and this impacts the roads in the surrounding area. In fact very few houses in the vicinity of the proposed development have parking. This often causes Goddards Close (leading to the proposed entrance) being restricted to one lane and the corner where Goddard Close meets Bow Drive often being difficult to maneuver, especially when you meet a coach or a bus, which is frequent. You often see these vehicles struggling to drive pass the parked cars. At the moment this is bearable as you tend to only meet one or two cars at the junction. With the proposed 95 houses in a remote location I would expect every house to need a car and a large proportion to need two cars. In fact on our street there are 1.3 cars per household. This would equate to approximately an additional 125 cars using the junction, which could then result in poor traffic conditions and endanger the safety of those using the junction. This is especially the case in the mornings between 7.30am and 8.20am when many, including myself, leave for work. It is also heightened from March to October when the allotment car park, which is at the end of Bow Gardens, becomes increasingly busy with additional traffic and extra cars parked all around the area. Please also consider the implications it will have on the waiting times and access to a Doctor at the local practice. I understand you have spoken to the local doctor's practice but please be aware that housing developments are planned in Bramley and the Doctor Surgery might have underestimated the impact these developments would have on their services. It is important we continue to have good access to medical care and is one of the main reasons we moved out of a town to Sherfield-on-Loddon. I am 27 years old and purchased a property in the area. My friends of a similar age have no plans to move to the area due to the lack of schools in the village, which you have in fact highlighted in your public consultation booklet. They also see it as remote and would prefer a more central location to bring up children. From my experience it is unlikely you will attract the young and less affluent families you so wish to do so. This is escalated by the fact new houses often come with a price premium that many of our age cannot afford. I disagree with your statement the current age demographic of the village are far less likely to use the bus service and would be grateful if you could provide me with evidence confirming this, as well as addressing my concerns mentioned above. At even the most conservative of estimates this is an additional 150 (and more likely 200) cars per day trying to move around on what is already a road too congested and unsafe for the purpose – in part due to lack of off- road parking for a large number of houses in the village and particularly along Goddards Close/Bow Grove – a situation rarely improved by modern housing developers who seem to operate on a strictly ‘one car per household’ policy which is entirely unrealistic. Compounded by the village bus route, this is already a stretch of road that requires considerable care for both drivers and walkers/horse riders/cyclists, and the addition of so many extra vehicles leaves open the considerable possibility of accidents. I am also extremely concerned about the modern trend for townhouses, and would be very strongly opposed to any accommodation of this style in the new development. To be in keeping with the village (and to stand any chance of this development being a seamless success within the village and not an outcasted ‘add on’, it must very much become a part of the village) as well as to have a minimal impact on existing countryside views, the new houses can only possibly be a mix of two-storey and bungalows, as per the immediate adjacent housing in Goddards Close/Bow Drive/Bullsdown, and built to a similar style as opposed to garishly modern. It should also be noted that whilst the consultation boards make great reference to existing facilities in the neighbouring village of Bramley being within a 25 minute ‘walking distance’, there is no safe link (other than by car or bus) between the two villages – the main Bramley road is far too fast, busy and unsafe in terms of width and blind corners to entertain walking (or cycling) along it to make use of any facilities (shops, doctors, school etc) in Bramley. Would you like to suggest any changes to improve the proposals?: Footpaths – the proposed ‘landscape buffer’ and ‘public open space’ is a good idea, not only to soften the development and blend it into the existing village but also to encourage countryside access both to new residents and to existing villagers who most likely chose to live in Sherfield due to its countryside feel of being away from the bigger built up areas of Basingstoke – there is a strong dog-walking community, and 30+ horses stabled within the village as well as numerous families and pensioners who enjoy countryside walks/activities to the local green, duckponds and play areas. For this reason I feel the development should be open in the corner of Goddards Lane by Carpenters Farmhouse to allow linking up with existing very popular dog-walking paths going out across farmland to the A33. As there is also a thriving horse community in the village, the possibility of this link being a bridleway and therefore allowing safe access to more of the village roads (new development and old) will help both horse riders and cyclists (both vulnerable user groups who will be affected by increased traffic on the roads due to the new development) stay safe. This is a rural settlement where countryside activities such as these should be encouraged, not 'driven out' by unsafe roads. Less houses – as above an increase of 150-200 car movements twice daily is a worry not just as a driver, but as a mother who walks or cycles regularly with a young child. 1 Access and character – I would urge the planners to look at alternatives to a single ‘main access and loop’ style of development as seen in so many new housing estates. These ultimately seem to lead to massive congestion and ‘bottlenecks’ and have nothing in keeping with the current character of the village’s roads. There is a large existing network of footpaths within the village, and I think as many as possible should be continued into and around any new development to help it become a joined up part of the village accessible to both new residents and old. Building style is also of prime importance – modern estate-style townhouses simply will not blend into this rural village. Are there any other comments you would like us to consider?: Sherfield on Loddon is a long-standing community that has suffered little change over recent years. For this reason, as well as concerns above regarding traffic/road congestion and safety, I think it is vital that any new development of such size is done incredibly sympathetically, if at all. It needs to take into account not just the character of the village, but that of the residents, who are strongly opposed to change. Any new housing needs to be built very much in character with existing buildings, and the addition of extra traffic and residents needs to be carefully thought out. I do in many ways appreciate the need for increased housing, and there is a small part of me that would welcome the addition of housing for younger families such as ours, as it is incredibly difficult to buy into the village, however the reasons we (and so many others) chose to buy in Sherfield is because of its innate village quality, and I would be extremely sorry to see the village turned into yet another suburb of Basingstoke – something that could so easily be done in this case if care is not taken to fit the plans into the existing settlement. The current corner of Sherfield on Loddon is not prepared for such a increase of traffic and currently has a large amount of road parked cars which can make access single file. Your current masterplan does not currently consider the values and feel of the village. Something that can not be obtained from blueprints and aerial photography. Would you like to suggest any changes to improve the proposals?: To add such a large amount of homes in such a small village will require the addition of new roads and access directly to the site and also a public school to provide the educational facilities required. Nearby Bramley school is currently full and the development at Sherfield park also failed to provide a school provision which has increased pressure on Chineham and Lychpit schools. The development currently does not consider any of these commodities. Are there any other comments you would like us to consider?: My family and i moved to Sherfield due to its quite country village feel, away from the residential bustle in nearby towns. We enjoy quite walks around the houses where noise and traffic is minimal. The surrounding countryside and green fields segregates Sherfield giving it a unique and attractive identity. To allow such a large modern development to be constructed within the village would severely threaten the core of what is good about this village. The nearby extensive development at Sherfield park came close to damaging the village however distance sought to prevent this. This area is a vital barrier in protecting the village and everything should be done to maintain this. However I appreciate that in this world beautiful things are often ruined for financial gain.
