The large amount of outstanding claims upon the Treasury at the commencement of tlie year, have been mostly paid ; as also the expenses of the year now ending; so that the amount of the immediate liabilities of the State is very small ; as will be seen by the foregoing exhibit. The interest upon the public debt has in all instances been paid on or before the day of its maturity. The balance of cash in the Treasury, the State Tax of 1840, (due this day,) and the Bank Tax of 1841, will not only fur­ nish the means of paying the interest upon the State debt falling due in 1841, but also a large proportion of the ordinary ex­ penses of the Government for the year 1841 ; thus showing available means on hand for the payment of the interest of our debt and a large sum for the current expenditures of the year. The Funded debt of the State is payable at different periods, viz: 3, 5, 8, 12, 15 and 520 years, and the attention of the Legis­ lature should now be directed to creating a sinking fund for its payment as it shall come to maturity. This may be done by setting apart for this purpose, the large claim due from the United States; the collections of the Land Office and also such portion of the Annual State Tax as may he deemed expedient. In this mode, the debt of the State may be punctually met and ultimately pai.d oft~ without producing any serious inconvenience to the citizens of the State. Good faith and common honesty require, that seasonable and ample provision should be made for the payment of the public debt, and the present condition of the Treasury will alJow of the appro­ priation of the sources of Revenue for this purpose, to which I have already alluded. In pursuance of the resolve of the Legislature, I made a per­ sonal application to Messrs. Parker & Co. at New York, for the payment of their three notes; but I regret to say, that I was wholly unable to collect any part of the amount or make any arrangement for their ultimate adjustment. One of these notes 30 'l'REASURER'S REPOHT. which my predecessor had discounted at the Mechanics Banking Association in New York, with his official endorsement upon it, having at maturity, been protested for non payment, I have since paid, and charged in my account. The Bank Tax for the year 1840, with the exception of the amount due from the City Bank, (Portland,) has been promptly paid and is now ready to be apportioned and paid to the several Cities and Towns in the State, as soon as the number of scholars shall have been returned to the Secretary of State. Having un­ derstood that an application on the part of the City Bank for the remission of the Bank Tax due from that Institution, will be submitted to the Legislature, I have not urged its pnyment by any legal measures. · All which is respectfully submitted, by D.
