Hydro-potential resources can play effective role in contributing towards energy security as well as energy independence of Pakistan. This research paper delineates hydro potential in Pakistan. At present, Pakistan is facing severe short fall of electric energy. A brief history and the present situation of the hydro-electricity production, its consumption in the country and importance of utilization of water resources for the production of electric power have been discussed. Predictions to solve energy crises are made on the basis of empirical data and preliminary observations. The root causes of the shortfall in energy generation, an estimated forecast of demand and generation of electricity for the next twenty years has also been predicted.     PERFORMANCE AUDIT REPORT ON MIRANI DAM PROJECT, TURBAT AUDIT YEAR 2016-17 AUDITOR GENERAL OF PAKISTAN PREFACE Articles 169 and 170 of the Constitution of the Islamic Republic of Pakistan, 1973 read with Sections 8 and 12 of the Auditor General’s (Functions, Powers, Terms and Conditions of Service) Ordinance, 2001 require the Auditor General of Pakistan to conduct audit of Expenditure and Receipts of Government of Pakistan. This Report is based on performance audit to examine the economy, efficiency and effectiveness aspects of Mirani Dam Project, Turbat for the period up to June, 2016. The Directorate General of Audit WAPDA conducted the performance audit of the Mirani Dam Project, Turbat during December, 2016 with a view to reporting significant findings to the relevant stakeholders. In addition, Audit also assessed, on the test check basis whether the management complied with applicable laws, rules and regulations in managing the Mirani Dam Project, Turbat. Audit findings indicate the need for taking specific actions to realize the objectives of the Mirani Dam Project, Turbat besides instituting and strengthening internal controls to avoid recurrence of violations and irregularities.     Foreword God has blessed Pakistan with a tremendous hydel potential of more than 40,000 MW. However, only 15% of the hydroelectric potential has been harnessed so far. The remaining untapped potential, if properly exploited, can effectively meet Pakistan’s ever-increasing demand for electricity in a cost-effective way. To exploit Pakistan’s hydel resource productively, huge investments are necessary, which our economy cannot afford except at the expense of social sector spending. Considering the limitations and financial constraints of the public sector, the Government of Pakistan announced its “Policy for Power Generation Projects 2002” package for attracting overseas investment, and to facilitate tapping the domestic capital market to raise local financing for power projects. The main characteristics of this package are internationally competitive terms, an attractive framework for domestic investors, simplification of procedures, and steps to create and encourage a domestic corporate debt securities market. In order to facilitate prospective investors, the Private Power & Infrastructure Board has prepared a report titled “Pakistan Hydel Power Potential”, which provides comprehensive information on hydel projects in Pakistan. The report covers projects merely identified, projects with feasibility studies completed or in progress, projects under implementation by the public sector or the private sector, and projects in operation.     Private Power and Infrastructure Board Foreword Pakistan is endowed with plenty of natural resources, including water resources. Besides water supply and irrigation, water resources are also utilized to produce electricity. National water resources have rich potential for hydropower generation, estimated as 60000 MW which could be economically harnessed. Out of this vast hydropower potential only 11% has been developed so far. Hydropower is the best available option in the recent scenario of meeting challenges of projected future energy demands of our country as it is sustainable, reliable, renewable, clean, low cost and indigenous thus can be the principal source of energy. It is therefore imperative to put all-out efforts towards development of the untapped hydropower potential without further delay. Accordingly, there is a transition in policy priority i.e. shifting from development of gas/oil based thermal power plants with merits of comparatively shorter construction time and lower capital investment to hydropower generation. The Private Power and Infrastructure Board (PPIB) has already been successful in attracting significant investment in developing hydropower projects, which are currently at different stages of implementation. The world-over, hydropower projects are characterized with a variety of technical and economic constraints and bottlenecks, Pakistan being no exception. These include hydrological risks, resettlement and environmental issues, regulatory matters, market dynamics and financing problems. In the past no attention was ever paid to address these impediments in development of hydropower projects. The government has now taken a number of initiatives to remove all the factors hampering Independent Power Producers (IPPs) in developing hydropower projects. Focus is on creating synergy among various stakeholders including regulatory bodies.

The river and its tributaries are good habitat of Marsh crocodile (Crocodylus palustris). Population census of the species revealed that there is a sharp decline in their numbers and are some serious threat to crocodile at Dasht like predation of their eggs by feral dogs, shooting by local people, habitat destruction like construction of dams and agricultural activities, illegal smugglings of crocodile juveniles and frequent tropical cyclones/high floods in the area. There was an alarming decline in the populations during a period of 10 years. There were 99 crocs of the species in 2007-8 having 63 adults, 18 sub adults and 18 juveniles which reduced to only 25 crocs having 23 adults and only 2 juveniles in 2017-18. The decline of adult population and absence of offsprings indicates that the reproduction is not taking place, which is a highly unhealthy and dangerous situation.

    Journal of Political Studies, Vol. 26, Issue - 2, 2019, 173:186 Balochistan, Baloch and the China-Pakistan Economic Corridor Maria Malik Abstract Over the years, Balochistan has swayed between obscurity and prominence but its geo-strategic significance has never slackened. Pakistan‟s largest province in terms of landmass it enjoys an important geostrategic position because of its proximity with the Middle East, Central Asia, South Asia and the Indian Ocean. With the recent developments ahead in sight of the CPEC the major world powers are shifting their focus to Gwadar, which is the central piece of the whole CPEC and is located close to the Strait of Hormuz through which 20% of total global oil production passes through. The likely CPEC network of roads and rails will provide China with an easy and much shorter trade route to the markets of Europe, Gulf and Africa. Given the significance of Gwadar and Balochistan province several analysts and researchers have questioned about the welfare of the locals residing in the region. The basic aim of this paper is to look at how the CPEC and its projects are going to impact the lives of the local population, particularly the Baloch. In order to lead CPEC projects to their successful completion, it is imperative to take in account the needs and grievances of the local people; who unless have their objections addressed can cause trouble. The basic thing is to adopt the policy of inclusivity by taking the local stakeholders (the politicians, the fishermen, the nationalists and the young unemployed youth) on board and by making the local people skillfully capable through vocational trainings thus opening the array of opportunities that CPEC shall bring to the region.
