Significant Species Management Plan. PURPOSE AND SCOPE: The purpose of this document is to fulfil QCLNG Project EPBC Act Approval (2008/4399) Conditions 8 and 9 for the Commonwealth relating to Significant Species Management Plans and the Environmental Authority Approval PEN101591310 for approval of the Species Management Program. The Significant Species Management Plans are designed to address and mitigate the actual and potential impacts arising with activity associated with the pre-construction, construction, operational and decommissioning phases of the Narrows Crossing Project on certain Matters of National Environmental Significance (MNES) under Part 3 of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act). The scope of this document covers the Narrows Crossing Corridor from MLV7 with the LNG facility on Curtis Island (See Figure 1 below). The SSMPs in this document also cover listed threatened species and ecological communities under Qld Nature Conservation Act (1992), Qld Native Vegetation Act (1999) and protected marine plants under the Qld Fisheries Act (1994). 3 of 39 Significant Species Management Plan QCLNG-BG03-ENV-PLN-000036 Revision E – October 2011 Revision Record Issue Date Reason for Issue Responsible Accountable Rev A 01/07/2011 Draft for Review Bruce French James MacDermott Rev B 23/07/2011 Draft for Internal Review Bruce French James MacDermott Rev C 25/07/2011 Final Draft for DSEWPC Approval Bruce French James MacDermott Rev D 21/09/2011 Response to DSEWPC Comments Bruce French James MacDermott Rev E 17/10/2011 Response to DSEWPC Comments Tracey Winters Tracey Winters 4 of 39 Significant Species Management Plan QCLNG-BG03-ENV-PLN-000036 Revision E – October 2011 List of Acronyms Acronym Meaning CE Critically Endangered CEMP Construction Environment Management Plan (CEMP) CM Construction Manager CSG Coal Seam Gas DIP Department of Infrastructure and Planning DERM The Department of Environment and Resource Management Department of Environment, Water, Heritage and the Arts (now Department of DEWHA Sustainability, Environment, Water, Population and Communities) DMP Dredge Management Plan DSEWPC Department of Sustainability, Environment, Water, Population and Communities E Endangered EA Environmental Advisor EH Essential Habitat EIS Environmental Impact Statement EM Environmental Manager EMAP Environmental Management Action Plan EMP Environmental Management Plan EPBC Act Commonwealth Environment Protection and Biodiversity Conservation Act 1999 EP Export Pipeline EVNT Endangered, Vulnerable and Near Threatened flora and fauna species Endangered, Vulnerable, Rare (former NC Act conservation classification system. INTRODUCTION QGC Limited, a wholly-owned subsidiary of the BG Group, has been given approval to proceed with the Queensland Curtis Liquefied Natural Gas (QCLNG) Project. The QCLNG Project includes the expansion of QGC’s Coal Seam Gas (CSG) extraction activities in the Surat Basin to supply CSG for export via a Gas Collection Header (GCH) that collects gas within the gas field tenements and then connects with the Export Pipeline (EP). The EP transports the gas to a liquefied natural gas (LNG) processing facility on Curtis Island near Gladstone. 1.1 The Narrows Crossing Pipeline The QCLNG Export Pipeline-Narrows Crossing Project (NCP) component of the pipeline will run near Phillipies Landing Road (PLR), before being bundled with the Australia Pacific Liquefied Natural Gas project (APLNG) across the Targinie and Humpy Creeks, then it will cross the marshland area of Kangaroo Island and the Narrows Crossing section from Friend Point to Laird Point, arriving at the LNG process Plant on Curtis Island (Figure 1). 9 of 39 Phillipies Landing Creek Section Marshland Section Narrows Section Curtis Island Delivery Station Model Road Section Section Pipeline: 1 x QCLNG 42" 1x QCLNG 42" / 1x APLNG 42" 1x QCLNG 42" / 1x APLNG 42" 1x QCLNG 42" / 1x APLNG 42" 1 x QCLNG 42" Other: 2x Fibre optic cables 4x Fibre optic cables 4x Fibre optic cables 4x Fibre optic cables 2x Fibre optic cables Length: 2500m 1450m HDD 1560m Sheet piled coffer dam 2450m Dredge & Winched in 5590m Gas out to LNG Plant Wall Thickness: 18mm (excl. landbridge) 23.5mm 23.5mm 23.5mm 18mm Coating: FBE coated pipe FBE coated pipe with abrasion FBE concrete coated pipe FBE
