    July 2013 The establishment of new Municipalities in Kosovo Budgetary implications and financial self- sustainability EXECUTIVE SUMMARY Following the local elections held in 2000, 30 municipalities became functional as basic units of local self-government. In 2005 UNMIK administration initiated the pilot project for establishment of new municipalities. Hani i Elezit, Junik dhe Mamusha, were established as pilot municipalities, whereas after the 2009 local elections acquired the status of municipalities with the right to exercise powers granted to other municipalities. In the meantime, in accordance with the Comprehensive Proposal for the Kosovo Status Settlement, four new municipalities where established, namely Graçanica, Partesh, Kllokot and Ranillug. The existing Law on Administrative Municipal Boundaries (2008) created the framework for establishment of new municipalities. After the 2009 local elections, 11 groups of villages have submitted requests to the Ministry of Local Government Administration (MLGA), acquiring the status of municipality. Until May 2013, when the Kosovo Government decides to create two new municipalities in the Has region, these requests were not taken into consideration. However, current decisions for the establishment of new municipalities and promises for establishment of additional new ones, are not based on adequate assessment of relevant ministries, as required by the Law on Administrative Municipal Boundaries. Although, the legal basis for establishment of new municipalities is not sufficient, ten requests of groups of villages submitted to the MLGA do not comply not even with the existing legal requirements set forth in the Law on Administrative Municipal Boundaries. The basic criteria on the minimum size of population and territory that each municipality should fulfill, is not provided.

Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history.

Njima se objašnjava dolazak jednog puka srpske vojske, koji je poslije proboja Solunskog fronta nastupao vardarskom dolinom i od Skoplja i Kosovske Mitrovice uputio se prema Crnoj Gori. Pritom se prema Podgorici kretao preko Gusinjsko-plavske krajine, nakon čega je došlo do pobune Bošnjaka i Albanaca, te pokušaja uspostavljanja nove vlasti, a zatim do formiranja dviju vasojevićkih brigada - Donja i Gornja vasojevićka - koje su se kao paravojne jedinice pridružile srpskoj vojsci i djelovale pod rukovodstvom centralne Crnogorske uprave u Podgorici. Tom su prilikom u Plavu i Gusinju formirane i dvije vojne jedinice - dva bataljona - najprije kao komitske jedinice, koje su u početku djelovale u sastavu komitskog pokreta u Crnoj Gori. Strahovalo se da se uspostavljanjem njihove vlasti ne nametnu policijske vlasti, koje su tokom 1912-1913. počinile teške zločine (masovno strijeljanje – prema nekim podacima ubijeno je preko 8.000 Bošnjaka i Albanaca, a došlo je i do nasilnog pokrštavanja oko 12.500 ljudi).

So, for nine months or eight...nine months, he was, you know, chasing the Albanians, now the partisans, you know, whatever, the Serbs. And we go back and forth, then they name this place 17 Nëndori [November] and the whole nine yards, and I come back sixty years later, I buy the place, I took down 17 Nëndori [November] and I put my dad’s name, it’s called Metë Bajraktari Plaza, how the world you know {crosses his hands} like, it, it goes back, you know, it’s unpredictable, what you can do, so it’s a, it’s an interesting thing, you know, but you know, we’ve been very fortunate beings...coming to this great country where we have the ability to do those things, otherwise, you know, we couldn’t do it.

    TALKING WOMEN 1 When the EUSR gender team proposed me a plan to reach out to the people in Kosovo and discuss gender, I immediately liked the idea. In January 2019, I launched a series of debates under the title: EU Gender Talks: Because We Make a Difference. Inequalities between women and men in Kosovo are still prevalent. So, the purpose was to have monthly discussions on different topics in relation to gender, with the aim of Ambassador raising awareness, contribute to the Nataliya Apostolova change of mentalities and improve Head of the EU Office in Kosovo / EU Special Representative gender equality policies in Kosovo. The 12 sessions have gathered more than 500 participants from Kosovo institutions, civil society organisations, EU Member States representatives and different audiences and topics made every session take other international stakeholders. They have included diverse shapes and sizes. Women were talking loud and interesting topics such as Women in Business, Gender we wanted the impact of their voices to be multiplied. and Youth, Gender in the Electoral Cycle, Women in This book ‘Talking Women’ is the result of it.
