Sēlija ir viena no Zemgales un visas Latvijas sastāvdaļām, un Latvijas likteņgaitās tā vienmēr tāda būs. Laiks, kad sāka runāt par Sēliju kā vienotu veselumu Latvijas kartē, ir jau vēsture. Pēdējos vismaz 25 gados augusi interese par Sēliju kā daļu no Latvijas. Kultūrvēsturiskais aspekts ir tas, kas mūs saista visciešāk. Sākumā tas izsauca zināmu skepsi un ironiju, bet Sēlijas novada ļaudis bija un ir neatlaidīgi un mērķtiecīgi. Laikam ritot, ir atmodināts nacionālais patriotisms par savu novadu, saviem ļaudīm. Vairāk kā 25 gadus, ejot soli pa solim, ir atjaunota Sēlijas novadu identitāte ar savu kultūrvēsturisko redzējumu un pirmatnību. Katram novadam ir sava vieta mūsu zemē Latvijā. Katrs kongress, kas notika un notiks, arvien ciešāk apvieno un izvērtē to, kas ir svarīgs un saglabājams vēsturei un nākamajām paaudzēm. Nenovērtējams ir tas ieguldījums, ko Sēlijas kā vienota novada attīstībai ir devuši un dod tādi novadnieki kā akadēmiķis Jānis Stradiņš, rakstniece Lūcija Ķuzāne, Tālis Millers, Jānis Vētra, Ilma Svilāne, Ligita Caune un daudzi citi. Katrs vārds, katrs teikums kopumā ir radījis kopsakarību, ko sauc par Sēliju. Katrā no kongresiem arvien tiek likts uzsvars uz jaunu attīstības stratēģiju un jauniem mērķiem, kas liecina par to, ka tas, ko mēs darām, ir pareizi. Tiek izanalizēta vēsture un nosprausti jauni, pašsaprotami mērķi. Notiek vienoti Sēlijas novadu mākslas un kultūras svētki, kopīgi jauniešu sporta svētki, lasījumi, sarunas, kopējas konferences un pasākumi. Tas ir darbs, ko veic Sēlijas novadu apvienība, kas apvieno 7 novadus. Tas viss ir kā paraugs tam, lai kopumā izveidotu vienu spēcīgu novadu, ja tas būs nepieciešams nākotnē. Gadu no gada, soli pa solim esam panākuši, ka mūs redz, mūs dzird. Protams, būtu muļķīgi teikt, ka mēs esam sasnieguši jau vēlamo. Tas nebūt nav tā un noteikti nebūs, kamēr būs savas zemes patrioti, sava ciema, savas sētas goda nesēji. Mums ir ar ko lepoties: ar saviem ļaudīm, zinātniekiem, māksliniekiem, vēsturniekiem, skolotājiem, politiķiem. Sēlija ir maza daļiņa no mūsu Latvijas, un tā tam būt. Jānis Dimitrijevs Sēlijas novadu apvienības priekšsēdētājs, Viesītes novada priekšsēdētājs 6 VII Sēlijas kongress Viesītē Ievads 7 VII Sēlijas kongresu suminot Jānis Stradiņš Latvijas Zinātņu akadēmijas akadēmiķis „Mazs bij’ tēva novadiņis, bet diženi turējās..” – tā nu mēs ierasti dziedam, un ne jau tikai par Sēliju vien. Bet kā tad šodien turas tieši Sēlija? Vai tā jau atradusi savu identitāti, tāpatību, vai 15 – 20 gados, kopš to mēģinām sistemātiski izkopt, esam pavirzījušies uz priekšu vai tomēr atsviesti atpakaļ? Labi atceros laiku, kad par Sēliju kā vienotu reģionu sāka runāt Valdemārs Ancītis, Lūcija Ķuzāne, vēl kāds entuziasts. Arī mani 1989. gadā iesaistīja šajās lietās, ievērojot manu biogrāfisko saistību ar „tēva novadu”. Kaut neesmu dzimis sēlietis, 1995. gadā kopā ar jau mūžībā aizgājušo Sigismundu Timšānu Ilūkstē dibinājām Sēlijas asociāciju un drīz nonācām pie Sēlijas kongresiem. Pirmais tāds notika 1999. gadā Aknīstē un Viesītē, nu jau pienācis septītais! Tātad liesmiņa nav nodzisusi, tā uzpūsta par nelielu ugunskuru, un palaikam uz augšu izšaujas liesmiņas. Šajās norisēs nozīmīga loma ir Viesītei, tās Kultūras namam un 2000. gadā dibinātajam muzejam Sēlija, taču ne Viesītei vien. Mūs visus gandarīja fakts, ka pērn Pašvaldību savienībā nodibinājās Sēlijas novadu apvienība un 2013. gada Dziesmu svētkos Sēlijā iedibināto novadu kori izgāja atsevišķā kolonā ar savu Sēlijas karogu; tātad vienota Sēlija ir panākama, un tā nav ne Zemgale, ne Latgale, bet īpašs savdabīgs Latvijas kultūrvēsturisks reģions. Atskatoties var atzīt, ka paveikts nav maz un reģiona kultūrspēki ir iekustināti. Par to liecina kaut vai apstāklis, ka šo kongresu organizē sēliešu, Sēlijas kultūrspēku, jaundibinātā Sēļu kluba un Sēlijas muzeja spēkiem, kamēr iepriekšējos lielā mērā inspirēja Latvijas Zinātņu akadēmija vai Daugavpils Universitāte. Pesimistiskās noskaņas, kas valdīja ap 2008. – 2009. g. saimnieciskās krīzes un ne gluži pārdomāto administratīvi teritoriālo pārmaiņu laikā, šķiet daļēji pārvarētas. Līdz ar to tieši šis kongress var kļūt par pavērsienu Sēlijas kultūrvides un varbūt arī saimnieciskās vides tālākā apzināšanā un sakārtošanā. Un tomēr viss nav tik vienkārši, īpaši saimnieciskajā ziņā, saistībā ar cilvēku aizplūšanu no reģiona, novecošanu un vietām pat sabrukumu. Ne velti kāda žurnāliste nule rakstīja par Sēliju: „Steidzīgajiem te nav ko darīt. Sēlijā dzīve šķiet apstājusies, pagaidām – ne nulles punktā.” Līdzīgas noskaņas paustas arī Imanta un Rimanta Ziedoņu grāmatā „Leišmalīte”. Braukājot pa Sēliju, kur ar vienu kāju vasarās vēl dzīvojam Vārnavā dēla Pētera labvēlībā, ik reizes ieraugām atkal pa kādai pamestai mājai, taču ar prieku pamanām arī jaunas saimnieciskas un kultūras rosmes. Īpaši iepriecina G. F. Stendera, Vecā Stendera piemiņas saglabāšana viņa 300. dzimšanas gadā, jo 2014. gadu UNESCO Ģenerālā asambleja (Parīzē) pēc mūsu ierosmes pasludinājusi par starptautiski atzīmējamu Stendera jubilejas gadu. Tiek sakārtotas Stendera piemiņas vietas, profesore Māra Grudule sola rudenī rīkot starptau- tisku Stenderam veltītu konferenci par apgaismību, pašu spēkiem tiek ierīkota Vecā Stendera bilžu ābeces taka, ar medicīnas profesoru Valda Pīrāga un Pētera Stradiņa gādību tiek atveidota Vecā Stendera konstruētā koka veļas mazgāšanas mašīna (Jelgava, 1765). Latvijas Banka šovasar laiž klajā divas skaistas eiromonētas – par godu Jāņa Jaunsudrabiņa „Baltās grāmatas” simtgadei un Stendera „Augstas gudrības grāmatai”. Sēlijas muzejs pēc Ilmas Svilānes rosinājuma Eķengrāves skolā izveidojis Paula Stradiņa skolu. Tas viss liecina par izglītības prestižu šajā reģionā,

Therefore, this study has been carried out with an aim to develop a methodology for the assessment of small rural areas in the context of the circular economy and bioeconomy, in order to advance the development of these regions in an effective way, using the existing bioresources comprehensively. The methodology is based on the identification of existing and potential bioeconomy flows (land and its use, bioresources, human resources, employment and business), the identification of the strengths of their interaction and compare these with the situation at the regional and national levels in order to identify the specific region's current situation in the bioeconomy and identify more forward-looking directions for development. Several methods are integrated and interlinked in the methodology – indicator analysis, correlation and regression analysis, and heat map tables. The methodology is approbated on one case study – Aizkraukle region – a small rural region in Latvia.

This country is located in the area where the river Dvina – Daugava flows, which is well known since ancient times for the trade route “from Varangians to Greeks”. Looking at the map, one can conclude, that inhabitants of three countries – Russia, Belarus and Latvia – can consider the Western Dvina for their own. Its flow begins in Russia, and goes through Belarus. As it flows into Latvia, it is no longer Dvina, but rather Daugava, which then flows into the Baltic Sea. Active tourism throughout the year, fascinating cultural events, and picturesque sceneries – all of this comprises a unique mosaic, which provides true visual and aesthetical enjoyment.     The Saeima1 has adopted and the President has proclaimed the following Law: Law On Administrative Territories and Populated Areas Chapter I General Provisions Section 1. Administrative Territory An administrative territory is a territorial divisional unit of Latvia, in which the local government performs administration within the competence thereof. Section 2. Populated Area A populated area is a territory inhabited by people, the material pre-conditions have been established for residence therein and to which the relevant status of populated area has been granted according to the procedures specified by regulatory enactments. Section 3. Scope of Application of this Law (1) The Law prescribes the conditions for the creation, registration, modification of boundaries and establishing of the administrative centre of administrative territories and the territorial divisional units of a municipality, and the definition of the status of a populated area, the procedures for registration thereof and the competence of institutions in these matters. (2) The activities of State administrative institutions in administrative territories shall be regulated by other regulatory enactments. Chapter II Administrative Territories Section 4. Administrative Territories The Republic of Latvia shall be divided into the following administrative territories: 1) regions; 2) cities; and, 3) municipalities. Section 5. Region (1) The territorially amalgamated administrative territories of local governments shall be included in a region.
