Over this time, the city has been designed, constructed, reconstructed and refurbished objects more than during the last decade. Just for one-year more than 50 important social infrastructure objects were discovered-the largest number in the Kyiv oblast. Parks and squares are being arranged, stadiums and kindergartens are being built, playgrounds and sports complexes are being built, new roads and sidewalks are laid. Irpin is updated; it becomes a symbol of hope and a revival of life. The turning point in the history of Irpin's development was the adoption in 2015 of the Strategy for the Development of the Irpin Region by 2020. Our strategic goal is to live in a healthy society, in a safe, comfortable and energy efficient city with an environmentally friendly to business, in the ecopolis of tourism and recreation. Today in Irpin, the best conditions for business development and investment projects implementation has been created. The city successfully co-operates with international financial organizations. Nevertheless, there are still many issues in the region's economic development. In 2017, Irpin joined the project "Mayors for Economic Growth" (M4EG) - a powerful initiative of the European Union within the framework of the Eastern Partnership.

As a result, the number of grassroots administrative units decreased sharply, and some of them ceased to exist. At the same time, old problems and shortcomings of public administration at the local level have not been resolved. The legal status and implementation of this reform in the temporarily occupied territories with special administrative status remains unclear. Instead of solving old problems, the new reform added new ones. Therefore, in the coming years we should expect new changes and adaptation of public administration at the local level. Particularly acute is the issue of delimitation of new raions (districts). An important issue is the transfer of powers from the old to the new local governments. A number of districts have a rather poor configuration and location of the administrative centre. This only complicates management at the local level. Article 3, point (a), of Delegated Regulation (EU) 2020/692 provides that consignments of animals, germinal products and products of animal origin falling within its scope may only be permitted to enter into the Union if they come from a third country or territory, or zone or compartment thereof, listed for the particular species of animals, germinal products and products of animal origin in accordance with the animal health requirements laid down in that Delegated Regulation.

    19.7.2021 ES Diar io Ofi cial de la Unión Europea L 256/63 REGLAMENTO DE EJECUCIÓN (UE) 2021/1178 DE LA COMISIÓN de 16 de julio de 2021 por el que se modifican determinados anexos del Reglamento de Ejecución (UE) 2021/404 en lo que respecta a determinadas listas de terceros países desde los que se autoriza la entrada en la Unión de animales, productos reproductivos y productos de origen animal (Texto pertinente a efectos del EEE) LA COMISIÓN EUROPEA, Visto el Tratado de Funcionamiento de la Unión Europea, Visto el Reglamento (UE) 2016/429 del Parlamento Europeo y del Consejo, de 9 de marzo de 2016, relativo a las enfermedades transmisibles de los animales y por el que se modifican o derogan algunos actos en materia de sanidad animal («Legislación sobre sanidad animal») (1), y en particular su artículo 230, apartado 1, Considerando lo siguiente: (1) El Reglamento (UE) 2016/429 establece, entre otras cosas, los requisitos zoosanitarios para la entrada en la Unión de partidas de animales, productos reproductivos y productos de origen animal, y es aplicable a partir del 21 de abril de 2021. Uno de esos requisitos zoosanitarios es que dichas partidas deben proceder de un tercer país o territorio, o de una zona o un compartimento de estos que figure en una lista elaborada de conformidad con el artículo 230, apartado 1, de dicho Reglamento. (2) El Reglamento Delegado (UE) 2020/692 de la Comisión (2) completa el Reglamento (UE) 2016/429 por lo que respecta a los requisitos zoosanitarios para la entrada en la Unión de partidas de determinadas especies y categorías de animales, productos reproductivos y productos de origen animal procedentes de terceros países o territorios, o zonas de estos, o compartimentos de estos en el caso de los animales de la acuicultura, y también es aplicable a partir del 21 de abril de 2021.
