Publications Office 19.7.2021 PL Dziennik U rzędowy U nii Europejskiej L 256/63 ROZPORZĄDZENIE WYKONAWCZE KOMISJI (UE) 2021/1178 z dnia 16 lipca 2021 r. zmieniające niektóre załączniki do rozporządzenia wykonawczego (UE) 2021/404 w odniesieniu do niektórych wykazów państw trzecich, z których dozwolone jest wprowadzanie do Unii zwierząt, materiału biologicznego i produktów pochodzenia zwierzęcego (Tekst mający znaczenie dla EOG) KOMISJA EUROPEJSKA, uwzględniając Traktat o funkcjonowaniu Unii Europejskiej, uwzględniając rozporządzenie Parlamentu Europejskiego i Rady (UE) 2016/429 z dnia 9 marca 2016 r. w sprawie przenoś­ nych chorób zwierząt oraz zmieniające i uchylające niektóre akty w dziedzinie zdrowia zwierząt („Prawo o zdrowiu zwie­ rząt”) (1), w szczególności jego art. 230 ust. 1, a także mając na uwadze, co następuje: (1) W rozporządzeniu (UE) 2016/429, które stosuje się od dnia 21 kwietnia 2021 r., ustanowiono między innymi wymagania w zakresie zdrowia zwierząt dotyczące wprowadzania do Unii przesyłek zwierząt, materiału biologicz­ nego i produktów pochodzenia zwierzęcego. Zgodnie z jednym ze wspomnianych wymagań w zakresie zdrowia zwierząt przesyłki te muszą pochodzić z państwa trzeciego lub terytorium, lub ich strefy lub kompartmentu, zgod­ nie z art. 230 ust. 1 tego rozporządzenia. (2) Rozporządzenie delegowane Komisji (UE) 2020/692 (2) uzupełnia rozporządzenie (UE) 2016/429 w odniesieniu do wymagań w zakresie zdrowia zwierząt dotyczących wprowadzania do Unii przesyłek niektórych gatunków i katego­ rii zwierząt, materiału biologicznego i produktów pochodzenia zwierzęcego z państw trzecich lub terytoriów, lub ich stref lub kompartmentów, w przypadku zwierząt akwakultury i również stosuje się od dnia 21 kwietnia 2021 r. Art. 3 lit. a) rozporządzenia delegowanego (UE) 2020/692 stanowi, że zezwala się na wprowadzanie do Unii przesy­ łek zwierząt, materiału biologicznego i produktów pochodzenia zwierzęcego objętych zakresem tego rozporządze­ nia wyłącznie wówczas, gdy pochodzą one z państwa trzeciego lub terytorium, lub ich strefy lub kompartmentu, umieszczonych w wykazie odnośnie do poszczególnych gatunków zwierząt, materiału biologicznego i produktów pochodzenia zwierzęcego zgodnie z wymaganiami w zakresie zdrowia zwierząt określonymi w tym rozporządzeniu delegowanym. (3) Ponadto w rozporządzeniu wykonawczym Komisji (UE) 2021/404 (3) ustanowiono wykazy państw trzecich, teryto­ riów lub ich stref, lub – w przypadku zwierząt akwakultury – ich kompartmentów, z których dozwolone jest wpro­ wadzanie do Unii tych gatunków i kategorii zwierząt oraz tych kategorii materiału biologicznego i produktów pochodzenia zwierzęcego, które są objęte zakresem rozporządzenia delegowanego (UE) 2020/692. (4) Rozporządzenie wykonawcze (UE) 2021/404 stosuje się również od dnia 21 kwietnia 2021 r., a wykazy państw trzecich, terytoriów lub stref określone w załącznikach do tego rozporządzenia służą temu samemu celowi co pod­ obne wykazy określone wcześniej w szeregu aktów Komisji, które zostały uchylone i zastąpione tym rozporządze­ niem wykonawczym ze skutkiem od wspomnianej daty. Szereg zmian w wykazach zawartych w tych wcześniej­ szych aktach Komisji nie zostało jednak odzwierciedlonych w wykazach zawartych obecnie w rozporządzeniu wykonawczym (UE) 2021/404. Wynika to głównie z faktu, że wykazy te są często zmieniane w celu uwzględnienia kwestii takich jak zmieniająca się sytuacja epidemiologiczna w odniesieniu do chorób zwierząt, warunki sanitarne bądź gwarancje zdrowia zwierząt lub zdrowia publicznego w państwach trzecich lub terytoriach. (2) Rozporządzenie delegowane Komisji (UE) 2020/692 z dnia 30 stycznia 2020 r. uzupełniające rozporządzenie Parlamentu Europej­ skiego i Rady (UE) 2016/429 w odniesieniu do przepisów dotyczących wprowadzania do Unii przesyłek niektórych zwierząt, mate­ riału biologicznego i produktów pochodzenia zwierzęcego oraz przemieszczania ich i postępowania z nimi po ich wprowadzeniu (Dz.U. L 174 z 3.6.2020, s. 379). (3) Rozporządzenie wykonawcze Komisji (UE) 2021/404 z dnia 24 marca 2021 r. ustanawiające wykazy państw trzecich, terytoriów lub ich stref, z których zezwolone jest wprowadzanie do Unii zwierząt, materiału biologicznego i produktów pochodzenia zwierzęcego zgodnie z rozporządzeniem Parlamentu Europejskiego i Rady (UE) 2016/429 (Dz.U. L 114 z 31.3.2021, s. 1). L 256/64 PL Dziennik U rzędowy U nii Europejskiej 19.7.2021 (5) W rozporządzeniu Komisji (WE) nr 798/2008 (4) ustanowiono wykaz państw trzecich, terytoriów, stref lub grup, z których dopuszczalny jest przywóz do i tranzyt przez terytorium Unii drobiu i produktów drobiowych. Rozporzą­ dzenie to zostało uchylone i zastąpione rozporządzeniem wykonawczym (UE) 2021/404, a w załącznikach V i XIV do tego drugiego rozporządzenia ustanowiono obecnie wykazy państw trzecich, terytoriów lub ich stref, z których dozwolone jest wprowadzanie do Unii przesyłek drobiu, materiału biologicznego drobiu oraz świeżego mięsa dro­ biu i ptaków łownych. Pewna liczba zmian w wykazie zawartym w rozporządzeniu (WE) nr 798/2008 nie została jednak uwzględniona w wykazach zawartych w załącznikach V i XIV do rozporządzenia wykonawczego (UE) 2021/404. W szczególności rozporządzenie (WE) nr 798/2008 zostało zmienione rozporządzeniem wykona­ wczym (UE) 2020/626 (5) odnośnie do pozycji dotyczącej Republiki Macedonii Północnej, rozporządzeniem wyko­ nawczym (UE) 2020/1166 (6) odnośnie do pozycji dotyczącej Stanów Zjednoczonych, rozporządzeniem wykona­ wczym (UE) 2020/1752 (7) odnośnie do pozycji dotyczącej Australii, rozporządzeniem wykonawczym (UE) 2020/2083 (8) odnośnie do pozycji dotyczącej Japonii, rozporządzeniem wykonawczym (UE) 2021/460 (9) odnoś­ nie do pozycji dotyczącej Ukrainy oraz rozporządzeniem wykonawczym (UE) 2021/568 (10) odnośnie do pozycji dotyczącej Zjednoczonego Królestwa. Należy zatem zmienić rozporządzenie wykonawcze (UE) 2021/404, aby uwz­ ględnić wspomniane zmiany w wykazie określonym w rozporządzeniu (WE) nr 798/2008. (6) Ponadto Australia przedłożyła zaktualizowane informacje na temat sytuacji epidemiologicznej na swoim terytorium po potwierdzeniu ogniska wysoce zjadliwej grypy ptaków w gospodarstwie drobiarskim na jej terytorium w dniu 31 lipca 2020 r. i wprowadzeniu przez nią środków w celu zapobieżenia dalszemu rozprzestrzenianiu się tej cho­ roby. W szczególności w związku z wystąpieniem tego ogniska wysoce zjadliwej grypy ptaków Australia wdrożyła politykę likwidacji stad w celu kontroli i ograniczenia rozprzestrzeniania się tej choroby. Ponadto Australia zakoń­ czyła niezbędne działania w zakresie czyszczenia i dezynfekcji w następstwie wdrożenia na swoim terytorium poli­ tyki likwidacji stad w uprzednio zakażonym gospodarstwie drobiarskim. (7) Komisja oceniła informacje przedłożone przez Australię i stwierdziła, że wspomniane ognisko wysoce zjadliwej grypy ptaków zostało zlikwidowane i że nie istnieje już żadne ryzyko związane z wprowadzaniem do Unii produk­ tów drobiowych z tego państwa trzeciego. (8) Ponadto Zjednoczone Królestwo przedłożyło zaktualizowane informacje na temat sytuacji epidemiologicznej na swoim terytorium w związku z ogniskami wysoce zjadliwej grypy ptaków potwierdzonymi w gospodarstwach dro­ biarskich w dniu 27 stycznia 2021 r. na wyspie Anglesey w Walii, w dniu 8 lutego 2021 r. w Redcar i Cleveland w Anglii, w dniu 12 lutego 2021 r. w Glenrothes w Fife w Szkocji i w dniu 29 marca 2021 r. w hrabstwie Stafford­ shire w Anglii, oraz przedstawiło środki wprowadzone w celu zapobiegania dalszemu rozprzestrzenianiu się tej cho­ roby. W szczególności w związku z wystąpieniem tych ognisk wysoce zjadliwej grypy ptaków Zjednoczone Króle­ stwo wdrożyło politykę likwidacji stad w celu kontroli i ograniczenia rozprzestrzeniania się tej choroby. Ponadto Zjednoczone Królestwo zakończyło niezbędne działania w zakresie czyszczenia i dezynfekcji w następstwie wdroże­ nia na swoim terytorium polityki likwidacji stad w zakażonych gospodarstwach drobiarskich. (4) Rozporządzenie Komisji (WE) nr 798/2008 z dnia 8 sierpnia 2008 r. ustanawiające wykaz państw trzecich, terytoriów, stref lub grup, z których dopuszczalny jest przywóz do i tranzyt przez terytorium Wspólnoty drobiu i produktów drobiowych oraz wymogów doty­ czących świadectw weterynaryjnych (Dz.U. L 226 z 23.8.2008, s. 1). (5) Rozporządzenie wykonawcze Komisji (UE) 2020/626 z dnia 7 maja 2020 r. zmieniające załącznik I do rozporządzenia (WE) nr 798/2008 w zakresie wpisu dotyczącego Republiki Macedonii Północnej w wykazie państw trzecich, terytoriów, stref lub grup, z których dopuszczalny jest przywóz do Unii i tranzyt przez jej terytorium niektórych towarów drobiowych w związku z zakażeniem wirusem rzekomego pomoru drobiu (Dz.U. L 146 z 8.5.2020, s. 1). (6) Rozporządzenie wykonawcze Komisji (UE) 2020/1166 z dnia 6 sierpnia 2020 r. zmieniające załącznik I do rozporządzenia (WE) nr 798/2008 w zakresie wpisu dotyczącego Stanów Zjednoczonych w wykazie państw trzecich, terytoriów, stref lub grup, z których dopuszczalny jest przywóz do Unii i tranzyt przez jej terytorium niektórych produktów drobiowych, w odniesieniu do wysoce zjadli­ wej grypy ptaków (Dz.U. L 258 z 7.8.2020, s. 11). (7) Rozporządzenie wykonawcze Komisji (UE) 2020/1752 z dnia 23 listopada 2020 r. zmieniające załącznik I do rozporządzenia (WE) nr 798/2008 w odniesieniu do wpisu dotyczącego Australii w wykazie państw trzecich, terytoriów, stref lub grup, z których dopusz­ czalny jest przywóz do Unii i tranzyt przez jej terytorium niektórych towarów drobiowych w związku z wysoce zjadliwą grypą ptaków (Dz.U. This collection was put together in the archives of the Kiev Oblast committee of the Communist Party of Ukraine CPU) in the late 1970s and early 1980s based on documents found in the stacks of the Kiev Oblast [party] committee, the oblast industrial committee, city and town committees of the CPU and и LKSMU (Communist League of Youth) of Kiev and Kiev oblsast’ and the party committee of MVD USSR. The collection was transferred to GAKO in 1991 together with the other fonds of the Kiev Oblast CPU Committee. Fond P-4 has six opisi systematized on the structural-chronological principle. This collection includes documents from the first, second and fifth opisi. There is not a single example in the history of warfare where a guerrilla movement and underground war effort played such a big role as it did during the last world war.

    Local Economic Development Plan Irpin City Council LOCAL ECONOMIC DEVELOPMENT PLAN Irpin City Council Irpin – City of Wellness and Innovative Growth Ukraine August, 2018 1 Local Economic Development Plan Irpin City Council Introduction Dear Citizens, Irpin is one of the few cities in Ukraine, which has been developing dynamically over the last three years and demonstrating significant achievements in the economic and social spheres of urban life. Over this time, the city has been designed, constructed, reconstructed and refurbished objects more than during the last decade. Just for one-year more than 50 important social infrastructure objects were discovered-the largest number in the Kyiv oblast. Parks and squares are being arranged, stadiums and kindergartens are being built, playgrounds and sports complexes are being built, new roads and sidewalks are laid. Irpin is updated; it becomes a symbol of hope and a revival of life. The turning point in the history of Irpin's development was the adoption in 2015 of the Strategy for the Development of the Irpin Region by 2020. Our strategic goal is to live in a healthy society, in a safe, comfortable and energy efficient city with an environmentally friendly to business, in the ecopolis of tourism and recreation. Today in Irpin, the best conditions for business development and investment projects implementation has been created. The city successfully co-operates with international financial organizations. Nevertheless, there are still many issues in the region's economic development. In 2017, Irpin joined the project "Mayors for Economic Growth" (M4EG) - a powerful initiative of the European Union within the framework of the Eastern Partnership.
