The Agreement, which is attached to Decision (EU) 2019/1580 together with the Memorandum of Consultations (4), has been applied on a provisional basis since the date of signature thereof. (2) As provided by the Joint Declaration forming an integral part of the Agreement and by Decision (EU) 2019/1580, the Agreement, which has been signed in English, has also been drawn up in other official languages of the Union and those additional language versions are to be authenticated by an exchange of letters between the Parties. (3) The Agreement should be approved, HAS ADOPTED THIS DECISION: Article 1 The Agreement with Respect to Time Limitations on Arrangements for the Provision of Aircraft with Crew between the European Union, the United States of America, Iceland, and the Kingdom of Norway, of which the Joint Declaration forms an integral part, is hereby approved on behalf of the Union (5). LEÃO (6) The date of entry into force of the Agreement will be published in the Official Journal of the European Union by the General Secretariat of the Council. 19.7.2021 EN Offi cial Jour nal of the European Union L 256/3 REGULATIONS COUNCIL REGULATION (EU) 2021/1173 of 13 July 2021 on establishing the European High Performance Computing Joint Undertaking and repealing Regulation (EU) 2018/1488 THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, and in particular Article 187 and the first paragraph of Article 188 thereof, Having regard to the proposal from the European Commission, Having regard to the opinion of the European Parliament (1), Having regard to the opinion of the European Economic and Social Committee (2), Whereas: (1) Regulation (EU) 2021/695 of the European Parliament and of the Council (3) establishes Horizon Europe – the Framework Programme for Research and Innovation (‘Horizon Europe’). Parts of Horizon Europe may be implemented through European Partnerships, with private and/or public sector partners, in order to achieve the greatest possible impact of Union funding and the most effective contribution to the Union’s policy objectives. (2) In accordance with Regulation (EU) 2021/695 support may be provided to Joint Undertakings established in the framework of Horizon Europe. Such partnerships should be implemented only where other parts of Horizon Europe, including other forms of European Partnerships, would not achieve its objectives or would not generate the necessary expected impacts, and if justified by a long-term perspective and high degree of integration. The conditions under which such partnerships are created are specified in that Regulation. (3) Regulation (EU) 2021/694 of the European Parliament and of the Council (4) establishes the Digital Europe Programme. The Digital Europe Programme supports the implementation of projects of common interest which aim at the acquisition, deployment and operation of a world-class supercomputing, quantum and data infrastructure, at federation and interconnection, and at widening the use of supercomputing services and the development of key skills. (4) Regulation (EU) 2021/1153 of the European Parliament and of the Council (5) establishes the Connecting Europe Facility. The Connecting Europe Facility enables projects of common interest to be prepared and implemented within the framework of the trans-European networks policy in the sectors of transport, telecommunications and energy.     Anatolii P.Savkov Acting President of the National Academy for Public Administration under the President of Ukraine BIOGRAPHY Born on 27 January 1957 in the village Mazurivka, Chernivtsi raion, Vinnytsia oblast. In 1999 graduated from the Odesa branch of the Ukrainian Academy of Public Administration under the President of Ukraine (nowadays – Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine), in 1982 – Veterinary Faculty of the Odesa Agricultural Institute. In 2010 finished the doctoral dissertation in the Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine. Doctor of Sciences in Public Administration (2011). Doctoral dissertation “Public administration of election process in Ukraine: theoretical and methodological principles” was defended at the Specialized Academic Council of the Institute of Legislation of the Verkhovna Rada of Ukraine. In 2020 was awarded the rank of professor. By the Resolution of the President of Ukraine of 21 April 2015 №455/2015-рп was appointed to a position of the First Vice President of the National Academy for Public Administration under the President of Ukraine. By the Decree of the President of Ukraine of 5 April 2019 №106/2019 was temporarily assigned as the Acting President of the National Academy for Public Administration under the President of Ukraine.     88 ЕКОНОМІЧНА ТА СОЦІАЛЬНА ГЕОГРАФІЯ PERCEPTION OF LOCAL GEOGRAPHICAL SPECIFICITY BY THE POPULATION OF PODOLIA Oleksiy GNATIUK Taras Shevchenko National University of Kyiv, Ukraine [email protected] Abstract: The article reveals the perception of local geographical specificity by the population of Podolia. Attention is focused on five elements of the local geographical specificity: natural, historical and cultural monuments; prominent personalities; trademarks and producers of goods and services; the origin settlement names; figurative poetic names of settlements. The tasks were the following: to determine basic qualitative and quantitative parameters of regional image-geographical systems, to find the main regularities of their spatial organization, and, finally, to classify administrative-territorial units of the region according to the basic properties of image-geographic systems using specially worked out method. Analysis made it clear that the population of Podolia is characterized by a high level of reflection of the local geographic specificity. Local image-geographical systems from different parts of the region have different structure and level of development. In particular, image-geographical systems in Vinnytsia and Ternopil oblasts are well developed, stable and hierarchized, in Khmelnitskyi oblast it is just developing, dynamic and so quite unstable. To further disclosure the regularities and patterns of local geographical specificity perception, it is advisable to carry out case studies of image-geographic systems at the level of individual settlements.     Baltic‑Pontic Studies vol. 21: 2016, 54‑68 ISSN 1231‑0344 Marcin Ławniczak* PHOTOGRAMMETRY ‑BASED SPATIAL ANALYSES OF SETTLEMENTS IN SEVERYNIVKA AND NEMYRIV ABSTRACT During the Polish‑Ukrainian archaeological project “Fortresses of Ukraine” it was proposed to study two of the most significant sites with the newest possible technology. The final decision was made to apply the digital photogrammetry that was acquired with the use of drones. Key words: photogrammetry, Scythian time, hillfort, fortification, defensive structures, Early Iron Age A significant obstacle towards the study of the settlements of the forest‑steppe zone in the Pontic area was their size and the construction of the fortifications. In Nemyriv the size of the settlement ranged from 100 ha [Smirnova 1996: 67] to 250 ha, with the final version being 145 ha [Daragan 2010: 38‑41]. Similar inaccu‑ racies were recorded for other sites. Due to the constant erosion of the escarpment, caused by the construction of a railway track in the 19th century, the area of sites is constantly decreasing. As a result, the descriptions presented by G.I. Smirnova [Smirnova 1961: 89‑92] and B.M. Lobay [Lobay 1986] are no longer valid. During the Polish ‑Ukrainian archaeological project “Fortresses of Ukraine”, it was proposed to study two of the most significant sites with the newest possible technology. Due to the size of the settlements in Nemyriv and Severynivka, the possibility of measuring the sites using ground methods was rejected.     General report 2019 Volodymyr Omelchuk, Grace Church, Irpin, Kyiv region, Ukraine (74) Greetings! Recently, we have opened a new church in Irpin city. You have supported our ministry for many years! You helped us in the Church of Grace in Kyiv, with the Church of Peace in Kyiv, and now in the Church of Grace in Irpin. An increasing number of people are involved in the lives of these churches, and because of its supporters, the Churches are constantly growing. For all this, thank God and thank you very much! In 2019 I was a pastor in Kyiv in Pechersk district. The church is called "The Church of Peace". It was built 2.5 years ago. The church had 169 members. In 2019, 25 people more were bapzed. We had two wonderful camps this summer: children's and men's ones. Thank you for your financial support. We have organized 12 Bible study home groups in our Church. All went well, thank God. And our church members allowed us to go to a new Church in Irpin. We opened a new Church in Irpin (city in Kyiv region) just a few months ago. Around 100,000 people live in Irpin now. The Church started funconing with a small Bible study home group. Now there are 3 groups. There are non- believers in the groups who are open to the Gospel. Three weeks ago, at the Bible study group, one girl accepted Christ immediately. She sent me a message during the Bible study group: "I want to repent. Is it beer to do it now or after the Bible group?" It was wonderful, praise God! PRAYER REQUESTS: Please, pray for my family in order for everyone's faith to grow; Ask God for the growth of the Church of Grace in Irpin, pray for God to give us open-hearted people; Pray for the opening of a rehabilitation center at our Church.

    ARTICLES Persecution of the Czech Minority in Ukraine 8 Mečislav BORÁK at the Time of the Great Purge Persecution of the Czech Minority in Ukraine at the Time of the Great Purge1 prof. Mečislav BORÁK Abstract In its introduction, the study recalls the course of Czech emigration to Ukraine and the formation of the local Czech minority from the mid-19th century until the end of 1930s. Afterwards, it depicts the course of political persecution of the Czechs from the civil war to the mid-1930s and mentions the changes in Soviet national policy. It characterizes the course of the Great Purge in the years 1937–1938 on a national scale and its particularities in Ukraine, describes the genesis of the repressive mechanisms and their activities. In this context, it is focused on the NKVD’s national operations and the repression of the Czechs assigned to the Polish NKVD operation in the early spring of 1938. It analyses the illegal executions of more than 660 victims, which was roughly half of all Czechs and Czechoslovak citizens executed for political reasons in the former Soviet Union, both from time and territorial point of view, including the national or social-professional structure of the executed, roughly compared to Moscow. The general conclusions are illustrated on examples of repressive actions and their victims from the Kiev region, especially from Kiev, and Mykolajivka community, not far from the centre of the Vinnycko area, the most famous centre of Czech colonization in eastern Podolia. In detail, it analyses the most repressive action against the Czechs in Ukraine which took place in Zhytomyr where on 28 September 1938, eighty alleged conspirators were shot dead, including seventy-eight Czechs.

    SHADOW REPORT THE BAR OF UKRAINE: THE LESSONS LEARNED FROM THE EARLY YEARS OF SELF-GOVERNANCE AGENCY FOR LEGISLATIVE INITIATIVES KYIV, 2018 Compiling and presenting shadow analytical reports is part of a project implemented by the Agency for Legislative Initiatives, a non-governmental organization, under the USAID «RADA: Responsible Accountable Democratic Assembly» Program, which is implemented by the East Europe Foundation. The shadow report entitled «The Bar of Ukraine: the Lessons Learned from the Early Years of Self-Governance» was compiled by the Agency for Legislative Initiatives in cooperation with the Tomorrow’s Lawyer non-governmental organization at the request of the Verkhovna Rada of Ukraine Committee for Legal Policy and Justice in order to support the latter in administering its oversight function. The Agency for Legislative Initiatives aims to promote the strengthening of democratic values, the development of political culture and legal awareness, the scaling up of best international practices for effective government bodies to be built, and the development of Ukraine towards integrating with the European Union. While striving towards its mission, the Tomorrow’s Lawyer develops and implements training programs for lawyers to bolster their leadership in reform implementation, reinforce the legal community and strengthen the rule of law in Ukraine, and builds up and supports a viable professional network of opinion leaders among the bar who adhere to the values of fair justice, provide legal services of the highest ethical standards, and serve as effective agents of social transformations.
