BIOGRAPHY

Born on 27 January 1957 in the village Mazurivka, raion, oblast. In 1999 graduated from the Odesa branch of the Ukrainian Academy of Public Administration under the President of Ukraine (nowadays – Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine), in 1982 – Veterinary Faculty of the Odesa Agricultural Institute. In 2010 finished the doctoral dissertation in the Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine. Doctor of Sciences in Public Administration (2011). Doctoral dissertation “Public administration of election process in Ukraine: theoretical and methodological principles” was defended at the Specialized Academic Council of the Institute of Legislation of the Verkhovna Rada of Ukraine. In 2020 was awarded the rank of professor. By the Resolution of the President of Ukraine of 21 April 2015 №455/2015-рп was appointed to a position of the First Vice President of the National Academy for Public Administration under the President of Ukraine. By the Decree of the President of Ukraine of 5 April 2019 №106/2019 was temporarily assigned as the Acting President of the National Academy for Public Administration under the President of Ukraine. Held the positions in public authorities: Chief Consultant of the Methodical Work Division in the Department of Organizational and Methodical Work in the Office of the Central Election Commission (2010-2014); Deputy Director of the Main Department of Civil Service of Ukraine; Head of Organizational Division; Head of the Division for Regional Offices of the Office of the Central Election Commission (2005-2007); Main Consultant-Inspector of the Head Department of Organizational and Personnel Policy and Cooperation with the Regions of the Presidential Administration of Ukraine (2002-2005); Head of Mohyliv-Podilskyi Raion State Administration, Vinnytsia oblast (1996-2002); First Deputy Head of Chernivtsi Raion State Administration of Vinnytsia oblast (1995-1996). After the graduation from Odesa Agricultural Institute worked in various state enterprises, was Chairman of the agricultural company (1987-1991), held positions in local self-government authorities: Deputy Head of the Chernivtsi Raion Council of Vinnytsia oblast (1994-1995). Since 2007 combines public service with research, scientific and teaching activities: assistant professor of Public Administration and Local Self-Government chair of the Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine (2007-2010); professor of Public Administration Chair of the Philosophy Faculty in Taras Shevchenko National University of (since 2012), professor of the Chair of the Parliamentarism and Political Management of the National Academy for Public Administration under the President of Ukraine (since 2011). Member of the Specialized Scientific Councils Д 26.810.01 at the National Academy for Public Administration under the President of Ukraine and Д 26.867.03 at the Institute of Legislation of the Verkhovna Rada of Ukraine which are qualified to receive and conduct defense of dissertations for the degree of doctor and candidate of sciences in public administration. Was a member of Specialized Scientific Council K 43.863.01 at the Odesa Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine (2012-2013) with the right to award a candidate degree in public administration. Sphere of scientific interests: theory and history of public administration, electoral law and the election process in modern Ukraine, election systems in other countries of the world, constitutional and legal regulation of political parties and public organizations activity in Ukraine and foreign countries. Author of over 50 scientific papers on the reform of agriculture and public administration in election process in Ukraine, including the individual monographs: “Trends and Priorities of Agroindustrial Complex Reform (on the example of the Mohyliv-Podilskyi raion of Vinnytsia oblast)” (2001), “Election Process in Modern Ukraine: State-Administrative Aspect” (2010); co-author – “NGOs and Public Authorities: Interaction” (2009), “Monitoring of the Legislation in Ukraine: Analysis, Problems and Prospects” (2010).

Has official awards. Civil Servant of the 4th rank (2015). Married, has two daughters Olha (1984) and Vita (1989).
