Parliamentary control over the observance of constitutional human and citizens' rights and freedoms Parliamentary control over the observance of constitutional human and citizens' rights and freedoms and the protection of every individual's rights on the territory of Ukraine and within its jurisdiction is permanently exercised by the Ukrainian Parliament Commissioner for Human Rights (hereinafter referred to as «the Commissioner»). The Commissioner shall be guided by the Constitution of Ukraine, the laws of Ukraine and effective international treaties approved by the Verkhovna Rada of Ukraine. Article 2. The scope of application of the Law The scope of application of the Law shall extend to relations emerging from the fulfillment of human and citizens' rights and freedoms between a citizen of Ukraine, irrespective of his or her dwelling place, a foreigner or a stateless person, who are on the territory of Ukraine and bodies of state power and local self-government, their officials. The operation of this Law also applies to relations that arise between juridical persons of public and private law, as well as individuals who are on the territory of Ukraine in cases provided for by a specific law. Constitution of Ukraine Preamble The Verkhovna Rada (the Parliament) of Ukraine on behalf of the Ukrainian people - Ukrainian citizens of all nationalities, expressing the sovereign will of the people, relying on the centuries-old history of Ukrainian state-building and upon the right to self- determination realised by the Ukrainian nation, all the Ukrainian people, aspiring to ensure human rights and freedoms, and life conditions worthy of human dignity, supporting the strengthening of civil harmony on the Ukrainian soil, striving to develop and strengthen a democratic, social, law-based state, realizing the responsibility in the eyes of God, before our own conscience, past, present and future generations, guided by the Act of Declaration of the Independence of Ukraine of 24 August 1991, approved by the national vote on 1 December 1991, adopts this Constitution as the Fundamental Law of Ukraine. Title I General Principles Article 1. Ukraine shall be a sovereign and independent, democratic, social, law-based state. Article 2. The sovereignty of Ukraine shall extend throughout its entire territory. Ukraine shall be a unitary state. The territory of Ukraine within its present borders shall be indivisible and inviolable. Article 3. An individual, his life and health, honour and dignity, inviolability and security shall be recognised in Ukraine as the highest social value. Human rights and freedoms, and guarantees thereof shall determine the essence and course of activities of the State. The State shall be responsible to the individual for its activities. Affirming and ensuring human rights and freedoms shall be the main duty of the State. Article 4. There shall be a single form of citizenship in Ukraine. -

The main reason for their occurrence as a rule, was the differences in the historical development of certain regions. With the influence of time, some stereotypes disappeared, but others appeared in their place. The war in the Donbass, has led to the emergence of new stereotypes, which began to firmly take root in the minds of people. Basically, these stereotypes relate to Internally Displaced Persons (IDPs) from the Donbass and have a negative connotation. The main disseminators of stereotypes are public figures, community activists and the me- dia. The purpose of the article is to analyze the most widespread stereotypes in some regions of Ukraine not covered by the conflict and to find out the reasons for their occurrence. Key words: stereotypes, Internally Displaces Persons (IDPs), Donbass, Ukraine Introduction ne of the most recognizable contemporary phrases in Ukrainian, introduced to the Olanguage four years ago, is Internally Displaced Persons (IDPs). This phrase stands for the people who fled from occupied Crimea and from war-torn Donbass. The events of 2014 resulted in increasing intolerant attitudes towards IDPs, particularly these coming from Donbass. Intensified population inflow from the occupied regions at war contrib- uted to a numerous stereotypes being formed. Lots of these stereotypes had been present within Ukrainian society for years, deeply enrooted in the society, related to historical events. -

Business Outlook Survey of Khmelnytskyi Oblast Q3 2019 A survey carried out in Khmelnytskyi oblast in Q3 2019 showed that respondents had moderate expectations that the Ukrainian economy would grow. At the same time, respondents expected weaker development of their companies over the next 12 months. Respondents expected that prices would increase further. The domestic currency was expected to depreciate at a slower pace. The top managers of companies said they expected that over the next 12 months: . growth in the output of Ukrainian goods and services would be moderate: the balance of expectations was 6.7% (compared to (-6.3%) in Q2 2019 and 30.5% across Ukraine) (Figure 1). Respondents from agricultural companies had the most optimistic expectations: the balance of responses was 16.7% . prices for consumer goods and services would continue to grow: 62.5% of the surveyed companies expected prices for consumer goods and services to rise by no more than 10.0% (compared with 60.0% in the previous quarter and 73.3% across Ukraine). -

On 2 September 2020, by its Resolution #7912, the Government allowed certain categories of foreigners and stateless persons3 to cross the international border of Ukraine on the condition that they prove that they have an health insurance that covers COVID-19-related treatment as well as additional expenses related to accommodation and subsistence during the observation period. -
