FACILITY OPERATIONS MANAGER TUNNELS, BRIDGES & TERMINALS

ABOUT THE PORT AUTHORITY The Port Authority of & manages and maintains airports, bridges, tunnels, bus terminals, PATH, seaports and other facilities that are critical to the metropolitan New York-New Jersey region’s trade and transportation capabilities. The Tunnels, Bridges and Terminals Department is the proud stewards of some of the most world- renowned and pivotal facilities: the George ; the Holland and Lincoln Tunnels; and the , , and Outerbridge Crossing, not to mention the Port Authority Bus Terminal and Bus Station. With our four bridges, two tunnels, a bus terminal and a bus station, the Tunnels, Bridges & Terminals Department is responsible for ensuring that people and goods move safely, efficiently, and conveniently between New York and New Jersey as they traverse the region and link via major interstates to other parts of our nation.

POSITION: We are seeking a Facility Operations Manager to join our Tunnels, Bridges & Terminals (TB&T) Division.

This position will be located in the department’s Jersey City, New Jersey office and will require significant time and travel to and between TB&T facilities on a regular basis.

RESPONSIBILITIES: The selected candidate will be fully responsible for

• managing all aspects of the operation and measuring and improving the performance of the facility’s toll collection; traffic management; incident detection, response and mitigation; customer service initiatives; security enhancements and construction coordination associated with the (TB&T facility), as well as utilizing complex technological systems to manage an integrated transportation system. • Among the many diverse responsibilities, the incumbent will be responsible for:; managing the overall operation, ensuring quality customer service and proper handling of customers complaints, revenue collection, incident mitigation and customer communications of the facility; • administrating labor agreements and participating in grievance and disciplinary hearings for a diverse operations staff; • supervision and administration of a large and diverse workforce including, absence control, discipline, motivation and problem resolution, performance measures, career development, and employee recognition; • on-going evaluation for improvement of operation unit performance measures, systems, data and related analysis and reports;

• using technology systems to ensure audit control of toll revenue; participating as a stakeholder in departmental initiatives relating to the accurate/efficient revenue collection function and the safeguarding of those funds; • coordinating operational improvement activities, security initiatives and technological systems with a wide range of Port Authority staff in conjunction with regional transportation agencies; • reviewing construction proposals and projects so as to minimize traffic impact and identify issues/alternatives; • developing and managing the unit’s budget and coordinating activities to support the Department’s Business Plan; • identifying problems and developing solutions for issues that impact the unit; handling multiple and sometimes conflicting priorities; • participate as a stakeholder in departmental initiatives relating to the accurate/efficient revenue collection function and the safeguarding of those funds; and • will be responsible for responding to all facility emergencies and during weather or other special events.

In addition, the selected candidate must become part of the (TB&T Facility) management team dedicated to improving all aspects of the facility.

ELIGIBILITY REQUIREMENTS: Must possess a Bachelor’s Degree from an accredited college or university. Must possess a valid Driver’s License.

QUALIFICATIONS: The ideal candidate will present the following qualifications profile:

• Three years experience in managing, leading and developing diverse staff in a field environment, including experience supervising professional operations staff and a proven record of employing effective team building. • Demonstrated experience in developing, evaluating and improving operational performance measures, traffic management and security systems. • Demonstrated ability to work independently and prioritize assignments including direct involvement during emergency response situations. • Demonstrated experience in identifying, understanding and integrating customer service needs into day-to-day decision-making. • Demonstrated negotiation and conflict resolution skills and ability to develop and employ problem-solving approaches, which are sensitive to organizational, security, community and customer concerns. • Demonstrated superior interpersonal skills interacting with all levels of staff, as well as significant experience interacting with community officials and members of outside government and transportation agencies.

• Superior written and oral communication skills, with demonstrated experience in presenting materials to senior staff. • Knowledge of budgeting, staffing, operations, and contract administration, cash management, revenue control, and toll collection systems, etc. • Experience in identifying Capital and Operation Major Work Program initiatives to enhance facility operation and regional mobility
