BE IT ENACTED by the Queen’s Most Excellent Majesty, by and with the advice and consent of the Council and Keys in Tynwald assembled, and by the authority of the same, as follows:— PART 1 – INTRODUCTORY 1 Short title The short title of this Act is the Registration of Electors Act 2020. 2 Commencement (1) This Act (except this section and sections 1 and 3) will come into operation on such day or days as the Council of Ministers may by order appoint. (2) An order under subsection (1) may make such consequential, incidental, supplemental and transitional provisions as appear to the Council of Ministers to be necessary or expedient for the purposes of the order. 3 Interpretation [2006/12/15 and drafting] (1) In this Act — “constituency” means any of the following 12 constituencies — (a) Arbory, Castletown and Malew; (b) Ayre and Michael; c AT 11 of 2020 Page 5 Section 3 Registration of Electors Act 2020 (c) Douglas Central; (d) Douglas East; (e) Douglas North; (f) Douglas South; (g) Garff; (h) Glenfaba and Peel; (i) Middle; (j) Onchan; (k) Ramsey; and (l) Rushen; “data protection legislation” has the meaning given in regulation 5(1) of the GDPR and LED Implementing Regulations 20181; “district”, except in the expressions “polling district” and “registration district” means a town district, village district or parish district, and includes the borough of Douglas; “election” means a national election or a local election, and includes a by- election; “electoral area”, in relation to a national election, means a constituency, and in relation to a local election, — (m) if the district of the local authority in question is divided into wards, a ward of the district; or (n) otherwise, the district; “Electoral Registration Officer” or “Officer” means the person appointed to be the Electoral Registration Officer under section 18(1) or, whenever that person is unavailable, the Deputy Electoral Registration Officer appointed under section 18(2); “eligible elector” — see section 4(1); “legal incapacity” includes (in addition to any incapacity by virtue of any subsisting provision of the common law) any disqualification imposed by this Act or any other enactment; “local election” means an election of a member or members of a local authority, and in relation to the borough of Douglas, means an election of a councillor or councillors of the borough; “national election” means an election of a member or members of the Keys; “Officer” – see “Electoral Registration Officer”; “polling district” means (subject to subsection (2)) a polling district for the purposes of the Elections (Keys and Local Authorities) Act 2020; 1 S.D. No. 2018/0145 Page 6 AT 11 of 2020 c Registration of Electors Act 2020 Section 4 “prescribed” means, except in section 25(2), prescribed by regulations made by the Council of Ministers under this Act; “qualifying person” – see section 4(3); “registered person” means a qualifying person who has complied with the registration requirement; (See Schedule 3, which contains a diagram depicting the interconnection between “qualifying person”, “registered person” and “eligible elector”.) “register of electors” — (a) means a register in which are recorded all the relevant personal data of eligible electors; (b) when used in relation to an electoral area, means the register of electors constituted for that area pursuant to section 13(3) or (6), as the case may be; and (c) when used in relation to a polling district, means the relevant part of the register; (see subsection (3)); “registration requirement” – see section 6(5)(a); “regulations” means regulations made under this Act by the Council of Ministers; “relevant personal data” means personal data (as defined in the data protection legislation) the processing of which is necessary for registration of a qualifying person as required by section 6; “relevant registration date” means a date that is prescribed for the purpose; “residential unit” means any building or portion of a building used as a residence by one or more persons. (2) Where a constituency is not divided into polling districts, any reference in this Act to a polling district of that constituency must be construed as a reference to the entire constituency. (3) Other expressions in this Act have the same meanings as in the Elections (Keys and Local Authorities) Act 2020. PART 2 – FRANCHISE AND REGISTER OF ELECTORS 4 Franchise [2006/12/2 & 3, and drafting] (1) A qualifying person — (a) who has satisfied the registration requirement; and (b) whose name has been entered in the register of electors for an electoral area, c AT 11 of 2020 Page 7 Section 5 Registration of Electors Act 2020 is, in an election, entitled to vote in that electoral area. Such a person is hereafter referred to as an “eligible elector”. (See Schedule 3, which contains a diagram depicting the interconnection between “qualifying person”, “registered person” and “eligible elector”.)     Education Pack Women’s Suffrage in the Isle of Man Contact Details: [email protected] 01624 685520 1 Introduction from the President of Tynwald It is still not widely known that the Isle of Man was the first place in the world where women could vote in a national election. In 2018 the United Kingdom is celebrating the 100th anniversary of women’s suffrage, when women householders, leaseholders, and graduates over the age of 30 were given the right to vote in elections to the House of Commons. By 1918, women householders in the Isle of Man had been able to vote in elections to the House of Keys for 37 years, and women leaseholders had been able to for 26 years. A year later, in 1919, all women resident in the Isle of Man would be given both the vote and the right to stand for election, regardless of their property status. Unlike in the United Kingdom, there was no mass campaigning of the sort organised by the suffragettes. Instead, it appears to have been largely the work and initiative of individuals such as Richard Sherwood MHK, who worked to secure votes for women in the 19th century, and William Crennell MHK, whose efforts achieved universal adult suffrage in the early 20th century. These men were, however, undoubtedly supported in their mission by women and other allies, The Hon Steve Rodan BSc (Hons) whose names and deeds have sadly not been recorded. MRPharmS MLC, President of Giving women householders the vote in 1881 was the first in a long Tynwald line of extensions to the franchise, all of which can be summarised by the principle of ‘no taxation without representation’.

    5.1. A Bill to rename Douglas West – Leave to introduce – Motion carried The Hon. Member for South Douglas (Mr Malarkey) to move: That leave be given to introduce a Private Member’s Bill to rename the Douglas West constituency; and for connected purposes. The Speaker: We turn now to Item 5, leave to introduce, and I call on the Hon. Member for Douglas South, Mr Malarkey, please. Mr Malarkey: Thank you, Mr Speaker. This is probably the shortest Bill that will come before this House this coming session – I certainly hope. As Members are aware, I was not a Member of the House when the Representation of the People Act 2015 was brought through with boundary changes. When I saw the final boundary change, it came to light that suddenly Douglas South had become Douglas West for some unknown reason. Mr Speaker, Douglas South, the boundary, was always the largest constituency in Douglas, because over the years it has grown. It started off at Douglas Head, going along, taking up Pulrose and Anagh Coar and then, as Farmhill came in and then Ballaughton, the constituency grew to be the largest one in Douglas. Under the latest reshuffle of the boundaries Douglas South did not actually take in any other boundaries. It actually lost quite a lot of its boundary: it lost Douglas Head, Peel Road and Hillside Avenue. Other constituencies within Douglas expanded, including Douglas West, which went further into central Douglas and ended up having a name change from Douglas West to Central Douglas. It is beyond me and I have not been able to get any explanation why suddenly it was in the wisdom of those who were on the committee that looked at it to rename Douglas South ‘Douglas West’, which is not only ..

    Boundary Review Committee Public consultation information January 2013 The Boundary Review Committee has launched a public consultation on a draft plan for 12 two-seat constituencies for the House of Keys to replace the current mixture of three, two and one-seat constituencies. The move is in line with Tynwald resolutions that there should be equality of representation, that the 24 Keys seats should be divided into twelve constituencies with two Members each, and that the population size of constituencies should not vary from the average by more than 15%. At present the Island has two three-seat constituencies (Rushen and Onchan), five two-seaters (the four Douglas constituencies and Ramsey), and eight one-seaters (Ayre, Castletown, Garff, Glenfaba, Michael, Peel, Malew and Santon, and Middle). This means that some individuals have three votes each in general elections, some have two and some have only one – depending on where they live. There is also a considerable variation in the numbers of voters per MHK, from 49% above the average in Middle to 26% below the average in Glenfaba (based on 2010/11 figures). The 12 two-seat constituencies proposed in the draft plan published by the Boundary Review Committee are listed below with general and approximate descriptions. The names are working titles only and the Committee would welcome suggestions. • North – the current constituencies of Michael and Ayre plus the parish of Maughold, from Garff • Ramsey – the current constituency • East – Laxey and Lonan, from Garff, plus Onchan parish and

I am pleased to introduce myself to you as your Liberal Vannin candidate for election to the House of Keys on 23rd November 2006. A 56 year old Manx man, my connection to Castletown goes back to the 1930’s when my father’s family came to live in Douglas Street. The name of my uncle, Douglas Redmayne, can be seen on the Castletown War Memorial and on Sunday 12th November at 11am I will be paying my respects to him. Living and working in the south of the Island after marrying local girl Maureen Montgomery in 1970, we now have three children and three grandchildren. Like many locals, I started my career at Ronaldsway Aircraft Company before joining the Lancashire Constabulary in 1972, where I rose to the rank of Inspector with the Greater Manchester Police before retiring in July 2002. We chose to return to Maureen’s roots and live in Castletown upon our return to the Island.
