Member for Douglas South (Mrs Beecroft) to ask the Treasury Minister – 4 PP 2018/0100 Whether the Sefton Group plc, or any of its subsidiaries, owes money to Government by way of loans or overdue VAT, NI, ITIP or any other means; and, if so, which company and what is the sum owed? 26. Member for Rushen (Mr Speaker) to ask the Treasury Minister – Whether there is an Isle of Man equivalent of the Dormant Assets Scheme; and, if not, if he will promote legislation to enable such a scheme? 27. Member for Douglas East (Miss Bettison) to ask the Treasury Minister – What payments have been made to PriceWaterhouse Coopers for their proof of concept work relating to the SAVE project, and any other associated payments? 28. Member for Onchan (Ms Edge) to ask the Minister for Policy and Reform – What policy applies to retired police officers to return to work (a) in the police and (b) elsewhere; whether they are able to re-join the pension scheme in the police; whether they can take up a substantive full-time civilian role in the police and continue to draw their police pension; and what time limits apply to permitting a return to work in the Home Affairs Department? 29. Member for Garff (Mrs Caine) to ask the Minister for Education, Sport and Culture – What percentage of 2018 Year 6 pupils attained the good level of development (GLD), broken down by primary school? 30. Seconded by: SC. 120/13 Matters Arising out of the Minutes. a) SC – 115/13(f) – Gave a comprehensive overview of the proposed Freedom of Information Act at PH the conclusion of which a discussion took place. It was agreed that the Board would respond in the following terms, that it was unbalanced in that the Government had too many get out from disclosure clauses whereas the Local Authorities did not; that the Chief Minister could issue a Certificate authorising the withholding of information, which completely defeats the purposes of this proposal given that no Chief Minister is going to allow information to be released that could be of embarrassment to him or the Government.; that the fee scales have not been determined, which could be central to the ability of an individual to apply for information and for Local Authorities to budget for.     The Cabinet Office Consultation Summary & Department Responses Reform of the Planning System - Proposed Amendments to Increased Permitted Development Date: June 2020 1 We Asked - The Town & Country Planning Act (1999) sets out a definition of ‘development’. Things that fall within this definition must have planning approval before they can be carried out. Planning approval can be via individual planning applications or can be a ‘blanket’ approval by secondary legislation (aka Permitted Development or PD). The mechanism for the latter is a Development Order produced by the Cabinet Office and approved by Tynwald. The determination of a planning application must take into account all relevant material considerations and must not take into account anything which is not a material consideration. Development Orders may be appropriate where proposals are unlikely to be contentious or where relevant the material considerations are unlikely to benefit from case-by-case consideration. Where a proposal is contentious due to non-material issues, there is unlikely to be any benefit of case-by-case consideration by way of a planning application as the process cannot legally take into account the non-material issues which make it controversial. Amendments were proposed to the existing Permitted Development and the principles were the subject of a public consultation as part of the ongoing joint project between the Cabinet Office and the Department of Environment, Food and Agriculture to reform the planning system. However, for the avoidance of doubt, references within this document to the Department refer to the Cabinet Office. The consultation asked for views about a number of proposed amendments to existing Permitted Development rights.

Member for South Douglas (Mr Malarkey) to move: That leave be given to introduce a Private Member’s Bill to rename the Douglas West constituency; and for connected purposes. The Speaker: We turn now to Item 5, leave to introduce, and I call on the Hon. Member for Douglas South, Mr Malarkey, please. Mr Malarkey: Thank you, Mr Speaker. This is probably the shortest Bill that will come before this House this coming session – I certainly hope. As Members are aware, I was not a Member of the House when the Representation of the People Act 2015 was brought through with boundary changes. When I saw the final boundary change, it came to light that suddenly Douglas South had become Douglas West for some unknown reason. Mr Speaker, Douglas South, the boundary, was always the largest constituency in Douglas, because over the years it has grown. It started off at Douglas Head, going along, taking up Pulrose and Anagh Coar and then, as Farmhill came in and then Ballaughton, the constituency grew to be the largest one in Douglas. Under the latest reshuffle of the boundaries Douglas South did not actually take in any other boundaries. It actually lost quite a lot of its boundary: it lost Douglas Head, Peel Road and Hillside Avenue. Other constituencies within Douglas expanded, including Douglas West, which went further into central Douglas and ended up having a name change from Douglas West to Central Douglas. It is beyond me and I have not been able to get any explanation why suddenly it was in the wisdom of those who were on the committee that looked at it to rename Douglas South ‘Douglas West’, which is not only ..

  • The Future of All Saints' Church, Lonan
    The Future of All Saints’ Church, Lonan This is a proposal to secure the future of the Church and Burial Ground, following the closure of the church to worship in 2014 1.The Church: All Saints’ Lonan was built in 1834 to replace a previous building on the same site. It served the parish for 180 years and was closed suddenly when the electrical supply and part of the nave floor were deemed to be unsafe. Both defects could have been rectified using the parish funds, but with dwindling support from an increasingly elderly congregation, the decision was made to make the building redundant, transferring to Christ Church, Laxey. In fact, the building is in a surprisingly sound state, as many people discovered when it was re- opened on 13th November 2016 for a Remembrance Service. 2. The Burial Ground: The burial ground is the only one that serves the Parish of Lonan and the Village of Laxey. In common with most of the cemeteries on the Island, it is administered by a Burial Authority consisting of the Vicar and Wardens who levy a precept on the annual commissioners’ rates. In return, any rate-paying household of any denomination or none in the Parish and Village has the right to opt for burial in All Saints’ graveyard. Three-quarters of the population of Garff are thus served by this facility. It remains in regular use and has capacity for at least another 50 years. Investigations are currently taking place into the possibility of the Commissioners becoming the Burial Authority in Lonan.

A comprehensive discussion took place regarding Lonan Commissioners’ contribution to the forthcoming Public Meeting on 14th October. It was resolved that ND would represent Lonan Parish Commissioners and would liaise with SC to ensure that all aspects of opinion were aired; that he would attend a proposed meeting on Tuesday 6th October at 1900 hours at LVC Offices with Steve Rodan, Roz Bate from Laxey and John Quayle from Maughold; that the format of the Public Meeting should be based on the three bullets points in the letter to Residents and introduced by Steve Rodan who would give a brief history of Garff, introduce the Commissioners both on stage and in the audience. Additional use of balcony as seating area in association with multi-function centre. It was noted that the original planning permission did not permit use of the balcony due to concerns about noise nuisance. The effect on neighbours in the immediate vicinity needed to be assessed by the Committee. It was also expected that the extended use of the balcony needed referral to the Licensing Authorities. c) PA 1700815/B – Rhianfa, Ballafayle Road, Maughold, IM7 1ED. Erection of partial replacement fencing and landscaping (retrospective). It was noted that a fence of similar height had been in that position for several decades. This had been ‘softened’ by a hedge, but this had been removed when the replacement fence was erected.

A 56 year old Manx man, my connection to Castletown goes back to the 1930’s when my father’s family came to live in Douglas Street. The name of my uncle, Douglas Redmayne, can be seen on the Castletown War Memorial and on Sunday 12th November at 11am I will be paying my respects to him. Living and working in the south of the Island after marrying local girl Maureen Montgomery in 1970, we now have three children and three grandchildren. Like many locals, I started my career at Ronaldsway Aircraft Company before joining the Lancashire Constabulary in 1972, where I rose to the rank of Inspector with the Greater Manchester Police before retiring in July 2002. We chose to return to Maureen’s roots and live in Castletown upon our return to the Island.
