Dr. Wise is a Distinguished Senior Technical Fellow, Advanced Flight Controls. Since joining Boeing in 1982, he has developed vehicle management systems, flight control systems, and control system design tools and processes for advanced manned and unmanned aircraft and weapon systems. Some recent programs include T-7A Redhawk, AFRL Tiger, KC-46 Tanker boom, Dominator UAS, Phantom Eye Hydrogen Powered UAS, QF-16 Full Scale Aerial Target, X-45 J-UCAS, X-36, and JDAM. Research interests include intelligent autonomy and battle management, aircraft dynamics and control, hypersonic flight control, robust adaptive control, optimal control, robustness theory, and intelligent drilling solutions. He has authored more than 100 technical articles and seven book chapters; he has published a textbook titled Robust and Adaptive Control Theory, with Aerospace Examples; and he teaches control theory at Washington University in St. Louis and at the University of Illinois Urbana-Champaign. Dr. Wise is a member of the National Academy of Engineering, is the recipient of the AIAA Intelligent Systems Award (2018), IEEE Technical Excellence in Aerospace Control Award (2016), IFAC/AACC Control Engineering Practice Award (2007), and the AIAA Mechanics and Control of Flight Award (2004). He is an IEEE Fellow, and Fellow of the AIAA. The Boeing Award for Leadership in Engineering was inaugurated in Boeing’s centennial year to recognize those who exhibit the same pioneering spirit and leadership vision of the founders of Boeing’s heritage businesses that propelled Boeing through its first 100 years: William Boeing, James McDonnell, Donald Douglas, and Dutch Kindelberger. The award recognizes those leaders who exemplify the vision, drive and determination to shape technology and the aerospace industry in a way that will continue to advance the art of Engineering into the next 100 years. THE ENGINEERS’ COUNCIL A Brief History

The Engineers’ Council was founded in 1955 as the “San Fernando Valley Engineers’ Council” through the efforts of the California Society of Professional Engineers, the American Institute of Plant Engineers, the Society of Manufacturing Engineers, and the Institute of Electrical and Electronics Engineers. A few years before, Congress had established National Engineers Week to recognize the valuable contributions of engineers to the country. In the years after its founding, the San Fernando Valley Engineers Council’s annual joint meeting of its member societies grew into the largest annual honors and awards banquet celebrating National Engineers Week. This banquet raises funds for high school and college scholarships along with activities to attract young people to the engineering field. The banquet also honors professionals whose accomplishments warrant recognition by their peers. In 1959, Roy E. Marquardt, one of the most respected engineers in the San Fernando Valley was named the first Engineer of the Year. His accomplishments and technical innovations became a benchmark to measure all future candidates for this most prestigious honor. In 1969 Ed Reineke was selected as the first Honorary Engineer of the Year. Since then, a long list of nationally renowned individuals has proudly received this award. The Peter Recchia Omni Award was created in 1973. This perpetual trophy is named for Mr. Peter Recchia, a great supporter of engineering in our community and designer of the trophy which is presented annually to the Engineer of the Year. In 1987, Brigadier General Charles E. “Chuck” Yeager lent his name to the San Fernando Valley Engineers’ Council, which has since annually presented the Brigadier General Charles E. “Chuck” Yeager International Aeronautical Achievements Award to the individual who, with the general’s concurrence, has attained historically outstanding achievement in the field of aeronautical flight test and engineering. In February 1992, the Advanced Development Programs of Lockheed Martin Aeronautics Company granted the Engineers Council the privilege of using both service marks “” and the stylized “Skunk” in our Clarence L. “Kelly” Johnson Skunk Works Award. In 2006 and 2007, the council developed the Jack Northrop and Robert H. Goddard awards in cooperation with Northrop Grumman Corporation and Pratt & Whitney Rocketdyne. In 2010, the Council partnered with Florida sections of AIAA and ASME, and the Business Development Board of Palm Beach, to jointly sponsor and launch a National E-Week honors and awards banquet in West Palm Beach Florida. The Florida banquet has become a well-established and recognized awards event for the east coast. In 2016, the Boeing Engineering Leadership Award was developed to recognize those who continue the pioneering spirit of aerospace industry founders, by applying the kind of engineering excellence that will propel Boeing into its second century. The recipient recognized has made major contributions to the field of engineering, leadership of engineering programs, or other significant contributions to the engineering profession and has demonstrated an ability to inspire others to make similar contributions. In 2016, the Council has also added the Future Technology Leader awards. With these awards, the Engineers’ Council recognizes early career professionals who have achieved significant accomplishments in a particular area of engineering activity within the first five years of their career. In 2019 the Council, in collaboration with the American Society for Quality (ASQ), has added the Quality Engineering of the Year award which recognizes individuals who have achieved significant career accomplishments in the field of quality engineering. In 2019, the Council also updated artwork for its Distinguished Awards. Through the years, the Engineers’ Council has presented thousands of awards recognizing the excellence demonstrated by individuals in our community and throughout the world in the fields of engineering, education, special fields of work, and public service. At the same time, scholarships and other charitable activities have continually inspired and attracted those new engineers who will go on to exceed the work of those engineers who have come before them.

Dan Adamski retired as the Senior Director responsible for the RS-25 rocket engine program. He led a team of over 1000 people spanning the country with a near term focus on developing a new engine control unit and adapting the 16 heritage Space Shuttle Main Engines for integration and use on the first four NASA SLS Exploration Missions. In addition, his team was responsible for beginning production on a more powerful, more affordable and expendable version of the RS-25 for future flights. The RS-25 is the world’s largest hydrogen-fueled, human rated, staged combustion cycle rocket engine, selected by NASA as the booster engine for the Space Launch System rocket following a very successful 30 year operational history powering the Space Shuttle. Mr. Adamski's 40 years service with the company also included his roles as the Chief Engineer of the Space Shuttle Main Engine Program as well as the Program Manager of both the RS-27 (Delta II) and the RS-68 (Delta IV) rocket engine programs. This award is given in honor of the founder of modern rocketry, Dr. Robert H. Goddard. Dr. Goddard was a physicist of great insight who envisioned the exploration of space and had a genius for invention. In childhood, Robert Goddard was intrigued by the chemical energy of pyrotechnic devices, and dreamed of harnessing their energy to produce propulsive power. In 1912, Dr. Goddard developed the mathematical theory of rocket propulsion as a research fellow at Princeton University, and at Clark University in 1915, proved experimentally that rockets could produce thrust in a vacuum in order to dispel the doubts of a less enlightened scientific community. A modest researcher who eschewed the public eye, in 1930, he moved his research to Roswell, New Mexico. There he built and tested liquid propulsion rockets which successfully achieved high altitude flights and demonstrated fin-stabilized flight control. He filed dozens of related patents, including gyroscopic guidance systems and multistage rockets. Dr. Goddard’s developments spawned the rocket industry that put the Americans into space. MATHCOUNTS is a National Mathematics Competition sponsored by the National Society of Professional Engineers. The competition is for students from the sixth to eighth grades. A school sends a team of four students and as many as six individuals to the local competition. The team coach is a teacher-volunteer from that school. MATHCOUNTS is an extra-curricular activity for the students and the coach. Study guides and teaching materials are provided to participating schools by the National Society of Professional Engineers.

The team winning the local competition participates in the state competition. From individuals competing in the state competition, A team of very bright students is chosen to represent the state in the national competition in Washington, D.C. This is the 34thyear for the NSPE MATHCOUNTS PROGRAM.

Howard McKenzie, vice president and general manager of Boeing Test & Evaluation, is responsible for laboratory and flight test operations in support of validation and certification of Boeing commercial and defense products. Named to this position in 2019, McKenzie leads about 5,000 engineers, pilots, mechanics and technicians, who test and evaluate new Boeing aircraft, modifications and upgrades to existing aircraft, and who provide test support to Boeing businesses. Prior to this assignment, McKenzie served as vice president and chief project engineer for the 777 program where he was responsible for product integrity and safety for the 777 worldwide fleet. He has also served as director of engineering for the 777 program, responsible for the engineering design functional organizations as well as ensuring product compliance to regulatory standards and requirements including product integrity and safety. Previously, McKenzie was chief engineer of Airplane Level Integration on the 777 program, chief engineer of Airplane Systems on the 777 program, and chief engineer for BCA Environmental Systems Engineering. McKenzie worked at McDonnell Douglas Corporation prior to his assignments within Boeing. McKenzie graduated from the University of California at Berkeley with a Bachelor of Science Degree in Mechanical Engineering in 1988. He is also Boeing's Executive focal for the University of California at Berkeley.

This award was presented in 1973 to the Engineer of the Year, San Fernando Valley. Since then, each succeeding Engineer of the Year has been awarded this beautiful, original trophy conceived, designed, and produced by Peter Recchia, PE, SME, AIEE. Mr. Recchia was a dedicated supporter of the engineering community and when he passed away, the Engineering Omni Award was renamed in his honor, “The Peter Recchia Omni ward.”

Houssam Toutanji is the dean of the College of Engineering and Computer Science at California State University, Northridge. He has spent the past four years as dean of Western Michigan’s College of Engineering and Applied Sciences, where he led an effort to establish a strategic plan for the college and fostered a research culture while increasing research grants and philanthropy. He launched new academic programs and facilitated the development of partnerships with several community colleges and international. Dean Toutanji has held a number of positions at the University of Alabama in Huntsville from 1997 to 2015 where he started out as a member of the faculty in the Department of Civil and Environmental Engineering before becoming the associate director of the University Transportation Center for Alabama, chair of the Department of Civil and Environmental Engineering, and associate dean for research and graduate education.

The Engineering Educator of the Year Award is given in recognition of significant achievements by a professor in the successful involvement of students in learning, research and in the application of science and mathematics to the solution of problems in engineering design or theory. Recognition of a top educator began in 1982, with the “Education Achievements Award.” In 1985, the top educator award was renamed the “Distinguished Education Achievements Award”, which became the “Distinguished Engineering Education Achievements Award” in 1987. At the National Engineers Week Banquet of 1991, the award became the “Engineering Educator of the Year Award”. In honor of The Engineers’ Council founding member, this award bestowed upon the top educator was renamed in 2007 the “John J. Guarrera Engineering Educator of the Year Award.”

Dr. Volk has been an instrumental member of the Engineers' Council, having held positions of president, treasurer, and trustee. Besides his great work on the Council, he was a remarkable engineer, with more than 38 years of service at Northrop Grumman, recognized for his expertize nationally and internationally, especially in the navigation industry. He held six patents, and published more than 20 papers in an assortment of technical journals. He is recognized for his action in defining the need, developing the solution and the fielding of critical technologies within high priority programs to ensure our Nation’s military always have the winning hand.

Clarence L. “Kelly” Johnson’s achievements captured every major aviation design award and made him an aero- space legend, but he may be best known for organizing the Lockheed Skunk Works in 1943. Kelly played a lead- ing role in the design of more than forty aircraft and he received more than forty aircraft design awards and honors, including two Collier Trophies, two Theodore von Kármán awards, the Wright Brothers Memorial Trophy, two Sylvanus Albert Reed Awards, and the Daniel Gugenheim Medal. In 1964, President Lyndon Johnson presented him with the nation’s highest civilian honor, the Medal of Freedom. Mike, while working as the Quality Lead on a major prototype testing program, received customer and program accommodations during the testing for being instrumental in developing, coaching early career engineers, and making sure the proper test processes and documentation was used during the prototype testing. He also supported customer testing to ensure the proper test processes and documentation was used and supported early career engineers in their efforts during the testing. While working with another Northrop Grumman sector, he developed a Supplier Quality Assurance Requirements Document Compliance Matrix for both the Woodland Hills, California and Salt Lake City, Utah sites. As the Quality Lead on a major proposal capture team, Mike developed Lessons Learned from past developmental program issues and put corrective actions in place to make sure the same issues were not repeated. He continued in his position as the senior quality engineer supporting the various Hemispherical Resonator Gyro (HRG) based Scalable SIRU™ for Space programs at the Northrop Grumman facility in Woodland Hills, California. Mike was responsible for the overall quality and mission assurance of five programs completed in 2018. To ensure the quality of all space-based programs, Mike is the Chairman of the Space Material Review Board, a member of the Configuration Control Board and Material & Process Control Board. Mike assisted with making improvements with positive impacts on the business in the areas of parts kitting and a material issue that led to SAP improvements.

With this award, the Engineers’ Council in collaboration with American Society for Quality ASQ recognizes individuals who have achieved significant career accomplishments in the field of quality engineering. The effort being recognized may be for academic research, contract fulfillment, product development or purely for the internal operation of the nominating or sponsoring organization. The candidate must have at least five years of experience in a role devoted primarily to quality engineering. The recipient may be awarded this honor only once in their career.
