The United Nations Framework Convention on Climate Change (UNFCCC) laid the foundations for REDD+ design and implementation in 2005 and the mechanism’s architecture was finalised in 2015. During that period, parties to the UNFCCC debated and developed procedures and guidelines on REDD+ technical and governance issues, including for example how to guarantee the meaningful participation of all relevant stakeholders and how to respect the rights of indigenous peoples and local communities. In parallel, several developing countries, supported by multilateral and bilateral aid, entered the so-called REDD+ readiness phase and started developing national strategies for implementing REDD+ activities through specific policies and actions. This thesis addresses three main issues of concern for REDD+ scholars and practitioners using Mexico’s readiness process as an example. First, it analyses the design and legitimacy of the institutional arrangements established by the Mexican government to draft the REDD+ national strategy. Second, it identifies the REDD+ discourses mobilised by the actors involved in the country’s REDD+ readiness process and it highlights how such discourses are reflected in national policy documents, thus shedding light on dominant ideas and narratives permeating into the national strategy.

WILLIAMSON: Sentimental Appropriations: Contemporary Sympathy in the Novels of Grace Lumpkin, Josephine Johnson, John Steinbeck, Margaret Walker, Octavia Butler, and Toni Morrison (Under the direction of Linda Wagner-Martin) This project investigates the appearance of the nineteenth-century American sentimental mode in more recent literature, revealing that the cultural work of sentimentalism continues in the twentieth-century and beyond. By examining working-class literature that adopts the rhetoric of “feeling right” in order to promote a proletarian ideology as well as neo-slave narratives that wrestle with the legacy of slavery, this study explores the ways contemporary authors engage with familiar sentimental tropes and ideals. Despite modernism’s influential assertion that sentimentalism portrays emotion that lacks reality or depth, narrative claims to feeling— particularly those based in common and recognizable forms of suffering—remain popular. It seems clear that such authors as Grace Lumpkin, Josephine Johnson, John Steinbeck, Margaret Walker, Octavia Butler, and Toni Morrison apply the rhetorical methods of sentimentalism to the cultural struggles of their age. Contemporary authors self-consciously struggle with sentimentalism’s gender, class, and race ideals; however, sentimentalism’s dual ability to promote these ideals and extend identification across them makes it an attractive and effective mode for political and social influence.

    Dear Secretary Salazar: I strongly oppose the Bush administration's illegal and illogical regulations under Section 4(d) and Section 7 of the Endangered Species Act, which reduce protections to polar bears and create an exemption for greenhouse gas emissions. I request that you revoke these regulations immediately, within the 60-day window provided by Congress for their removal. The Endangered Species Act has a proven track record of success at reducing all threats to species, and it makes absolutely no sense, scientifically or legally, to exempt greenhouse gas emissions -- the number-one threat to the polar bear -- from this successful system. I urge you to take this critically important step in restoring scientific integrity at the Department of Interior by rescinding both of Bush's illegal regulations reducing protections to polar bears.
