Le BIT estime que 27 millions de chômeurs supplémentaires ont été produits depuis 2008 et que le nombre de personnes occupant un « emploi vulnérable » dépasse désormais le milliard et demi (IILS, 2012). La précarité et le travail informel ne cessent de s’étendre et, là où ils existent, c'est‐à‐dire dans une partie minoritaire du monde, les systèmes de protection sociale connaissent des attaques sans précédent depuis l’après‐seconde guerre mondiale qui les avait pour la plupart vus naître. L’année 2008 apparaît bien comme un moment décisif. La crise du système financier a mis alors en branle une spirale de déséquilibres et de tensions qui se sont diffusés dans la presque totalité du monde. Pour autant, la crise n’est pas simplement une crise financière, elle est l’expression de la crise du type de capitalisme mis en place depuis les années 1980, ce capitalisme que l’on a appelé néolibéral et qui, sous des formes diverses, s’est étendu à une grande partie des pays de la planète après l’effondrement du système soviétique et le tournant chinois vers l’économie de marché. La CGT a demandé à l’IRES de mener une réflexion autour de la notion de démocratie sociale et plus exactement de mesurer en quoi l’existence de dispositifs participatifs, associant peu ou prou les travailleurs à la conduite des politiques publiques ou des politiques d’entreprises, sont ou non un facteur de différenciation dans les modes de gestion de la crise depuis 2008. Le chantier est vaste et nous nous garderons d’embrasser l’ensemble du monde. Ce rapport comporte deux parties : la première partie est une synthèse ; la seconde regroupe des monographies de sept pays de l’Union européenne : Allemagne, Belgique, Espagne, France, Grèce, Hongrie, Italie. Par son thème (la démocratie sociale) mais aussi par les contraintes de temps de l’étude présentée ici, celle‐ci est principalement centrée sur l’Europe. 1 Une première partie de l’étude a été présentée à la conférence transnationale du 17 mars 2013 à Toulouse. 5 6 Partie I : Synthèse Dans cette partie, nous aborderons brièvement quatre points : (1) définir ce que l’on entend par démocratie sociale ; (2) recadrer sommairement le contexte des politiques économiques et sociales dans le monde depuis 2008 ; (3) caractériser les convergences et les divergences en Europe (4) esquisser enfin quelques pistes sur le lien entre démocratie sociale et gestion de la crise, sachant, disons‐le d’entrée, que celle‐ci est loin d’être terminée et que ce propos ne peut être que provisoire. 1. La démocratie sociale, une notion à contours variables La notion de démocratie sociale fait retour depuis quelques années dans les débats français où elle manque souvent de précision. Dans une approche comparative, la notion peine à être traduite dans d’autres langues. En anglais ou en allemand, la traduction de « démocratie sociale » » se dit « social democracy » ou « Sozialdemokratie

    ‘ Sino-Greek Relations in Greek and Chinese Media, 2020 Plamen Tonchev Research Associates: Pavlos Petidis, Yuliana Porja, Yannis Yannopoulos March 2021 FOREWORD The Institute of International Economic Relations (IIER) has carried out systematic research into Sino-Greek relations in recent years, including in-depth studies of ‘Chinese Investment in Greece and the Big Picture of Sino-Greek Relations’ (2017) and ‘China’s Image in Greece, 2008-2018’. Since 2016, the institute has regularly contributed chapters on Greece to the annual reports released by the European Think-tank Network on China (ETNC). This report is yet another step forward in enriching IIER’s China expertise. What is qualitatively new about this specific research is the comparative analysis of Greek and Chinese media in 2020 and early 2021. It is hoped that the report will contribute to a growing body of international literature on the crucial role of media in shaping perceptions and, in particular, the way China projects its narratives as foreign policy tools. The study is based on a mix of: (i) quantitative media monitoring within a representative sample of influential Greek print media outlets, while several TV channels are also covered by the research; (ii) a qualitative appraisal of Greece-related themes presented by major Chinese media; (iii) comparative analysis of media coverage of the two countries and their relations by Greek and Chinese media. After an extensive review of data on both sides, the team dove beneath the surface for possible explanations of the trends identified. The research methodology is presented in the Annex. While writing this report, the authors have identified areas for further research into the specific audience targeted by Chinese media in Greece or appropriate metrics that could help capture the effectiveness of China’s policies in the media sector.

    Chapter 5 Greece Media concentration and independent journalism between austerity and digital disruption Stylianos Papathanassopoulos, Achilleas Karadimitriou, Christos Kostopoulos, & Ioanna Archontaki Introduction The Greek media system reflects the geopolitical history of the country. Greece is a medium­sized European country located on the southern part of the Balkan Peninsula. By the middle of the nineteenth century, it had just emerged from over four centuries of Ottoman rule. Thus, for many decades, the country was confronted with the task of nation­building, which has had considerable consequences on the formation of the over­extended character of the state (Mouzelis, 1980). The country measures a total of 132,000 square kilometres, with a population of nearly 11 million citizens. About 4 million people are concentrated in the wider metropolitan area of the capital, Athens, and about 1.2 million in the greater area of Thessaloniki. Unlike the population of many other European countries, almost all Greeks – about 98 per cent of the popu­ lation – speak the same language, modern Greek, as their mother tongue, and share the same Greek Orthodox religion. Politically, Greece is considered a parliamentary democracy with “vigorous competition between political par­ ties” (Freedom House 2020). Freedom in the World 2021: status “free” (Score: 87/100, up from 84 in 2017). Greece’s parliamentary democracy features vigorous competition between political parties […].     Surplus Citizens Struggles in the Greek Crisis, 2010–2014 Dimitra Kotouza A thesis submitted in fulfilment of the requirements for the degree of Doctor of Philosophy 109,645 words University of Kent September 2015 Abstract This thesis analyses the social struggles that occurred between 2010 and 2014 during the crisis in Greece: labour struggles, the movement of the squares, demonstrations and riots, neighbourhood assemblies, solidarity projects and economies, local environmental struggles, and anti-fascist and migrants’ struggles. It discusses their internal and external limits in the historical specificity of the contemporary crisis and class relation. Drawing critically on Théorie Communiste’s periodising schema, these struggles are framed, first, through a shift in the dynamic of the class relation effected by the crisis and the re- structuring, which is a continuation of the first phase of ‘neoliberal’ restructuring in the 1990s. This shift intensified a central capitalist contradiction: while the capital relation imposes most violently the absolute dependence of subsistence on the wage, the wage relation fails to guarantee subsist- ence and integrates proletarians as surplus to capitalist reproduction. Second, the struggles are framed through the deep political crisis of state sovereignty and the relation between state and civil society, caused by the relentless imposition of the restructuring in conjunction with supranational institutions. These historical transformations are traced through the mutual constitution of interna- tional tendencies and the development of class struggle in Greece, against theories of dependency and underdevelopment. Ideological responses to the financial crisis and the logic of the restructur- ing are interrogated by employing theories of value, fetishism, and the state influenced by the Ger- man ‘value-form’ debate.

Sotiropoulos, Kevin Featherstone, Roy Karadag (Coordinator) SGI 2014 | 2 Greece report Executive Summary In the period under review Greece underwent a severe economic crisis which affected all core dimensions. The quality of democracy was negatively affected by a new sharp divide between supporters and opponents of the bailout extended to Greece by its creditors under strict austerity conditions. This divide cut through the electoral bases of the center-right (New Democracy) and the center-left (Pan-Hellenic Socialist Party or PASOK) – and led to the emergence of new parties that took more extreme rightist or leftist positions, including the neo-Nazi Golden Dawn. Mass-mobilizations against the austerity package accompanying the bailout were frequent and violent, while verbal and physical attacks against political institutions – such as the parliament – and against parliamentarians themselves became commonplace. The 2012 elections temporarily resolved tensions by giving anti-bailout citizens the opportunity to rally around the radical left party SYRIZA (Synaspismós Rizospastikís Aristerás or Coalition of the Radical Left, SYRIZA), which became the main opposition party. After the elections, the two traditional contenders of power, New Democracy and PASOK, accompanied by the moderate Democratic Left party (Dimokratiki Aristera, DIMAR), formed a coalition government. If the acute and violent political conflict and the rise of neo-Nazism are the crisis’ negative effects on the quality of democracy, then the formation and survival of a coalition government – in itself a rare instance in post-authoritarian Greece – was a positive development. Policy performance was mixed from 2011 to 2013 as Greece started recovering from the economic crisis, but there was some progress in non-economic policy sectors.
