No. 8 (May 2003) Editorial With this eighth issue of "Spoils of War", the Editorial Board presents to you after the last published Special Edition on the Magdeburg Conference 2001 again a number of international contributions dealing with selected topics regarding cultural losses due to World War II. Thereby, this issue, gathering articles by authors from seven states, shows the still actual meaning of the problems also more than 58 years after the end of World War II. As a consequence, it also demonstrates the international need of a publication as Spoils of War is: Only with such a wide range of information and perspective, the basis for a discussion not only within experts but also - and perhaps: especially - within the public opinion can be build. Against this background, the Editorial Board would like to thank each of the authors you will find in this issue for their fine support and their efforts regarding their articles. This eighth issue has been made possible only through the help and assistance of Ms Janner and Ms Sommermeyer at the Koordinierungsstelle für Kulturgutverluste in Magdeburg. As with regard to the last issues of Spoils of War, als this one would not have been realized neither in the form as it is available now nor in time. May 2003 6 Special Reports Report on the search for cultural assets taken away as a result of NS-persecution - About a choice of foreign possession in the engraving cabinet of the State Art Collections Dresden Introduction The order to investigate the provenance of cultural assets taken away as a result of NS-persecution in the State Art Collections Dresden (SKD) is based on the "Common declaration of the federal government, the federal states and the municipal organizations for the location and for the return of cultural assets taken away as a result of NS-persecution, particularly of Jewish possession" from December, 1999 as a result of the Washington conference in 1998. In the SKD, the origin shall be clarified as a main point of these provenance searches, first of sketches and print graphics of the so-called packages of Linz in the engraving cabinet (K-K). Different points lead to the assumption that these could be works of art which were meant for the "Leader's museum" planned by Hitler in Linz. The evaluation of the previous searches was finished with research state of December 30, 2001. The work on the available file copies could not be evaluated yet on account of the wide range. The manager's conference of the SKD decided after the model of the report for a continuation of the provenance research within the framework of the processing of the history of the Dresden Art Collections. With a research project to be accompanied by the SKD an art-historical examination of the period in question shall take place. On the part of the Culture Foundation of the federal states financial support was signalised. Contents of this report: I. On the method of approach II. On the method of approach At the beginning (December, 2000) the task was to familiarize oneself with the subject on the basis of the previous general research state by corresponding literature study. Further it was required to work out the facts from administration material, personal files among other things written property in the archives, on the one hand of the separate museums as well as of the central management of the State Art Collections Dresden (SKD) on the other hand, in order to light up the background of the relations of that time and to gain new knowledge. The limitation of the order to firstly investigate the provenance of sketches and print graphics in the K-K required to get an overview about the controls of stock sporadically carried out since 1945. This way it became visible that not necessarily a comparison of knowledge of each former control had been carried out. Incidentally it appeared that the research on these questions can hardly lead to unambiguous or reliable statements because of the serious gaps in stock resulting in war losses of files. Therefore the present report gives a subject state generally on the knowledge and shows directions for further researches. II. On the situation of the files in the archives The Main State Archive Dresden informs after inquiry that the existing files are from 1933 to 1945, mainly about organizational affairs. Up to now also in the Municipal Archive and from the "Steueraltaktenarchiv" (Archive on old tax files) of the tax office no essential knowledge was to be gained.

The development of peripheral areas: The case of West Pomeranian Voivodeship, Poland Martin KEBZA a * Abstract The process of peripheralisation of outlying areas is discussed in this article using a case study of West Pomeranian (Zachodniopomorskie) Voivodeship in Poland. Emphasis is placed on the relationship between these peripheral areas and metropolitan core areas. Scalar and vector data on selected indicators in the years 2005 and 2015 for gminas (communes, territorial units NUTS 5) are presented. The values for both years were observed as well as the change between them. A composite indicator based on the calculated data was developed, and it served as the basis for categorisation of metropolitan, 'semi-peripheral' and peripheral areas, which were further defined on the basis of their intrinsic properties and location in the region.     NORD STREAM 2: BACKGROUND, OBJECTIONS, AND POSSIBLE OUTCOMES STEVEN PIFER APRIL 2021 EXECUTIVE SUMMARY Nord Stream 2 is an almost-finished natural gas pipeline from Russia to Germany. The Biden administration opposes it and has come under congressional pressure to invoke sanctions to prevent its completion, in large part because the pipeline seems a geopolitical project targeted at Ukraine. The German government, however, regards the pipeline as a “commercial project” and appears committed to its completion, perhaps in the next few months. U.S. sanctions applied on Russian entities to date have failed to stop Nord Stream 2, raising the question of whether the U.S. government would sanction German and other European companies for servicing or certifying the pipeline. Such sanctions would provoke controversy with Germany at a time when both Berlin and the Biden administration seek to rebuild good relations. The two sides have work to do if they wish to avoid Nord Stream 2 becoming a major point of U.S.-German contention. THE PIPELINE The European Union currently imports about 40% of its natural gas from Russia, or about one-third Nord Stream 2 is actually a pair of natural gas of its total gas consumption.4 Gazprom began pipelines that, if/when completed, will run some discussions with European companies on a direct 1,200 kilometers along the bottom of the Baltic Russia-Germany gas pipeline in 2001. Christo Botha* Abstract The role of churches in Namibia had investigated by researchers who aimed to docu- ment the history of various churches, as well as those who highlighted the role of black churches in particular, as mouthpieces for the disenfranchised majority in the struggle against apartheid. This article aims to shed light on a matter that had received relatively little attention, namely the church as an instrument of social justice and peace. An assessment of the role of various churches reveal to what extent these institutions were handicapped by ethnocentric concerns, which militated against the promotion of ecumenical cooperation. Except for a brief period in the 1970s and 1980s when the Council of Churches in Namibia served as an instrument for inter- church cooperation and promotion of social justice projects, little had arguably been achieved in establishing workable, enduring ecumenical ties. An attempt will be made to account for this state of affairs. Introduction Much is often made of the fact that Namibia is a largely Christian country, with about 90% of the population belonging to various Christian denominations. However, what strikes one when looking at the history of Christianity in the country and the role of the church, is the absence of evidence to support any claims that religion was a potent force for promoting the cause of human rights and mutual understanding and for eliminating ethnic divisions. In assessing the role of religion and the church in Namibian society, this article is concerned with three issues.

Angel 2017 PhD Abstract A Moral Persuasion: The Nazi-Looted Art Recoveries of the Max Stern Art Restitution Project, 2002-2013 Sara J. Angel Department of Art University of Toronto Year of convocation: 2017 In 1937, under Gestapo orders, the Nazis forced the Düsseldorf-born Jewish art dealer Max Stern to sell over 200 of his family’s paintings at Lempertz, a Cologne-based auction house. Stern kept this fact a secret for the rest of his life despite escaping from Europe to Montreal, Canada, where he settled and became one of the country’s leading art dealers by the mid-twentieth century. A decade after Stern’s death in 1987, his heirs (McGill University, Concordia University, and The Hebrew University of Jerusalem) discovered the details of what he had lost, and how in the post-war years Stern travelled to Germany in an attempt to reclaim his art. To honour the memory of Max Stern, they founded the Montreal- based Max Stern Art Restitution Project in 2002, dedicated to regaining ownership of his art and to the study of Holocaust-era plunder and recovery. This dissertation presents the histories and circumstances of the first twelve paintings claimed by the organization in the context of the broader history of Nazi-looted art between 1933-2012. Organized into thematic chapters, the dissertation documents how, by following a carefully devised approach of moral persuasion that combines practices like publicity, provenance studies, law enforcement, and legal precedents, the Max Stern Art Restitution Project set international precedents in the return of cultural property.

Our museum is thus still a relative newcomer on the international scene. Nonetheless, in this fairly short period, the Van Gogh Museum has established itself as one of the liveliest institutions of its kind, with a growing reputation for its collections, exhibitions and research programmes. The past year has been marked by particular success: the Van Gogh and Gauguin exhibition attracted record numbers of visitors to its Amsterdam venue. And in this Journal we publish our latest acquisitions, including Manet's The jetty at Boulogne-sur-mer, the first important work by this artist to enter any Dutch public collection. By a happy coincidence, our 30th anniversary coincides with the 150th of the birth of Vincent van Gogh. As we approach this milestone it seemed to us a good moment to reflect on the current state of Van Gogh studies. For this issue of the Journal we asked a number of experts to look back on the most significant developments in Van Gogh research since the last major anniversary in 1990, the centenary of the artist's death. Our authors were asked to filter a mass of published material in differing areas, from exhibition publications to writings about fakes and forgeries. To complement this, we also invited a number of specialists to write a short piece on one picture from our collection, an exercise that is intended to evoke the variety and resourcefulness of current writing on Van Gogh.

JAIROS KANGIRA ABSTRACT This dissertation offers a comprehensive account of the origin, nature and development of theatre under the auspices of the Arts Association as a cultural activity in South West Africa as it was called until 1968. In 1947 a branch of the South African Association of Arts, a Fine Arts organisation in South Africa was established in Windhoek, South West Africa. The association organised and developed the Performing Arts in addition to the Visual Arts. The Arts Association saw theatre as a neutral area where they could foster closer mutual relationships between the different European language groups. The biggest achievement of the Arts Association was undoubtedly the sustained development of theatre in Windhoek, which culminated in the erection of the Arts Theatre (1960) and the Art Centre and Gallery (1965). The research revealed that the Arts Association practiced theatre similar to that of South Africa, e.g., the South West Africa theatre practitioners relied heavily on South African playwrights for available texts. Data for this research was gathered from the available primary sources in the archives and newspapers. The significance of this investigative research lies in the fact that this study marks a beginning in the historiography of Namibian theatre, setting up an official database for a portion of Namibian theatre history.
