Recommendations The education resources sub-committee is asked to approve the school transport contract awards listed in the report, appendix 2. r Members wishing further information about this report should contact: Michael O’Neill, Director of Education, on 01236 812337, Murdo Maciver, Head of Service, on 01236 812269. 24 NORTH LANARKSHIRE COUNCIL : EDUCATION DEPARTMENT School Transport Arranged by SPT : Contract for the period 2000-2003 ReDort bv the Director of Education 1. Background. 1.1 At its meeting on 5 December 1995, the education committee approved Strathclyde Passenger Transport (SPT) as agent on behalf of the authority in arranging transport for all eligible pupils except those with special educational needs. 2. Recommended Awards 2.1 In general, SPT has recommended that each contract be awarded to the operator offering the lowest price, However, account has also been taken of a need to ensure adherence to contract specifications, legal operational requirements and to the technical capability of the operator to deliver the service. All operators submitting contracts for the first time were inspected by SPT. 2.2 The committee will wish to give particular attention to the following issues: a) the list of tenders received (appendix 1). In each case information is given about the total cost for the 3 year contract period and the 12 month cost of the new and previous contract . b) the list of recommended awards (appendix 2). c) 5 contracts will be readvertised because the tenders received were not considered to be value for money or due to a difference in the pupils numbers. Contracts 2661C, 3844B and 4596A, recieved no tenders and will be readvertised. Recommendations regarding these contracts will be included in a future report to committee 3.     32 McGill’s Buses 'Copyright, Amberley Publishing, All Rights Reserved' X439 KON was a Mercedes Citaro O530 B48F that was purchased new by Worcestershire County Council in November 2000 and was allocated to Guide Friday for tendered work. On disposal it joined Countryliner as their fleet number MCB439. It was acquired by McGill’s in 2013, but was quickly re-registered as 7 UUC for a spell, before reverting to its original plate. It has been re-registered once again, to CXZ 888, and is shown in Greenock. When Arriva quit Inverclyde, the school contracts were initially retained, but eventually McGill’s were persuaded to take them on with a fleet of MCW Metrobuses hired from Arriva. Six of the breed are seen in the Port Glasgow premises that were originally used as the depot. The buses all returned to Arriva after McGill’s passed the contracts on to other local operators. McGill’s Buses 33 'Copyright, Amberley Publishing, All Rights Reserved' BX02 CMK was a Mercedes Citaro O530 B33F built as a demonstrator for Evobus, Coventry, in May 2002. Peter Harte borrowed it for a week before passing it on to McGill’s. It must have made a good impression as both operators ordered new examples. After its demonstration duties ended it was sold to First Manchester as their fleet number 64029. SG52 XMR was a Dennis Dart SLF/Plaxton Pointer B37F delivered new to McGill’s in October 2002. It was one of a batch of six purchased to compete with Harte of Greenock on the Greenock to Midton route.

Strathclyde Partnership for Transport (SPT) told us that competition had changed fairly significantly since 1997 and that competition had been growing since deregulation. Competition started off with the large operators, Strathclyde Buses and the Scottish Bus Group companies. Following deregulation, small operators started to form and created niche market type services serving the housing schemes more than the large bus operators. 2. Into the 2000s there was some consolidation in the market. Stagecoach entered the Glasgow bus market a number of times from 1986. At that time it used old London Routemasters and conductors. In 1997, Stagecoach entered significantly with an aspiration to get approximately 200 vehicles within Glasgow city. That did not happen and there was some retrenchment and consolidation in which Stagecoach only held on to one or two routes. A small operator, Dart Buses, took on some of the services from Stagecoach on a franchised basis, but that operator then went out of business around 2001/2002. First Glasgow immediately registered those services and took them into its own operation. 3. SPT told us that First Glasgow had a very efficient set of driver schedules due to its strong focus on costs. SPT said that it believed First Glasgow faced constraints from competition, patronage loss and fares due to the undertakings. The undertakings made it very difficult for First Glasgow to run its business without a very tight focus on efficiency and cost control. SPT said that the undertakings were putting First Glasgow in a different position from the other operators.
