Minute of Services Committee 36 Minutes of the meeting of the Strathclyde Passenger Transport Authority Services Committee held in Consort House, Glasgow on 15th May 1998 Present: Councillors Charlie Gordon (Chair), James Chirrey, Jean Goldie, John , Knapp, Alan Munro, William McCaig, Alex McGhee, Eric Ross and Alistair Watson. Apologies: Councillors Eric Bums, Brenda Campbell , Agnes Davies and Daniel Kelly, Gordon Macdonald, Edward McGaughrin and Harry McGuigan. Attending: E. Harris, Clerk, D. Ferguson, Director of Operations and GM. Heaney, Head of Operations. ._ 1. .Minutes of Previous Meeting The minutes of the Services Committee of 20th March 1998 were submitted and approved, subject to the removal of Alan Munro from the list of those present. Arising from the minutes, (1) the Committee were advised that in respect of paragraph 5, the Chair’s Committee on 5th May 1998 approved a contract for the short term provision of a non electric bus service between Central Station, Queen Street Station and Buchanan Street Bus Station to Arriva West of Scotland, Renfrew, at a cost of f3 156 per week; and (1) in respect of paragraph 6, Councillor Alastair Watson noted with disappointment the termination of Contract 3656E Hillington Estate - Paisley Road West and the lack of enthusiasm from Caledonian Land and estate users to continue the service. 2. Public Transport Services Monitoring Report There was submitted a report (issued) of 15th May 1998 by the Director General, informing the Committee of the latest trends in the number of passengers carried and the reliability of public transport operators’ services supported by the Authority. After consideration, the Committee (1) agreed that a report be prepared on ScotRail Park and Ride figures for the next meeting of the Service Committee; and (3) noted 37 (a) that the reliability on the Rail Network had shown a significant improvement, with cancellations down to 0.8?/0 of timetable departures from 1.8% in the previous year and trains arriving within five minutes of their scheduled time now at 95%, which was an improvement over the 92.9% of the previous year; (b) that the Annual Patronage on SPT Rail Services was 40.93 rniliion passengers, representing an increase of 5.5% over the previous year and the highest year end figure since 1982; (c) that the reliability on the Underground Rail System, for the year ending 28th March 1998 was at a year average of 1.56% lost mileage, which was an improvement on the previous years figure of 2.42%; (d) that the total number of vehicles using the Park and Ride facilities for the year was 293,317 representing an increase of 6.2% over the erevious year; (e) that the total Annual Patronage on SPT Underground Services was 14.12 million passengers, representing an increase of 2.8% over the previous year; and (f) that a report on the Underground would be submitted to the next meeting of the Authority. 3. D ial-a-Bus COn trac t RenewaIs There was submitted a report (issued) of 28th April 1998 by the Director General on tenders received for the operation of various Dial-a-Bus services. Transfer of Twechar from the M90 Curnbernauld Dial-a-Bus to the M93 There'was submitted a report (issued) of 28th April 1998 by the Director General recommending the transfer of Twechar from the M90 Cumbernauld Dial-a-Bus operating area to the M93 Glasgow North East Dial-a-Bus operating area as surveys had identified demand for a service to Kirkintilloc WLenzie. After consideration, the Committee (1) approved the recommendation as outlined above; and (2) noted that a review of the whole of the Glasgow North East Dial-a-Bus area would be conducted in due course. e 5. Cross Boundary Travel from the M102 North Ayrshire Dial-a-Bus to .. Crosshouse Hospital, M104 Kilmarnock Dial-a-Bus Area There was submitted and noted a report (issued) of 28th April 1998 by the Director General (1) advising that Councillor Elliot Gray, North Ayrshire Council had requested that SPT consider extending the M102 North Ayrshire Dial-a-Bus to Crosshouse Hospital which came within the boundary of the M104 Kilmarnock Dial-a-Bus; (2) that a review of the M102 was currently being undertaken and would examine possible introduction of semi-fixed timetabled routes and access to Crosshouse Hospital; and (3) that, as the contract for the service was due for renewal on 19th July 1998, the review would be completed prior to that date and a report submitted to a future meeting of the Committee. 6. Contract 3637 B: Linwood to Johnstone (Service L1) There was submitted a report (issued) of 5th May 1998 by the Director General, (1) advising of Lippen's Coaches suspension from contract 5637B Linwood to Johnston, following their failure to operate the service; and (2) requesting guidance on the future of the contract. After discussion the Committee agreed (a) to award a short term contract (5637T) to Dart Buses at a cost of €295 per week; and *. 39 (b) to invite tenders to replace the service with the original end date of 15th July 2000, with additional costs to be recovered, if possible, from Lippens Coaches due to failure to operate the contract. 7. Requests for Subsidised Local Bus Services. There was submitted a report (issued) of 29th April 1998 by the Director General advising of various requests for the provision of subsidised local bus services. After discussion, the Committee dealt with the requests as follows:- Realtest Decision Replace withdrawn M86 and 66B Journeys No action - current provision of 5 buses per hour in Mountblow mainday, Monday - Saturday meets guideline criteria. Results of Tenders Received for Subsidised Local Bus Services There was submitted a report (issued) of 12th May 1998 by the Director General, advising of the results of tenders received for subsidised local bus service contracts.
