THE CITADEL the Military College of South Carolina Charleston, South Carolina 29409 THE CITADEL The Military College of South Carolina Charleston, South Carolina 29409 MEMORANDUM 4 April 2012 COMMENCEMENT ACTIVITIES – 3 MAY 2012 - 5 MAY 2012 The following arrangements are announced for COMMENCEMENT ACTIVITIES a. Awards Convocation will be held Thursday, 3 May at 1400 hours in McAlister Field House. All faculty members and commissioned staff are invited to attend. Uniform is Class A. b. Baccalaureate Service will be held Thursday, 3 May, at 1630 hours in the Summerall Chapel. The Academic Board and designated members of the commissioned staff are invited to join the procession from Mark Clark Hall to the Chapel and to wear academic regalia or Army Dress Blues or service equivalent. The procession will form on the second floor of Mark Clark Hall at 1600 hours. c. Graduation Parade will be held Friday, 4 May, at 1500 hours on Summerall Field. Uniform is Army Dress Blues, Class A’s, or appropriate service dress uniform. In the event of inclement weather, the parade will be canceled. d. A garden party for the graduating class and their families will be held at Quarters One by Lt Gen and Mrs. John W. Rosa following the parade. Faculty and designated members of the commissioned staff are cordially invited to attend. Uniform is Army Dress Blues, Class A’s, or appropriate service dress uniform. In the event of inclement weather, the reception will be canceled. e. Commissioning ceremonies will be held Friday 4 May: Place and Times: 0800 – Army – Summerall Chapel 1000 – Air Force – Summerall Chapel 1800 – Navy/Marine – Summerall Chapel f. The actual Swearing-In Ceremony for all military branches will take place on Saturday, 5 May, during the Commencement Exercises. g. Graduation Exercises for the South Carolina Corps of Cadets will be held Saturday, 5 May, beginning at 0900 hours in McAlister Field House. Designated members of the faculty and commissioned staff will attend the graduation exercises and will participate in the academic procession. Those participating will enter McAlister Field House through the Northwest Side. Dress for Commencement will be academic regalia --cap, gown, and hood –Army Dress Blues or the service dress equivalent. The Order of March for the procession on 5 May will be: The Official Platform Party will meet on the Third Floor McAlister Field House. Entrance will be through the center, wooden doors of McAlister Field House. Line-up for procession will form at 0840 The Academic Board will enter and meet on the First Floor, Northwest Side – McAlister Field House and will line-up at 0840 Alumni Parents and Grandparents of seniors who are graduating will enter and meet on the First Floor, Northwest Side—McAlister Field House and will line-up at 0840 Members of the faculty will enter and robe on the First Floor, Northwest Side - McAlister Field House and will line-up at 0840 The cadet members of the graduating class will assemble in Deas Hall NLT 0800 The non-cadet candidates for bachelor’s degrees will assemble in appropriate attire, NLT 0800 hours in Deas Hall. Marshals will direct ALL Groups to their respective seats. All other attendees (faculty family members and/or staff) must have a ticket for admittance and enter through the main entrance of McAlister Field House. h. Graduation exercises for all graduates completing degree requirements in The Citadel Graduate College will be held Saturday, 5 May, at 1600 hours in McAlister Field House. Candidates for degrees and Platform Party will assemble in Deas Hall, first floor, for robing. The CGC faculty members will attend the academic procession wearing academic regalia. Faculty will robe on the first floor, North side of McAlister Field House, the media conference area. The procession will form on the first Floor, North Side of McAlister Field House. Order of March in the procession will be: candidates for graduate and Undergraduate degrees, faculty, and the official party. The procession will form at 1530 hours. Following the ceremony, Lt Gen and Mrs. John W. Rosa will host a reception in honor of the graduates in Deas Hall. Samuel M. Hines, Jr., Ph.D. Provost and Dean of the College .

PURPOSE As an educational institution, The Citadel seeks to further its mission of education, research, and public service, and to minimize activities that disrupt or are inconsistent with that mission. In pursuit of this mission, this Memorandum establishes policies and regulations for photography, filming, and videography on The Citadel campus. 2. REFERENCES S.C. Code Ann. 12-62-10, et. seq. 3. DEFINITIONS A. “Private photography, filming, and videography” is the capturing of images by individuals for their personal use. B. “Professional photography, filming, and videography” is the capturing of images on behalf of other parties, including campus offices, regardless of whether or not there is compensation for the services rendered. 4. POLICY A. Photography in the Barracks i. Barracks at The Citadel are residences for cadets, summer school students, and other designated persons. Entry into the barracks is limited to these individuals and certain members of the faculty and staff of The Citadel, as well as designated employees of The Citadel’s janitorial contractor. Persons in violation of Citadel policies regarding entry into barracks are considered trespassers who may be escorted from the premises by Campus Public Safety, and/or prosecuted under applicable South Carolina law. Page 1 Residents of the barracks are permitted photography, filming, and videography within the barracks for personal use. During periods when the public is allowed access into the barracks, such as Parents’ Day, Homecoming, and Corps Day, private photography, filming, and videography are permitted.

Compliance with this Memorandum is mandatory. To the extent its directions are inconsistent with other Air Force publications, the information herein prevails, in accordance with AFI 33-360, Publications and Forms Management. This memorandum provides policy and guidance for all military personnel serving in the United States Air Force, Reserve and Guard components. The specific changes to AFI 36-2903 are listed in the attachment. The paragraphs listed replace the corresponding paragraphs in AFI 36-2903 or add new paragraphs. Failure to observe the mandatory provisions in paragraphs 3.4.1 and 3.4.2 of this memorandum by Regular Air Force military members, Air Force Reserve military members on active duty or inactive duty for training, and Air National Guard military members in Title 10 status is a violation of Article 92 of the Uniform Code of Military Justice. Air National Guard members in Title 32 status performing full-time National Guard duty or inactive duty for training, who violate the mandatory provisions of this instruction, may be held accountable through similar provisions of their respective State Military Codes. There are no releasability restrictions on this publication. SITUATION: The Corps of Cadets will take part in Parents’ Weekend activities from 12 October through 14 October. 2. MISSION: The Corps of Cadets will meet all the requirements for Parents’ Weekend which include the presentation of class rings, the Parents’ Weekend Jeep Review, and football game. 3. EXECUTION a. Concept of the Operation (1) Punishments. Confinements, tours and restrictions are suspended from 1100 hours, Friday, 12 October until 2230 hours, Sunday, 12 October. (2) Leave. (a) All Seniors, regardless of proficiency, are authorized an overnight on Friday, October 12, after last duty until 0630 hrs Saturday, 13 Oct. No other classes are authorized a Friday Overnight or weekend leave. (b) General Leave. Academic, Conduct and Physically deficient cadets may take General Leave ONLY as stated below: (1) Friday, 12 October: From after last duty, until 2400 (4C) and 0100 (UC). (2) Saturday, 13 October: After football game until the end of General Leave (2400 hours for 4C and 0100 hours for Upper Class), unless otherwise specified by the Commandant. (3) Sunday, 14 October: 0530 hours until the end of General Leave (1950 hours). (3) Saturday Overnight Leave. All proficient upper class cadets may take an allotted overnight (should a football overnight be granted, it will start at the conclusion of the football game and will terminate at the conclusion of General Leave (1950 hours), Sunday.
