MESSAGE FROM HON. LEEANNE ENOCH MP, MINISTER FOR INNOVATION, SCIENCE AND THE DIGITAL ECONOMY AND MINISTER FOR SMALL BUSINESS

A warm welcome to delegates who have travelled from near and far to take part in what promises to be a very exciting event: the inaugural Australia-China Science, Technology, Commercialisation and Innovation Forum, hosted by the Queensland Chinese Association of Scientists and Engineers (QCASE). I commend the QCASE organising committee for producing a comprehensive program with conference themes focused on our established research strengths and strategic collaborations in the areas of: energy and resources, advanced materials and manufacturing, health and medicine, the environment and agriculture. China is one of Queensland’s most important knowledge partners, with the seeds of our now strong relationship sown more than four decades ago. In the 1970s, Queensland universities – particularly Griffith University through its Asian Studies program – were pioneers in establishing relations with Chinese universities in provinces such as Guangdong. We enjoy a number of strategic agreements based on our complementary research and business interests that have produced many fruitful collaborations in priority areas such as health and medical research, among others. There is no doubt that Queensland and China have some of the best science and technology researchers and innovators in the world. This forum is focused on that next important step: how best to translate our great ideas and breakthroughs into vaccines, medical devices, products and services, and accelerate their commercial availability for the benefit of Australia and China, for the benefit of all. With more than 200 local, interstate and international delegates attending, I’m confident that this first Australia-China Forum, will help pave the way for innovative new collaboration and commercialisation opportunities between our two nations. My best wishes for a very productive and enjoyable forum!

衷心祝愿中澳科技创新和产业化论坛圆满成功!

Hon Leeanne Enoch 丽安· 伊诺克议员 Minister for Innovation, Science and the Digital Economy and Minister for Small Businesses 昆士兰科学、信息技术与创新及中小企业部长

MESSAGE FROM DR YONGCHEN ZHAO, CONSUL- GENERAL, CONSULATE GENERAL OF THE PEOPLE’S REPUBLIC OF CHINA IN BRISBANE

On behalf of the Chinese Consulate General in Brisbane, I extend my warm congratulations on the opening of the 2016 Australia–China Science, Technology, Commercialisation and Innovation Forum.

Since the establishment of the comprehensive strategic partnership between China and Australia, China–Queensland cooperation in various fields has been progressing rapidly. The scientific and technological cooperation has reached fruitful achievements through the joint research fund and joint research centres, which have enriched and promoted the China–Queensland relationship.

This forum is an important occasion for both science communities to conduct pragmatic cooperation on science and technology innovation, which takes a significant step toward implementing the Memorandum of Understanding on Scientific and Technological Collaboration and the Supplementary Memorandum of Understanding on Commercialization Partnership Program between the Ministry of Science and Technology of China and the State of Queensland. It reflects the role of science and technology innovation cooperation in the connection of China’s “One Belt One Road” Initiative and the “Developing Northern Queensland Strategy”, which will further promote economic and trade cooperation between China and Queensland.

I look forward to the delegates from China and Australia fully exchanging S&T innovation experience, exploring new mechanisms and new models for cooperation in science and technology innovation and commercialization and deepening bilateral concerted innovation cooperation to better serve the economic and social sustainable development of China and Australia.

I wish the forum every success.

Dr. Yongchen Zhao Consul General of the People’s Republic of China in Brisbane

ABOUT THE FORUM

China has become one of Queensland’s most important knowledge partners. Over decades, China and Australia have forged close ties in trade, business, science and technology. Most recently, these ties have been strengthened and formalised through memorandums of understanding and strategic partnerships. Queensland has led these collaborations — it was the first Australian state to ratify a memorandum of understanding with the Ministry of Science and Technology of the People’s Republic of China. Supported by this memorandum of understanding, leading Queensland and Chinese scientists are partnering on issues of global significance and are paving the way for new collaboration and commercialisation opportunities. Building on this background, The Queensland Chinese Association of Scientists and Engineers (QCASE) will host the inaugural Australia–China Science, Technology, Commercialisation and Innovation Forum from 27–30 November 2016. The Forum brings together over 200 government officials, senior executives, experts and scholars, and features a series of keynote speeches and presentations covering critical issues of importance to both Australia and China. It highlights the themes of energy and resources, advanced materials and manufacturing, health and medicine, environment and agriculture. The Forum will open up opportunities for future collaborations in these areas, and facilitate rapid knowledge transfer and implementation of ideas. The Inaugural Australia-China Science, Technology, Commercialisation and Innovation Forum is proudly supported by:

• The Queensland Government • Ministry of Science and Technology of the People’s Republic of China • Consulate General of the People’s Republic of China in Brisbane • Advance Queensland Initiative, the Queensland Government • The Commonwealth Scientific and Industrial Research Organisation (CSIRO) • The University of Queensland • Queensland University of Technology • Griffith Health and Menzies Health Institute Queensland, Griffith University • Huawei Australia • Elegance, United Investment Group • BGI • The Confucius Institute at The University of Queensland.

TRANSPORTATION

Airport and transport Brisbane’s International and Domestic Airports are located approximately 25 minutes drive (13 km) from Brisbane’s CBD. Whether you are an international or interstate visitor, there is a large range of accessible, reliable and cheap transportation options, including shuttle buses, Airtrain, taxis, car rental and hotel transfers to and from the CBD.

Shuttle buses If you are concerned about the amount of luggage you have accumulated during your stay in Brisbane, shuttle buses are a convenient, fast and comfortable way of travelling to and from the airport. Services from Brisbane City operate daily every 30 minutes from 5:00 am to 9:00 pm from the Roma Street Transit Centre and door to door from all CBD hotels. If leaving from Brisbane Airport, buses depart every 30 minutes from 5:30 am to 11:00 pm. All bus services meet flight departure and arrival times, so you’ll always be on time. If you miss one service, wait just half an hour for the next. Fare information: $12 per person. For information call Coachtrans/Con-X-ion Airport on +61 7 3238 4700 or 1300 266 946.

Airtrain For single travellers on the go, this is probably the most time-efficient option.Airtrain services between the Domestic and International terminals depart every 15 minutes during peak hours and every 30 minutes during non-peak hours. The first train departures in the morning, and last ones in the evening, are as follows:

Page 33 QCASE Forum Handbook 2016

• From Domestic to International terminal — first departure at 6 am Mon–Fri and 5:59 am Sat–Sun, with last departure at 7:59 pm seven days of the week. • From International to Domestic terminal — first departure at 5:45 am Mon–Fri and 5:31am Sat–Sun, with last departure at 7:46 pm Mon–Fri and 7:31pm Sat–Sun.

Taxis For service with a personal touch, wait for one of Brisbane’s friendly and reliable taxi drivers to transfer you to your hotel. At Brisbane Airport’s Domestic Terminal, taxi ranks are located at both the Qantas and Virgin Blue ends of the terminal. For the International Terminal, taxi ranks are available on Arrivals Level 2. All Brisbane taxis have standard taxi meters so you aren’t surprised by overpriced fares. Keep in mind that a fare to the Brisbane CBD is approximate $50 plus an additional small fee for departing taxis only. Go to www.brisbaneairport.com.au for more information about airport travel. Looking for a taxi number? Options include Black and White Cabs on 131 008, or Yellow Cabs on 131 924.

Car rental There is a host of car rental companies in Brisbane with tidy, reliable and economical cars to suit all travel needs. The following are popular car rental companies • Hertz: https://www.hertz.com.au/rentacar/reservation/ • Budget: https://www.budget.com.au/ • AVIS: https://www.avis.com.au/car-rental/avisHome/home.ac • Thrifty: https://www.thrifty.com.au/ • Europcar: https://www.europcar.com.au/ • Alpha: https://www.alphacarhire.com.au/locations/brisbane-airport • CarHire: https://www.carhire.com.au/

Hotel transfer Many Brisbane hotels provide coach transfers to and from the airport. Just ask the hotel representative when making your reservation. All you need is your flight itinerary; it’s that easy! Important note: international and interstate visitors should allow approximately 20–30 minutes for processing through customs. In peak periods, waiting times may increase slightly.

Department of Science, Information Technology and Innovation

The ongoing development of science, information technology and innovation in Queensland—for the benefit of Queenslanders and government—is the main objective of the Department of Science, Information Technology and Innovation. A key activity is leading the delivery of the Queensland Government’s $405 million Advance Queensland initiative. Advance Queensland Advance Queensland is the Queensland Government’s innovation initiative, and seeks to build a stronger knowledge economy that creates more sustainable jobs and positive economic and social outcomes for local communities. Through a comprehensive suite of programs, Advance Queensland builds on the state’s natural advantages, and raises Queensland’s profile as a competitive and attractive investment destination.

International collaboration The Queensland Government recognises the importance of international science and technology collaboration to build the state’s research and business capability. The department has a range of strategic science relationships and innovation programs providing opportunities for the exchange of ideas, skills and expertise. The department’s Science Division plays a key role in developing and managing strategic science-related relationships with research, technology and industry partners in China, the United States of America, Canada, India and New Zealand. The Queensland–China science relationship is framed by four strategic agreements. These are with the: • Chinese Ministry of Science and Technology • Chinese Academy of Sciences • Science and Technology Commission of Shanghai Municipality • Satellite Surveying and Mapping Application Centre. The agreements build on shared priorities and pave the way for potential new opportunities for collaboration and investment.

For more than a century, The University of Queensland (UQ) has maintained a global reputation for creating positive change by delivering knowledge leadership for a better world. UQ consistently ranks in the world’s top universities. It is one of only three Australian members of the global Universitas 21; a founding member of the Group of Eight (Go8) universities; a member of Universities Australia; and one of only two Australian charter members of the prestigious edX consortium, the world’s leading not-for-profit consortium of massive open online courses (MOOCs). Our outstanding results across international rankings bolster our ability to attract students with global leadership potential. More than 50,000 current students study across UQ’s three beautiful campuses in South-East Queensland – at St Lucia, Herston, and Gatton. They include more than 13,000 postgraduate and 12,600 international students from 140 countries, contributing to a diverse, supportive and inclusive campus community. In 2016, 4786 students from China were enrolled in courses across UQ. UQ has won more Australian Awards for University Teaching than any other university, and is committed to providing students with the best opportunities and practical experiences during their time at university, empowering them to create change with a skill set that will prepare them to exceed expectations throughout their careers. UQ’s research community also demonstrates excellent outcomes and impact. UQ again topped the nation in the 2016 prestigious Nature Index for Australian Academic Institutions, and was awarded more Australian Research Council funding than any other Australian university in the 2015–16 financial year grant announcements. Our innovators have made genuinely life-changing advances. For instance, the life-saving Gardasil® cervical cancer vaccine invented at UQ, from research conducted by Professor Ian Frazer and the late Chinese researcher Dr Jian Zhou, is approved for use in more than 120 countries and is expected to save 250,000 lives annually; the Triple P Positive Parenting Program has reached more than seven million children in 25 countries; and UQ image correction technology is used in two-thirds of the world’s magnetic resonance imaging (MRI) machines. Much of this work has been done in collaboration with global partners. UQ has more than 60 Chinese partners, including all members of the C9, and research powerhouses such as the Chinese Academy of Sciences. Industry partners in China include Huawei, Neusoft, and Shangdong Fanyuan Nonferrous Metals Group. UQ has joint laboratories with Chinese institutions in Brisbane and China, and the Baosteel-Australia Joint research and Development Centre is the giant steel company’s first venture of its type outside China. From 2016-2016, UQ collaborated with 36 Chinese institutions on 68 UQ research projects and received more than $23.8 million in research funding from Chinese organisations. China is ranked 3rd in the countries that co-publish with UQ, with 3372 co-publications from 2011-2016 (February). The UQ Confucius Institute was established in alliance with the Office of Chinese Language Council International (Hanban) and Tianjin University to promote Chinese language and culture and to build collaborative relationships.
