2016 AUSTRALIA–CHINA Science, Technology, Commercialisation and Innovation Forum 2016 中-澳科技创新和产业化论坛 FORUM HANDBOOK 27-30 NOVEMBER 2016 Brisbane, Australia QCASE Forum Handbook 2016 WELCOME WELCOME FROM DR HUA GUO, FORUM CHAIR On behalf of the Forum Organising Committee and Chinese scientists and engineers in Queensland, it is my great pleasure to welcome you all to the inaugural Australia–China Science, Technology, Commercialisation and Innovation Forum. The Forum, initiated and hosted by the Queensland Chinese Association of Scientists and Engineers (QCASE), is an example of our continuous commitment and solid action in promoting and supporting scientific and technological collaboration between Australia and China. Innovation is of paramount importance to both Australia and China. The Forum, built on successful scientific collaboration in recent years and government agreements between Queensland and China, will focus on how to accelerate application and commercialisation of our ideas and research outcomes, and explore opportunities for collaboration in the energy and resources, advanced materials and manufacturing, health and medicine, environment and agriculture sectors for the mutual benefit of both our nations. We are very excited that the Forum will be attended by more than 200 delegates representing governments, industry, science and technology agencies and academia, and by some of the most outstanding and influential leaders in science and technology in Australia and China. The ideas you generate and the working relationships you build over the Forum will help realise the very substantial opportunities that lie ahead. I would like to take this opportunity to acknowledge the great support by the Queensland Government Department of Science, Information Technology and Innovation, the Ministry of Science and Technology of the People’s Republic of China, and The Consulate General of the People’s Republic of China in Brisbane. LEEANNE ENOCH MP, MINISTER FOR INNOVATION, SCIENCE AND THE DIGITAL ECONOMY AND MINISTER FOR SMALL BUSINESS A warm welcome to delegates who have travelled from near and far to take part in what promises to be a very exciting event: the inaugural Australia-China Science, Technology, Commercialisation and Innovation Forum, hosted by the Queensland Chinese Association of Scientists and Engineers (QCASE). I commend the QCASE organising committee for producing a comprehensive program with conference themes focused on our established research strengths and strategic collaborations in the areas of: energy and resources, advanced materials and manufacturing, health and medicine, the environment and agriculture. China is one of Queensland’s most important knowledge partners, with the seeds of our now strong relationship sown more than four decades ago. In the 1970s, Queensland universities – particularly Griffith University through its Asian Studies program – were pioneers in establishing relations with Chinese universities in provinces such as Guangdong. We enjoy a number of strategic agreements based on our complementary research and business interests that have produced many fruitful collaborations in priority areas such as health and medical research, among others. There is no doubt that Queensland and China have some of the best science and technology researchers and innovators in the world. This forum is focused on that next important step: how best to translate our great ideas and breakthroughs into vaccines, medical devices, products and services, and accelerate their commercial availability for the benefit of Australia and China, for the benefit of all. With more than 200 local, interstate and international delegates attending, I’m confident that this first Australia-China Forum, will help pave the way for innovative new collaboration and commercialisation opportunities between our two nations. Since the establishment of the comprehensive strategic partnership between China and Australia, China–Queensland cooperation in various fields has been progressing rapidly. The scientific and technological cooperation has reached fruitful achievements through the joint research fund and joint research centres, which have enriched and promoted the China–Queensland relationship. This forum is an important occasion for both science communities to conduct pragmatic cooperation on science and technology innovation, which takes a significant step toward implementing the Memorandum of Understanding on Scientific and Technological Collaboration and the Supplementary Memorandum of Understanding on Commercialization Partnership Program between the Ministry of Science and Technology of China and the State of Queensland. It reflects the role of science and technology innovation cooperation in the connection of China’s “One Belt One Road” Initiative and the “Developing Northern Queensland Strategy”, which will further promote economic and trade cooperation between China and Queensland. I look forward to the delegates from China and Australia fully exchanging S&T innovation experience, exploring new mechanisms and new models for cooperation in science and technology innovation and commercialization and deepening bilateral concerted innovation cooperation to better serve the economic and social sustainable development of China and Australia. Over decades, China and Australia have forged close ties in trade, business, science and technology. Most recently, these ties have been strengthened and formalised through memorandums of understanding and strategic partnerships. Queensland has led these collaborations — it was the first Australian state to ratify a memorandum of understanding with the Ministry of Science and Technology of the People’s Republic of China. Supported by this memorandum of understanding, leading Queensland and Chinese scientists are partnering on issues of global significance and are paving the way for new collaboration and commercialisation opportunities. Building on this background, The Queensland Chinese Association of Scientists and Engineers (QCASE) will host the inaugural Australia–China Science, Technology, Commercialisation and Innovation Forum from 27–30 November 2016. The Forum brings together over 200 government officials, senior executives, experts and scholars, and features a series of keynote speeches and presentations covering critical issues of importance to both Australia and China. It highlights the themes of energy and resources, advanced materials and manufacturing, health and medicine, environment and agriculture. The Forum will open up opportunities for future collaborations in these areas, and facilitate rapid knowledge transfer and implementation of ideas.
